These groups are hijacking laws with sensible-sounding aims and attempting to create revolutionary changes in sexuality.<\/p>\n<p>Federal programs such as\u00a0the Personal Responsibility Education Program (PREP) and Title V Sexual Risk Avoidance Education (SRAE) funnel money to state health and welfare departments. Seeing that there is money to be captured, education nonprofits such as Education, Training and Research (ETR), Planned Parenthood, and others develop curriculum and training to deliver the \u201cprevention\u201d programs. Then state health and welfare departments bypass state departments of education and local school boards by providing these curricula to public health agencies, which then provide \u201csex ed\u201d curriculum directly to schools.<\/p>\n<p>These nonprofits push the <a href=\"https:\/\/www.firstthings.com\/web-exclusives\/2020\/09\/the-next-frontier-in-the-sexual-revolution\">theory<\/a> that sexual repression is to blame for sexually transmitted diseases and unintended pregnancy and they hold that <a href=\"https:\/\/www.plannedparenthood.org\/learn\/for-educators\/what-are-goals-sex-education-youth#:~:text=Sex%20education%20gives%20young%20people,themselves%20for%20who%20they%20are.\">greater and earlier openness<\/a> about sexuality and more inclusivity will prevent all evils. Their curricula encourage sexualizing children as a\u00a0<a href=\"https:\/\/thefederalist.com\/2022\/08\/18\/pushing-sexual-education-on-young-children-in-the-name-of-health-and-safety-ignores-data-proving-otherwise\/\">preventive measure<\/a>. They believe they occupy the moral high ground: opposing their sexualization of children means encouraging disease, suicide, and unwanted pregnancy.<\/p>\n<p>ETR provides a case study for how this perverse federalism works. ETR\u2019s\u00a0<a href=\"https:\/\/www.etr.org\/ebi\/programs\/reducing-the-risk\/\">Reducing the Risk<\/a>\u00a0curriculum\u00a0promises\u00a0to teach abstinence, but\u00a0instead\u00a0delivers a Planned Parenthood-<a href=\"https:\/\/www.plannedparenthood.org\/uploads\/filer_public\/7d\/60\/7d607c87-0c05-4f10-99ef-89c7627779bd\/368-20_rtr_workbook_20-0902-sample.pdf\">endorsed<\/a>\u00a0\u201cLGBTQ inclusive\u201d curriculum that queers education with an emphasis on \u201cgender identity, sexual orientation and behavior.\u201d\u00a0ETR\u00a0advocates\u00a0for teaching elementary students \u201cporn literacy\u201d and shows teachers how to teach \u201ckink and power, pleasure, sexual identity, sexual acts and sexual exploration in relation to pornography.\u201d It also delivers an\u00a0\u201cLGBTQ centered\u201d\u00a0<a href=\"https:\/\/www.etr.org\/ebi\/programs\/in-clued\/\">curriculum<\/a>\u00a0that takes sex education beyond condoms to dental dams, sex toys, and perilous transgender radicalism.<\/p>\n<p>Nearly every state agency that has accepted\u00a0<a href=\"https:\/\/www.acf.hhs.gov\/fysb\/grant-funding\/fysb\/title-v-state-sexual-risk-avoidance-education-program-grantee-profiles\">SRAE<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.acf.hhs.gov\/fysb\/grant-funding\/state-personal-responsibility-education-program-prep-grantee-profiles\">PREP<\/a>\u00a0funds has purchased ETR\u2019s <a href=\"https:\/\/www.etr.org\/store\/curricula\/\">curriculum<\/a>. ETR\u2019s new LGBTQ-centered program, developed with Planned Parenthood, is already\u00a0<a href=\"https:\/\/pages.etr.org\/hubfs\/Webinars\/INclued%201-Pager%20(youth%20and%20clinic).pdf?utm_campaign=3-in-30-in-clued&amp;utm_medium=email&amp;_hsmi=95779704&amp;_hsenc=p2ANqtz-9f5yKqNiqGxRXKS6o87HqadORlwkmP00-23ThLezDqW3JT5BSBc-EWkHXwWY8vb5MQh0hy8zyQkCDyNiq12JTI8pOvBA&amp;utm_content=95779704&amp;utm_source=hs_automation\">operating<\/a>\u00a0in 16 states.