The U.S. defense industrial base will have to recruit a talented workforce to meet deadlines.<\/p>\n<p><strong>Columbia-class Forging Ahead<\/strong>\n<\/p>\n<p>It has been a busy summer for the Columbia-class.<\/p>\n<p>In June, the keel for the first new boat, the <a href=\"https:\/\/www.defense.gov\/News\/Releases\/Release\/Article\/3053562\/secnav-names-ssbn-826-uss-district-of-columbia\/\">USS District of Columbia<\/a>, was laid. Construction began on this sub in 2020.\n<\/p>\n<p>Twelve submarines will be built in all to maintain the United States\u2019 nuclear triad. Boomer subs <a href=\"https:\/\/abcnews.go.com\/Politics\/inside-submarine-capable-launching-nuclear-missiles\/story?id=84832056\">provide 70 percent<\/a> of America\u2019s deployed nuclear weapon capacity.<\/p>\n<p>The Columbia-class are the largest submarines ever built by the navy.\n<\/p>\n<p>This is the <a href=\"https:\/\/navalpost.com\/columbia-class-ssbn\/\">top priority<\/a> defense acquisition program in the service branch as the Columbia boomers will serve into the 2070s.\n<\/p>\n<p>Propulsion System Ready for Integration\n<\/p>\n<p>This month, <a href=\"https:\/\/www.leonardodrs.com\/\">Leonardo DRS<\/a> sent <a href=\"https:\/\/www.gdeb.com\/\">General Dynamics Electric Boat<\/a>\u00a0the main propulsion system for the District of Columbia for integration. <a href=\"https:\/\/www.thedefensepost.com\/2022\/09\/02\/us-navy-columbia-submarine\/\">Rojoef Manuel of the Defense Post wrote<\/a> that \u201cThe propulsion system recently completed factory acceptance trials, including full power endurance and related tests, which began in December 2020.\u201d\n<\/p>\n<p><strong>Generator Contract Awarded<\/strong>\n<\/p>\n<p>In other recent news for the Columbia-class, <a href=\"https:\/\/www.naval-technology.com\/news\/curtiss-wright-generators-columbia-ssbn\/\">Northrop Grumman awarded a contract<\/a> to Curtiss-Wright in a $120 million bid to provide generators for the new subs. In 2021, <a href=\"https:\/\/www.curtisswright.com\/news\/press-releases\/news-release-details\/2021\/Curtiss-Wright-Receives-Contracts-Valued-at-Approximately-100-Million-to-Support-Critical-U.S.-Naval-Defense-Platforms\/default.aspx\">Curtiss-Wright also provided pumps<\/a> for the Columbia-class in a contract valued at $100 million.\n<\/p>\n<p>Work is being conducted at the firm\u2019s Cheswick, Pennsylvania plant.\n<\/p>\n<p><strong>Skilled Workers Are Needed<\/strong>\n<\/p>\n<p>Integration, construction, and contract execution is dependent on a skilled workforce that can be employed to allow the Columbia-class to make its development goals on time and under budget. <a href=\"https:\/\/news.usni.org\/2022\/08\/25\/growing-work-force-largest-challenge-to-columbia-class-sub-programs-says-navy-official\">USNI News reported<\/a> from a <a href=\"https:\/\/mitchellaerospacepower.org\/event\/nuclear-deterrence-and-missile-defense-forum-radm-scott-w-pappano\/\">nuclear-deterrence event<\/a> at the <a href=\"https:\/\/mitchellaerospacepower.org\/\">Mitchell Institute<\/a> and quoted Rear Admiral <a href=\"https:\/\/www.navsea.navy.mil\/Media\/Biographies\/Article-View\/Article\/1713790\/rear-adm-scott-w-pappano\/\">Scott Pappano<\/a> who brought up the topic of recruiting welders, electricians, riggers and other employees.\n<\/p>\n<p>\u201cWe need skilled trades feeding our industrial base,\u201d Pappano said. He also explained how Chinese shipbuilders are pumping out new ships and submarines regularly to make up the world\u2019s biggest naval fleet. Russia has also improved its nuclear triad by advancing its submarine force. New American workers are needed to keep up with adversaries. \u201cFor many years, we left that [training] to the contractors. We don\u2019t have that luxury anymore,\u201d he said.\n<\/p>\n<p><strong>Columbia-class Specs<\/strong>\n<\/p>\n<p>Columbia-class boats will be 560 feet long with a beam of 43 feet.\n<\/p>\n<p>The reactor is designed to last the life of the ship with a shorter mid-life re-fueling period.\n<\/p>\n<p>The Columbia-class has <a href=\"https:\/\/www.19fortyfive.com\/2022\/06\/uss-district-of-columbia-the-u-s-navys-new-missile-submarine-is-historic\/\">16 missile tubes \u2013 fewer than the Ohio-class boomers<\/a>. This should help reduce maintenance costs and downtime. What is known as the <a href=\"https:\/\/www.militaryaerospace.com\/computers\/article\/16714609\/navy-moves-forward-on-common-missile-compartment-for-future-us-and-uk-nuclear-submarine\">Common Missile Compartment<\/a>, a <a href=\"https:\/\/www.defenseindustrydaily.com\/cmc-contract-to-define-future-ssbn-launchers-for-uk-usa-05221\/\">joint project<\/a> between the United States and the United Kingdom, will allow the fielding of the <a href=\"https:\/\/www.lockheedmartin.com\/en-us\/products\/trident-ii-d5-fleet-ballistic-missile.html\">Trident II D5<\/a> intercontinental ballistic missile. The two naval powers sharing the cost of the Common Missile Compartment will save millions of dollars.\n<\/p>\n<div id=\"attachment_48552\" class=\"wp-caption aligncenter\">\n<p id=\"caption-attachment-48552\" class=\"wp-caption-text\">Ohio-Class. Image Credit: U.S. Navy.<\/p>\n<\/div>\n<p>Adapting is the name of the game for the U.S. Navy\u2019s Columbia-class program. The branch will have to remember how contracting can stay on schedule and how trends in workforce development can change rapidly. The navy can help skilled workers become knowledgeable about high-paying jobs in shipyards, perhaps by partnering its acquisition efforts with local government <a href=\"https:\/\/www.mckinsey.com\/industries\/public-and-social-sector\/our-insights\/creating-an-effective-workforce-system-for-the-new-economy\">economic development departments<\/a>. This will help the workforce meet the needs of big defense projects like the Columbia-class submarines. 2027 will be here soon, and the Ohio-class needs to retire around one sub a year.
