The DHS may only grant a waiver to the 102-year law if \u201cproposed shipments are in the interest of national defense and after careful evaluation of the issue,\u201d the department said.<\/p>\n<p>In a <a href=\"https:\/\/twitter.com\/DavidBegnaud\/status\/1574849533846110209\/photo\/1\">letter<\/a> to President Joe Biden on Sept. 27 to waive the federal law, Gov.
