Phil Davidson<\/a><span>, who told the Senate last year that China\u2019s ambitions are accelerating and \u201cthe threat is manifest during this decade\u201d of a potential Taiwan play. \u201cIn fact, in the next six years.\u201d<\/span><\/p>\n<p><span>Add CIA Deputy Director David Cohen as another voice: He says Chinese President Xi Jinping has ordered his military \u201cto have the capability to take control of Taiwan by force by 2027,\u201d CNN <\/span><a href=\"https:\/\/twitter.com\/KatieBoLillis\/status\/1570808314224844803?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1570808624049537026%7Ctwgr%5E9bda2250ce47ed7236f83d14e90a5e6c535ba7dd%7Ctwcon%5Es2_&amp;ref_url=https%3A%2F%2Famericanmilitarynews.com%2F2022%2F09%2Fxi-ordered-chinas-military-to-be-ready-to-seize-taiwan-by-2027-cia-says%2F\" rel=\"\">reported<\/a><span>, though Langley still thinks Xi wants to \u201cget control through nonmilitary means.\u201d<\/span><\/p>\n<p><span>President Joe Biden has <\/span><a href=\"https:\/\/www.reuters.com\/world\/biden-says-us-forces-would-defend-taiwan-event-chinese-invasion-2022-09-18\/\" rel=\"\">said four times now<\/a><span> that the United States will defend Taiwan from attack\u2014<\/span><a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/china-lodges-complaint-after-biden-says-us-would-defend-taiwan-chinese-invasion-2022-09-19\/\" rel=\"\">Chinese protests and \u201cstrategic ambiguity\u201d be damned<\/a><span>\u2014so the question now is what is being done to deter it?<\/span><\/p>\n<p><span>It\u2019s unclear whether China will invade Taiwan in 2027, 2049, <\/span><a href=\"https:\/\/chinapower.csis.org\/survey-experts-china-approach-to-taiwan\/\" rel=\"\">or ever<\/a><span>. But the U.S. undoubtedly prefers the status quo. An autonomous Taiwan and <\/span><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-08-02\/taiwan-tensions-raise-risks-in-one-of-busiest-shipping-lanes\" rel=\"\">free-flowing Taiwan Strait<\/a><span> are better for global stability.<\/span><\/p>\n<p><span>Nevertheless, military planners must prepare for crises anyway. And while five years seems distant, U.S. weapons being used now to defend Ukraine are needed to bolster Taiwan\u2014but US stockpiles have dwindled and will take<\/span><a href=\"https:\/\/taskandpurpose.com\/opinion\/us-flaw-china-taiwan\/\" rel=\"\"> years to rebuild.<\/a><\/p>\n<p><span>Unlike Ukraine\u2014with porous borders ripe for foreign weapons shipments and aid\u2014Taiwan will be \u201cvery hard to arm\u201d during a conflict, says Blake Herzinger, a Pacific security expert. The island sits about 100 miles east of China and is within range of its missiles\u2014<\/span><a href=\"https:\/\/www.armyupress.army.mil\/Journals\/Military-Review\/English-Edition-Archives\/September-October-2020\/Mills-Deterring-Dragon\/\" rel=\"\">along with U.S. forces<\/a><span> that would presumably respond from Japan and elsewhere in Asia.<\/span><\/p>\n<p><span>\u201cSelf-propelled artillery and mobile cruise missile launchers are the types of equipment Taiwan should prioritize but has yet to incorporate into its defense forces,\u201d <\/span><a href=\"https:\/\/foreignpolicy.com\/2022\/09\/08\/taiwan-needs-weapons-for-day-1-of-a-chinese-invasion\/\" rel=\"\">Herzinger wrote recently in <\/a><em><a href=\"https:\/\/foreignpolicy.com\/2022\/09\/08\/taiwan-needs-weapons-for-day-1-of-a-chinese-invasion\/\" rel=\"\">Foreign Policy.<\/a><\/em><\/p>\n<p><span>Taiwan also needs a \u201clarge number of small things,\u201d says retired <\/span><a href=\"https:\/\/cdn.cfr.org\/sites\/default\/files\/pdf\/Lee%20Hsi%20Min%20bio.pdf\" rel=\"\">Adm. Lee Hsi-min<\/a><span>, former chief of the Taiwan General Staff from 2017 to 2019 and planner of the island\u2019s defense. These things include intelligence, surveillance, and reconnaissance systems and counter-ISR; small precision weapons that can be concealed from missile attack; anti-air weapons to keep aircraft at bay; and other munitions that can inflict massive pain on invaders close to shore.<\/span><\/p>\n<p>\u201cIf we want to survive, and if we want to successfully defend ourselves, we must change,\u201d Lee said in July. \u201cThis is a matter of life and death.