Moreover, NCSC\u2019s placement within the Office of the Director of National Intelligence may hinder its ability to scale and respond to threats in an agile manner. Despite these challenges, there is no consensus among CI officials on a way forward for NCSC.\u201d\n<\/p>\n<p>\n<br \/>Director of National Intelligence Avril Haines said in March that the Chinese government remains the<br \/>\n<a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/defense-national-security\/us-intelligence-views-china-as-unparalleled-long-term-priority\">\u201cabsolutely unparalleled\u201d long-term priority<\/a><br \/>\n for the U.S. intelligence community, but the new report says current U.S. efforts are not nearly enough.\n<\/p>\n<p>The Senate report noted that, in the past, many foreign espionage efforts focused primarily on acquiring state secrets held by the U.S. intelligence community and the broader national security establishment, but \u201cnow, however, foreign intelligence entities target a wide range of information from entities and individuals across nearly every sector of U.S. society.\u201d\n<\/p>\n<p><b><br \/>\n<a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/defense-national-security\/wray-warns-china-threat-defends-fbi-combat-ccp-spying\">WRAY SAYS FBI WILL CONTINUE FOCUS ON CCP DESPITE CHINA INITIATIVE SHUT DOWN<\/a><br \/>\n<\/b>\n<\/p>\n<p>\u201cThe biggest driver has been the rise of China \u2014 economically, technologically, militarily, and diplomatically \u2014 as well as a revanchist Russia,\u201d the Senate report said. \u201cThese two countries pose the biggest, most long-term, and most strategic threats to the United States.\u201d\n<\/p>\n<p>The senators emphasized that China \u201cposes the greater long-term strategic threat and is a unique challenge to the United States\u201d because it is \u201ca rising power approaching parity with the United States in gross domestic product as well as in certain aspects of military power.\u201d The report warned China seeks first to displace the U.S. as the main regional power in East Asia, with the ultimate goal of displacing the U.S. as the global hegemon.\n<\/p>\n<p>\u201cNew threats and new technology mean that we have to make substantial adjustments to our counterintelligence posture if we are going to protect our country\u2019s national and economic security,\u201d Chairman<br \/>\n<a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/mark-warner\">Mark Warner<\/a><br \/>\n (D-VA) said.\n<\/p>\n<p>\u201cForeign adversarial governments, including the People\u2019s Republic of China, are now targeting all sectors of U.S. society,\u201d Vice Chairman<br \/>\n<a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/marco-rubio\">Marco Rubio<\/a><br \/>\n (R-FL) added. \u201cThis Committee aims to ensure that the American public, industry, and academia are aware of this, and also to ensure that the Intelligence Community has the authorities and resources necessary to effectively confront these new counterintelligence threats.\u201d\n<\/p>\n<p>As one example, the FBI has<br \/>\n<a class=\"Link\" href=\"https:\/\/www.fbi.gov\/file-repository\/china-risk-to-academia-2019.pdf\/view\">repeatedly<\/a><\/p>\n<p><a class=\"Link\" href=\"https:\/\/www.fbi.gov\/news\/speeches\/the-threat-posed-by-the-chinese-government-and-the-chinese-communist-party-to-the-economic-and-national-security-of-the-united-states\">warned<\/a><br \/>\n about China\u2019s Thousand Talents economic espionage program, and Sen. Rob Portman (R-OH) released a report in July about how that Chinese effort<br \/>\n<a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/foreign\/federal-reserve-targeted-ccp-thousand-talents-senator-warns\">targeted the U.S. Federal Reserve over many years<\/a><br \/>\n.\n<\/p>\n<p>Rubio and Warner argued that \u201cthe U.S. counterintelligence enterprise is not postured to confront the whole-of-society\u201d espionage landscape that the U.S. currently faces and contended the NCSC is \u201clacking a clear mission, sufficient and well-defined authorities, and adequate resources to do so.\u201d\n<\/p>\n<p>An NCSC spokesman told the <i>Washington Examiner<\/i> that the intelligence agency \u201cappreciates the Committee identifying multiple recommendations to improve NCSC\u2019s ability to lead the counterintelligence mission, and NCSC will remain engaged with the Committee as appropriate.\u201d\n<\/p>\n<p>The report noted that \u201cCongress has not substantially and comprehensively updated counterintelligence laws since 2002\u201d and recommended the executive branch adopt, and Congress codify into law, a consistent governmentwide definition of counterintelligence that \u201creflects today\u2019s foreign entity intelligence threat landscape.\u201d\n<\/p>\n<p>The report pointed to China\u2019s efforts to become the world\u2019s global technology leader, highlighting its<br \/>\n<a class=\"Link\" href=\"https:\/\/www.fdd.org\/analysis\/2020\/10\/14\/made-in-germany-co-opted-by-china\/\">Made in China 2025 Plan<\/a><br \/>\n and the<br \/>\n<a class=\"Link\" href=\"https:\/\/www.heritage.org\/sites\/default\/files\/2021-04\/BG3607.pdf\">China Standards 2035 Plan<\/a><br \/>\n, and also discussed the Chinese government\u2019s efforts to achieve global economic dominance, including through the<br \/>\n<a class=\"Link\" href=\"https:\/\/cset.georgetown.edu\/publication\/china-14th-five-year-plan\/\">Chinese Communist Party\u2019s 14th Five-Year Plan<\/a><br \/>\n and its<br \/>\n<a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/restoring-america\/courage-strength-optimism\/china-navy-nicaragua-united-states-taiwan\">global Belt-and-Road Initiative<\/a><br \/>\n.\n<\/p>\n<p>The senators also highlighted<br \/>\n<a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/us-blames-china-microsoft-hack-cyber-schemes-no-sanctions\">China\u2019s extensive computer hacking campaigns<\/a><br \/>\n and its industrial espionage efforts as key to China\u2019s economic and military growth.\n<\/p>\n<p>The report also put a spotlight on the Chinese government\u2019s malign foreign influence efforts, including attempts to shape U.S. discourse.\n<\/p>\n<p>The U.S. government has<br \/>\n<a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/us-condemns-china-false-baseless-unscientific-claims-covid-19\">condemned the Chinese government<\/a><br \/>\n for its \u201cfalse, baseless, and unscientific claims\u201d related to COVID-19\u2019s origins.\n<\/p>\n<p><b><br \/>\n<a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/\">CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/a><br \/>\n<\/b>\n<\/p>\n<p>The Trump administration began to focus on the Chinese government&#8217;s influence on campuses, including through Confucius Institutes, but the issue has largely<br \/>\n<a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/biden-education-department-take-on-trump-era-china-investigations\">fallen out of focus<\/a><br \/>\n for the<br \/>\n<a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/education\/republicans-biden-chinese-influence-campus-seriously\">Education Department under the Biden administration<\/a><br \/>\n.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The United States intelligence community is unprepared to deal with the aggressive intelligence infiltration efforts by the Chinese government and other foreign adversaries, a bipartisan report concluded.
