The advantage of the surveillance system and the analysis \u201cis not only to identify the symptoms but also to link them to the vaccine,\u201d she said.<\/p>\n<figure id=\"attachment_4750792\" class=\"wp-caption aligncenter\"><figcaption class=\"wp-caption-text\"><noscript><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-4750792\" src=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2022\/09\/23\/mati-berkovitch.jpg\" alt=\"Epoch Times Photo\" width=\"446\" height=\"502\" \/><\/noscript><\/figcaption>&nbsp;<\/p>\n<p>Dr. Mati Berkovitch. (Screenshot\/Instagram via The Epoch Times)<\/figure>\n<p>Footage of the meeting was leaked to\u00a0Yaffa Shir-Raz, a health journalist and a risk communication researcher. Shir-Raz has <a href=\"https:\/\/twitter.com\/YaffaRaz\/status\/1565395051374592001\">publicly released<\/a> clips from the meeting. The Epoch Times reviewed footage of the entire meeting and had key portions translated independently for this story.<\/p>\n<p>About two months after the meeting, the MoH <a href=\"https:\/\/www.gov.il\/he\/departments\/publications\/reports\/covid19-side-effect-09122021-31052022\">published a public report<\/a> on the results of the data analysis. Language in the report on causality differed from that used during the meeting.<\/p>\n<p>\u201cThe report presents all the cases that were reported in close proximity to the receipt of the coronavirus vaccine, and does not necessarily indicate a causal relationship between receiving the vaccine and the reported phenomenon,\u201d MoH said in the report.<\/p>\n<p>MoH spokespersons did not return or declined to answer questions on the discrepancy.\u00a0Instead, a spokesperson sent a press release dated Sept. 19, 2021, that announced the \u201cestablishment of a dedicated information headquarters for the fight against the coronavirus.\u201d<\/p>\n<p>Zhurat declined to comment.<\/p>\n<p>\u201cI\u2019m no longer part of the project. Unfortunately, I cannot address your questions. Please reffer [sic] your queries to the MOH,\u201d she told The Epoch Times via Facebook message.<\/p>\n<p>A request for comment to Dr. Emilia Anis, director of the MoH Division of Epidemiology and a meeting attendee, was returned by the MoH, which declined to answer the questions asked of Anis.<\/p>\n<p>Berkowitz did not respond to a request for comment.<\/p>\n<h2>Rechallenge<\/h2>\n<p>Rechallenge in pharmacovigilance is one of the factors to determine causality and refers to the re-administration of the same vaccine or drug after an adverse event goes away to examine whether the same event occurs again.<\/p>\n<p>Dr. Robert Malone, who helped develop the messenger RNA (mRNA) technology on which Pfizer\u2019s vaccine is built, told The Epoch Times that rechallenge is a \u201cstandard pharmaceutical clinical trial practice\u201d that can provide definitive proof of causality.<\/p>\n<p>\u201cThe reports of rechallenge in the Israeli study do not prove causality,\u201d according to Malone. Only a formal rechallenge trial would, he said. The analysis, though, \u201cstrongly suggests and supports causality,\u201d he said.<\/p>\n<p>Dr. Harvey Risch, a professor emeritus of epidemiology at the Yale School of Public Health, told The Epoch Times via email that the researchers \u201care essentially correct\u201d in their conclusions that the vaccines caused the adverse events.<\/p>\n<p>Researchers in other countries have said before that there are causal links between certain vaccines and certain side effects.<\/p>\n<p>\u201cThe current evidence supports a causal association between mRNA COVID-19 vaccination and myocarditis and pericarditis,\u201d Dr. Tom Shimabukuro, a health researcher with the\u00a0U.S. Centers for Disease Control and Prevention (CDC), said during a meeting over the summer.<\/p>\n<p>Moderna\u2019s <a href=\"https:\/\/www.theepochtimes.com\/t-covid-19-vaccine\">COVID-19 vaccine<\/a> also utilizes mRNA technology. Myocarditis and pericarditis are two forms of heart inflammation <a href=\"https:\/\/www.theepochtimes.com\/england-study-confirms-100-myocarditis-deaths-after-covid-shots_4734001.html?utm_source=ai&amp;utm_medium=search\">that can lead to death<\/a>.<\/p>\n<p>Most side effects following COVID-19 vaccination\u00a0tend to be mild and typically last only a few days, according to the CDC. Other post-vaccination conditions are described as adverse events.<\/p>\n<p>Side effects are health issues that have been proven to be caused by a vaccine, while an adverse event is a medical condition that may or may not be related to the vaccine.<\/p>\n<p>The CDC\u2019s Immunization Safety Office declined to comment on the Israeli findings. \u201cCDC continues to monitor the safety of COVID-19 vaccines and makes information available to the public in a timely and transparent manner,\u201d it told The Epoch Times via email.<\/p>\n<p>Pfizer and Moderna have not responded to requests for comment.<\/p>\n<p>Israel has primarily administered Pfizer\u2019s vaccine, entering into a unique agreement (<a href=\"https:\/\/govextra.gov.il\/media\/30806\/11221-moh-pfizer-collaboration-agreement-redacted.pdf\">pdf<\/a>) with the U.S.-based pharmaceutical company. Israel quickly received Pfizer doses. (Nir Elias\/Reuters)<\/figure>\n<h2>Other Findings Not Made Public<\/h2>\n<p>Israel\u2019s surveillance system was revamped in December 2021.<\/p>\n<p>The data presented in June was collected from December 2021 to May.<\/p>\n<p>The surveillance system received a total of 8,000 reports, of which 1,741 were removed for providing incomplete or duplicate information.