Since the outbreak of the war, China has refused to take sides in the conflict and reportedly denied a request from the Kremlin to provide military support.\n<\/p>\n<p>Since then, <a href=\"https:\/\/www.19fortyfive.com\/2022\/09\/the-era-for-engagement-with-russia-and-china-is-over\/\">China<\/a> has doubled down on its potential plans to invade <a href=\"https:\/\/www.19fortyfive.com\/2022\/09\/could-ukraine-and-taiwan-push-russia-and-china-into-an-alliance\/\">Taiwan<\/a>, and Putin\u2019s efforts to pull together a coalition of countries hostile to the West \u2013 including <a href=\"https:\/\/www.19fortyfive.com\/2022\/09\/explaining-joe-bidens-incompetent-iran-policy\/\">Iran<\/a> and <a href=\"https:\/\/www.19fortyfive.com\/2022\/09\/north-koreas-nuclear-deceleration-no-surprise-former-white-house-official-allison-hooker\/\">North Korea<\/a> \u2013 seemed to indicate he was working toward getting China on board, too.\n<\/p>\n<p>On Thursday, however, the Russian president conceded that the Chinese president has concerns about the war in Ukraine.\n<\/p>\n<p><strong>What Putin Said<\/strong><\/p>\n<p>During the <a href=\"https:\/\/www.npr.org\/2022\/09\/15\/1123288649\/china-xi-jinping-putin-meeting-russia-central-asia-ukraine-uzbekistan\">first meeting<\/a> between the two leaders since the war broke out in February, the Russian president referred to President Xi as a \u201ccomrade\u201d and \u201cdear friend.\u201d The discussion took place in Samarkand, a city in Uzbekistan, and gave the two leaders an opportunity to discuss the war in Ukraine and, inevitably, Russia\u2019s significant losses in Kherson.\n<\/p>\n<p>\u201cWe understand your questions and concern about this. During today\u2019s meeting, we will, of course, explain our position; we will explain in detail our position on this issue, although we have talked about this before,\u201d Putin said.<\/p>\n<p>Russia\u2019s <a href=\"https:\/\/tass.ru\/politika\/15761641?utm_source=politico.eu&amp;utm_medium=referral&amp;utm_campaign=politico.eu&amp;utm_referrer=politico.eu\">TASS news agency reported<\/a> that <a href=\"https:\/\/www.19fortyfive.com\/2022\/09\/putin-might-be-defeated-in-ukraine-and-want-to-negotiate\/\">Vladimir Putin<\/a> expressed his gratitude to the Chinese Communist Party for their \u201cbalanced position\u201d on the war in Ukraine, a sign that, perhaps, Russia wants to ensure that China at least remains neutral \u2013 likely a massive disappointment for a floundering Russian president losing yet more troops, tanks, and weapons on the battlefield in eastern Ukraine.\n<\/p>\n<p>Putin stressed his belief in the partnership and friendship between the two countries, and while he may not have received the support he wanted from China on the Ukraine issue, he alluded to a world where the West can no longer be trusted.<\/p>\n<p>\u201cThe world is undergoing many changes right now; the only constant is the friendship and mutual trust between Russia and China,\u201d <a href=\"https:\/\/www.politico.eu\/article\/putin-admits-china-has-questions-and-concerns-about-ukraine-war\/\">Putin said.<\/a>\n<\/p>\n<p>Following the talks, during which Putin sat at the opposite end of a horseshoe-shaped table, Russian Foreign Minister Sergei Lavrov painted a picture of a positive and fruitful discussion.\n<\/p>\n<p>\u201cOur assessments of the international situation coincide completely \u2026 there are no discrepancies at all,\u201d <a href=\"https:\/\/www.reuters.com\/world\/putin-xi-set-meet-thursday-samarkand-2022-09-15\/\">Lavrov said<\/a>. \u201cWe will continue to coordinate our actions including at the forthcoming U.N.