<\/p>\n<h2>Idaho as an Example<\/h2>\n<p>Idaho offers an example of how increasingly radical content can be smuggled into school programs while avoiding public scrutiny. Under the two programs PREP and SRAE, Idaho\u00a0<a href=\"https:\/\/dfm.idaho.gov\/wp-content\/uploads\/publications\/exec\/budget\/fy2023\/docs\/federal-funds-2023.pdf\">had<\/a>\u00a0<a href=\"https:\/\/dfm.idaho.gov\/wp-content\/uploads\/publications\/exec\/budget\/fy2023\/docs\/federal-funds-2023.pdf\">around<\/a> $2 million in federal funding in both fiscal years 2021 and 2022.\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>The Idaho Department of Health and Welfare uses such funding for ETR\u2019s queer-focused Reducing the Risk curriculum through its\u00a0<a href=\"https:\/\/idahoteenpregnancy.com\/\">Adolescent Pregnancy Prevention Program<\/a>.\u00a0The department then directs local public health districts to recruit schools to implement the program. Idaho North Central Public Health District, for example, has a webpage promoting Reducing the Risk, which includes\u00a0<a href=\"https:\/\/web.archive.org\/web\/20220914110352\/https:\/idahopublichealth.com\/family-health\/adolescentpregnancypreventionprogram\">links<\/a> to ETR\u2019s trainings\u00a0on porn literacy and queering sex ed. Another district resource,\u00a0<a href=\"https:\/\/sexetc.org\/\">Sex etc<\/a>., takes students to articles such as \u201c<a href=\"https:\/\/sexetc.org\/transgender-men-can-get-pregnant-too\/\">Transgender Men Can Get Pregnant, Too<\/a>,\u201d surveys about masturbation, and\u00a0<a href=\"https:\/\/amaze.org\/\">Amaze.Org\u00a0<\/a>videos featuring cartoon\u00a0<a href=\"https:\/\/amaze.org\/\">depictions<\/a>\u00a0of porn and abortion. What parent thinks to check their local public health district\u2019s website to learn what their child is taught about sex in schools?<\/p>\n<h2>Programs in Many States Partnered with Planned Parenthood<\/h2>\n<p>In addition to Idaho, the federal government <a href=\"https:\/\/www.acf.hhs.gov\/fysb\/grant-funding\/fysb\/title-v-state-sexual-risk-avoidance-education-program-grantee-profiles\">reports<\/a> schools and health departments in\u00a0Montana, Florida, Arizona, New York, Utah, South Carolina,\u00a0and Alabama, among many others, have adopted\u00a0ETR\u2019s LGBT-focused programs such as\u00a0<a href=\"https:\/\/www.etr.org\/ebi\/programs\/all4you\/\">All4You<\/a>, <a href=\"https:\/\/www.etr.org\/store\/curricula\/making-a-difference\/\">Making A Difference!<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.etr.org\/ebi\/programs\/reducing-the-risk\/\">Reducing the Risk<\/a>.<\/p>\n<p>Planned Parenthood facilities often partner with state agencies to help implement these programs in schools. For instance, Planned Parenthood of South, East, and North Florida\u00a0<a href=\"https:\/\/www.plannedparenthood.org\/planned-parenthood-south-east-north-florida\/education-programs\/reducing-risk\">offers<\/a>\u00a0ETR\u2019s Reducing the Risk curriculum in Duval, Palm Beach, Broward, and Miami-Dade counties in before- and after-school, in-school, and community-based settings.<\/p>\n<h2>Action Needed<\/h2>\n<p>Schools are accepting\u00a0curricula from interest groups pushing the sexualization of our children. Not only should\u00a0citizens demand that their school districts take a proactive role in discovering what state-recommended resources are being used, but state legislators should analyze federal programs with stricter scrutiny to ensure that they do not corrupt our\u00a0children.<\/p>\n<hr class=\"wp-block-separator\" \/>\n<p>\n  Anna Miller is education policy director at the Idaho Freedom Foundation\u2019s Center for American Education.