\u201d<\/p>\n<p>There are, of course, acute diplomatic issues at play. Helping Taiwan angers Beijing. And if Taipei claims independence, full-scale invasion is virtually assured. But there is another prospect U.S. planners are starting to worry about: a blockade or \u201cquarantine\u201d by China that would complicate a response.<\/p>\n<p><span>\u201cThey have a very large navy, and if they want to bully and put ships around Taiwan, they very much can do that,\u201d <\/span><a href=\"https:\/\/www.wsj.com\/articles\/china-is-capable-of-blockading-taiwan-u-s-navy-commander-says-11663585457\" rel=\"\">says Navy Vice Adm. Karl Thomas<\/a><span>, U.S. 7th Fleet commander. \u201cClearly if they do something that\u2019s non-kinetic, which, you know, a blockade is less kinetic.\u201d<\/span><\/p>\n<p><span>According <\/span><a href=\"https:\/\/www.rand.org\/pubs\/research_reports\/RRA1279-1.html\" rel=\"\">to a recent Rand study<\/a><span>, China \u201cwould likely see quarantine&#8221; as a lower-risk option, explaining a block of shipping to Taiwan \u201cas nothing more than an attempt to regulate trade as opposed to invasion and occupation.\u201d But a <\/span><a href=\"https:\/\/www.history.com\/topics\/cold-war\/cuban-missile-crisis\" rel=\"\">Cuban Missile Crisis-style quarantine<\/a><span> should not be viewed as low risk.<\/span><\/p>\n<p>\u201cThe United States and its allies should view the possibility of a quarantine of Taiwan by the [People\u2019s Republic of China] as a highly destabilizing course of action that could become dangerous very quickly,\u201d the study says.<\/p>\n<p>How it goes from there, according to Rand:<\/p>\n<blockquote>\n<p>\u201cTaiwan would be affected quickly, with the asymmetry between Taiwan and the PRC making Taiwan\u2019s ability to function economically precarious. The United States would face a requirement to move forces close to the contested area, increasing vulnerability. Taiwan\u2019s status as a supplier of components and high-technology items might in fact increase the world\u2019s incentives to urge rapid resolution, while at the same time creating incentives for the PRC to seek domination over key industries. This would likely not be a slow-moving conflict but a rapidly escalating crisis.\u201d<\/p>\n<\/blockquote>\n<p>Contextualized intel, analysis, quotes, reports, docs, and original national security reporting you need on your radar:<\/p>\n<ul>\n<li>\n<p><strong>\ud83c\uddf7\ud83c\uddfa Russian President Vladimir Putin has escalated his war in Ukraine<\/strong><span>, ordering the immediate mobilization of 300,000 military reservists and again threatening the West with nukes. <\/span><strong>\u201cThis is not a bluff,\u201d<\/strong><span> Putin <\/span><a href=\"https:\/\/www.reuters.com\/world\/europe\/putin-signs-decree-mobilisation-says-west-wants-destroy-russia-2022-09-21\/?utm_source=substack&amp;utm_medium=email\" rel=\"\">said in a televised address<\/a><span>, begging the question: What were all the <\/span><a href=\"https:\/\/www.aljazeera.com\/news\/2022\/3\/22\/russia-only-to-use-nuclear-weapons-if-existence-threatened\" rel=\"\">previous nuclear threats<\/a><span>, then?<\/span><\/p>\n<ul>\n<li>\n<p><strong>Notably, the move \u201cleaves discretion\u201d to Russia\u2019s military<\/strong><span>, <\/span><a href=\"https:\/\/www.moscowtimes.eu\/2022\/09\/21\/putin-obyavil-chastichnuyu-mobilizatsiyu-v-rossii-a24497\" rel=\"\">says Pavel Chikov<\/a><span>, a longtime human rights advocate in Russia. \u201cThe Ministry of Defense will form quotas for mobilization for each region of Russia. Governors will be responsible for their implementation.\u201d This ostensibly lets Moscow pull cannon fodder from certain regions to conceal the full extent of mobilization\u2014a closely-held <\/span><a href=\"https:\/\/www.moscowtimes.eu\/2022\/09\/21\/kreml-zasekretil-realnoe-chislo-podlezhaschih-mobilizatsii-rossiyan-a24509\" rel=\"\">state secret<\/a><span>.<\/span><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li>\n<p><strong><span>\ud83c\udde8\ud83c\uddf3 The Chinese-owned TikTok app that\u2019s <\/span><a href=\"https:\/\/taskandpurpose.com\/news\/army-first-sergeant-tiktok-social-media\/\" rel=\"\">wildly popular with U.S. military service members<\/a><span> (and 1 billion+ others) is under greater scrutiny<\/span><\/strong><span>.