Zoe Lofgren (D-Calif.), chair of the Committee on House Administration, outlined a broad framework for the bill <a href=\"https:\/\/www.theepochtimes.com\/meaningful-penalties-bill-banning-members-of-congress-and-scotus-from-stock-trading-takes-shape_4752294.html\">in a letter<\/a> to fellow Democrats.