<\/p>\n<p>Of the 6,259 reports presented, 599 were for children aged 5 to 11; 299 for adolescents aged 12 to 17; and 5,411 for adults 18 and older. More women than men completed the questionnaire.<\/p>\n<p>A total of 29 categories of adverse events were identified, 22 of them from the blank space option on the questionnaire. (Courtesy of Yaffa Shir-Raz)<\/figure>\n<p>Many of the reported adverse events were found to be long-lasting, which researchers said in the meeting was surprising since the brochure handed to vaccine recipients says otherwise. They also said Pfizer officials told them that Pfizer did not know of any long-lasting symptoms.<\/p>\n<p>Researchers also said that they identified new adverse events not listed in the brochure, including back pain.<\/p>\n<p>In the official report later issued to the public, the MoH did not detail how researchers were caught off guard by the duration of the events and side effects. The health agency also stated that there were no new events identified.<\/p>\n<p>\u201cIn conclusion, the reported phenomena are known phenomena in the professional literature and were also found in the previous reports of the Ministry of Health, and there was no observation of an increase in a new phenomenon (new signal),\u201d the MoH wrote.<\/p>\n<p>Shir-Raz, the journalist who broke the story about the internal meeting, said the delay in reporting the results included not sharing the data with the MoH expert panel that\u00a0convened <a href=\"https:\/\/www.gov.il\/en\/departments\/news\/30062022-02\">near the end of June<\/a> to decide whether to recommend Pfizer\u2019s vaccine for children aged 6 months to 5 years.<\/p>\n<p>\u201cWe have the protocol of this meeting, so we know it specifies which documents were presented to them when they made their decision, and there was no mention of this study in the protocol,\u201d Shir-Raz told The Epoch Times, citing a MoH document (<a href=\"https:\/\/rtmag.co.il\/images\/%D7%93%D7%99%D7%95%D7%9F_%D7%94%D7%A6%D7%98%D7%9E_30-6-22_%D7%90%D7%99%D7%A9%D7%95%D7%A8_%D7%94%D7%97%D7%99%D7%A1%D7%95%D7%9F_%D7%9C%D7%AA%D7%99%D7%A0%D7%95%D7%A7%D7%95%D7%AA.pdf\">pdf<\/a>) she obtained. \u201cSo they\u00a0hid it even from their own experts.\u201d<\/p>\n<p>Shir-Raz who was fired from her job last year for writing articles critical of the MoH\u2019s handling of the lockdown and COVID-19 deaths statistics, said that breaking the story was about \u201cgetting the truth out.\u201d<\/p>\n<p>\u201cFor the past two months, I\u2019ve been dedicating myself almost entirely to this story only \u2026 It\u2019s not just another issue for me, it\u2019s not another article,\u201d Shir-Raz said. \u201cFor me, it\u2019s getting the truth out. Because it\u2019s not just local \u2026 It has international implications.\u201d<\/p>\n<h2>US Connection<\/h2>\n<p>Israel has often been the first country to report on vaccine safety and effectiveness. Its data has regularly been cited by U.S. agencies, including the CDC.<\/p>\n<p>Dr. Sharon Alroy-Preis, an Israeli official who has said she\u2019s in charge of vaccine safety monitoring, has\u00a0presented data four times to the CDC and the\u00a0U.S. Food and Drug Administration since September 2021, most recently in April 2022.<\/p>\n<p>Retsef Levi, professor of operations management at the Massachusetts Institute of Technology, said during one of the meetings that the MoH\u2019s surveillance system was \u201ctruly dysfunctional\u201d and \u201cdoes not\u00a0address appropriately major concerning safety signals.\u201d<\/p>\n<p>Alroy-Preis responded by expressing surprise.\u00a0\u201cIt\u2019s our data, I\u2019m in charge of it, so I know exactly what is being reported to us,\u201d she told U.S. officials.<\/p>\n<p>But the system in place through most of 2021 was later replaced, with Israeli officials acknowledging it wasn\u2019t adequate.<\/p>\n<p>Under the old system, reports could be submitted anonymously to the ministry\u2019s website. Reports could not be verified, making it impossible to conduct reliable analyses of the data, according to the MoH.<\/p>\n<p>\u201cAs time passed, it became clear that the manner of reporting on the ministry\u2019s website, which is an anonymous report in free text, made it difficult to check the reliability of the data and their meaning, their professional analysis and drawing conclusions,\u201d the MoH wrote in its August report.<\/p>\n<p>It wasn\u2019t until October 2021, though, that the ministry began creating \u201can identified questionnaire\u201d with predefined conditions and a field to add more details of the adverse reactions, including other conditions not listed on the questionnaire that would be used in the analysis by Berkowitz and his team. The new system requires people to input their identities and other information along with details of the adverse event.<\/p>\n<p>\u201cThere is identification of the patient. This is not an anonymous report,\u201d\u00a0Zhurat said during the meeting.<\/p>\n<p>The choice to omit some of the crucial findings discussed in the meeting from the public report is \u201ca recipe to destroy\u201d the entire vaccine program, according to Levi, an Israeli native and an expert in risk management.<\/p>\n<p>\u201cThe more pro-vaccine, the more disturbed you need to be from something like this,\u201d Levi told The Epoch Times.\u00a0\u201cAnd the reason is that the two most important enablers for vaccine programs \u2026 to be successful is trust and transparency, that you actually communicate to people the real risk-benefits and allow them to make choices about what they want to do.