<\/span><\/p>\n<ul>\n<li>\n<p><span>Aside from hosting <\/span><a href=\"https:\/\/www.newyorker.com\/culture\/infinite-scroll\/watching-the-worlds-first-tiktok-war\" rel=\"\">Ukraine war footage<\/a><span> and viral dance videos, <\/span><strong><span>TikTok\u2019s ties to the Chinese Communist Party and a June revelation that U.S. user data \u201c<\/span><a href=\"https:\/\/www.buzzfeednews.com\/article\/emilybakerwhite\/tiktok-tapes-us-user-data-china-bytedance-access\" rel=\"\">has been repeatedly accessed from China<\/a><span>\u201d has worried regulators<\/span><\/strong><span>, as evidenced by heated Senate questioning of <\/span><a href=\"https:\/\/www.forbes.com\/sites\/emilybaker-white\/2022\/09\/14\/tiktok-china-ties-senate-hearing\/?sh=484cd54c3ff5\" rel=\"\">TikTok COO Vanessa Pappas<\/a><span>.<\/span><\/p>\n<\/li>\n<li>\n<p><strong>TikTok has pushed back on its Chinese government ties and pledged more transparency, but that arguably doesn\u2019t matter.<\/strong><span> <\/span><a href=\"https:\/\/qz.com\/1016531\/what-you-need-to-know-about-chinas-intelligence-law-that-takes-effect-today\/\" rel=\"\">China has a law<\/a><span> on the books allowing the state to \u201ccommission\u201d individuals and organizations \u201cto carry out\u201d intelligence work. And when Beijing\u2019s spies come knocking, according to the law, <\/span><\/p>\n<p>they \u201cmay ask relevant institutions, organizations and citizens to provide necessary support, assistance, and cooperation.\u201d<\/p>\n<\/li>\n<li>\n<p><strong>The Committee on Foreign Investment in the United States has been conducting a security review<\/strong><span> of the app <\/span><a href=\"https:\/\/www.reuters.com\/technology\/senators-seek-update-us-security-review-tiktok-2022-06-24\/\" rel=\"\">since 2020<\/a><span>. President Biden ordered \u201cadditional national security factors\u201d for <\/span><a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2022\/09\/15\/fact-sheet-president-biden-signs-executive-order-to-ensure-robust-reviews-of-evolving-national-security-risks-by-the-committee-on-foreign-investment-in-the-united-states\/\" rel=\"\">CFIUS security reviews<\/a><span> on Sept. 15. Tech journalist Casey Newton <\/span><a href=\"https:\/\/www.platformer.news\/p\/is-tiktoks-time-running-out?utm_source=substack&amp;utm_medium=email\" rel=\"\">suspects a potential TikTok sale<\/a><span> \u201csooner or later\u201d to avoid a ban.<\/span><\/p>\n<\/li>\n<li>\n<p><strong>Meanwhile, tech competition with China is sure to persist, but a \u201cgrim future\u201d awaits the U.S.<\/strong><span> if it loses to China in chip development, 5G connectivity, and artificial intelligence, according to a <\/span><a href=\"https:\/\/news.usni.org\/2022\/09\/13\/losing-to-china-in-ai-emerging-tech-will-cost-u-s-trillions-threaten-security-says-panel?mc_cid=8be890cf31&amp;mc_eid=1de124a9d5\" rel=\"\">special U.S. government-backed study<\/a><span>. <\/span><strong><span>[<\/span><a href=\"https:\/\/www.documentcloud.org\/documents\/22337215-scsp-mid-decade-challenges-to-national-competitiveness\/?title=1&amp;embed=1\" rel=\"\">PDF<\/a><span>]<\/span><\/strong><\/p>\n<\/li>\n<li>\n<p><strong>\u201cIf that world happens, it\u2019s going to be very bleak for democracy\u2026\u201d<\/strong><span> <\/span><a href=\"https:\/\/news.usni.org\/2022\/09\/13\/losing-to-china-in-ai-emerging-tech-will-cost-u-s-trillions-threaten-security-says-panel?mc_cid=8be890cf31&amp;mc_eid=1de124a9d5\" rel=\"\">says Robert Work<\/a><span>, a former deputy defense secretary and advisor on the study. \u201cChina\u2019s sphere of influence will grow as its technological platforms proliferate throughout the world, and they will be able to establish surveillance on a global scale. So that\u2019s what losing looks like.\u201d<\/span><\/p>\n<\/li>\n<li>\n<p><strong><span>Drone tech is also worth keeping an eye on, as<\/span><a href=\"https:\/\/www.theruck.news\/p\/what-ukraine-drone-videos-tell-us\" rel=\"\"> noted in The Ruck earlier this month<\/a><span>.<\/span><\/strong><span> Drones are proliferating and are altering warfare.
