Hsu, who said in the press release that Chen is \u201can asset\u201d to the bureau given her \u201cbackground and experience in both finance and climate-related financial risk.\u201d<\/p>\n<p>Chen replaces Jonathan Fink, who assumed the responsibility in an acting capacity in March while also serving as senior advisor to Hsu.<\/p>\n<p>Chen obtained a bachelor\u2019s degree in chemical engineering from China\u2019s Tsinghua University in 2000, and later did a <a href=\"https:\/\/dspace.mit.edu\/handle\/1721.1\/32331\">doctorate<\/a> at the Massachusetts Institute of Technology.<\/p>\n<p>Tsinghua University is funded by the Chinese regime\u2019s Ministry of Education and <a href=\"https:\/\/www.theepochtimes.com\/report-highlights-risks-of-research-partnerships-with-chinese-universities_3158526.html\">supervised<\/a> by the State Administration of Science, Technology, and Industry for National Defense (SASTIND), a defense industry agency for the Chinese Communist Party (CCP).<\/p>\n<p><a href=\"https:\/\/unitracker.aspi.org.au\/universities\/tsinghua-university\/\">According to<\/a> Canberra-based think tank Australian Strategic Policy Institute (ASPI), Tsinghua University conducts \u201cdefense research,\u201d including areas such as air-to-air missiles and artificial intelligence, and the school is home to several defense-focused laboratories.<\/p>\n<p>The Pentagon also highlighted Tsinghua University in its 2020 <a href=\"https:\/\/media.defense.gov\/2020\/Sep\/01\/2002488689\/-1\/-1\/1\/2020-DOD-CHINA-MILITARY-POWER-REPORT-FINAL.PDF\">report<\/a>, noting how the university has ties to the CCP\u2019s <a href=\"https:\/\/www.theepochtimes.com\/t-military-civil-fusion\">military-civil fusion<\/a> strategy, which allows the communist regime to leverage commercial technologies for military development.<\/p>\n<p>The CCP controls Tsinghua University through the school\u2019s party committee, which is headed by its<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A former employee at New York\u2019s financial regulator, who once lived in China and got a bachelor\u2019s degree at a Chinese Communist Party-controlled university, has taken up an important position in the Biden administration.
