But one victim is clear: Americans\u2019 trust in their government and public health experts.<\/p>\n<p>Democrats are trying to deflect blame for this scandal by claiming the inverse: that the Trump administration\u00a0undermined public trust by<strong>\u00a0<\/strong><a href=\"https:\/\/www.pbs.org\/newshour\/politics\/house-panel-says-trump-staffers-pressured-fda-to-authorize-unproven-covid-19-treatment\" target=\"_blank\" rel=\"noreferrer noopener\">irresponsibly trying\u00a0to \u201crush\u201d the vaccine<\/a>\u00a0for political gain.<\/p>\n<p>Last month, in a congressional report provocatively titled \u201c<a href=\"https:\/\/coronavirus.house.gov\/sites\/democrats.coronavirus.house.gov\/files\/2022.08.24%20The%20Trump%20White%20House%E2%80%99s%20Relentless%20Attacks%20on%20FDA%E2%80%99s%20Coronavirus%20Response.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">A \u2018Knife Fight\u2019 with the FDA: The Trump White House\u2019s Relentless Attacks on FDA\u2019s Coronavirus Response<\/a>,\u201d the House Select Subcommittee on the Coronavirus Crisis alleged that Trump administration officials \u201cblocked FDA from issuing guidance on coronavirus vaccine authorizations for weeks in an attempt to ensure that the first vaccine could be authorized before the 2020 presidential election.\u201d<\/p>\n<p>It claims that the administration\u2019s actions \u201cresulted in damaging consequences for the coronavirus response\u201d by undermining public confidence in the vaccine.<\/p>\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/09\/AP20346719268163.jpg\"><\/a><figcaption>Dr. Stephen Hahn said Trump administration officials pressed him to speed up vaccine authorization even after the election.<\/figcaption><figcaption><span class=\"credit\">Graeme Jennings\/AP<\/span><\/figcaption><\/figure>\n<p>But the report, and the testimony of former FDA Commissioner Dr. Stephen Hahn to the commission on which it is based, reveal these assertions are misleading, politically motivated distortions.<\/p>\n<p>In reality, it was Trump opponents who undermined public confidence, resulting in new FDA guidelines that delayed vaccine availability and likely cost lives.<\/p>\n<p>Here are the facts:<\/p>\n<p>We know from interviews that vaccine trials were proceeding faster than anticipated and that an announcement about vaccine efficacy was possible by the end of October 2020 with authorization soon to follow.<\/p>\n<figure class=\"wp-block-image size-large is-resized\"><a href=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/09\/AP22154470216895.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/09\/AP22154470216895.jpg\" alt=\"Pfizer CEO Albert Bourla speaks about the Biden administration&#039;s global COVID-19 vaccination efforts ahead of the G-7 summit, on, June 10, 2021, in St. Ives, England.\" class=\"wp-image-23832444\" width=\"618\" height=\"411\" srcset=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/09\/AP22154470216895-1.jpg 1236w, https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/09\/AP22154470216895-2.jpg 927w, https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/09\/AP22154470216895-3.jpg 618w, https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/09\/AP22154470216895-4.jpg 309w, https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/09\/AP22154470216895-5.jpg 1024w\" \/><\/a><figcaption>Pfizer CEO Albert Bourla pledged to only request a vaccine emergency use authorization after demonstrating safety and efficacy through a Phase 3 clinical study. <\/figcaption><figcaption><span class=\"credit\">AP\/Patrick Semansky<\/span><\/figcaption><\/figure>\n<p>On Sept. 9, 2020, <a href=\"https:\/\/nypost.com\/2022\/08\/15\/pfizer-ceo-albert-bourla-tests-positive-for-covid\/\">Pfizer CEO Albert Bourla <\/a>announced on the \u201cToday\u201d show that Pfizer had joined a pledge with other pharmaceutical companies to follow FDA guidance and to only request a vaccine emergency use authorization after demonstrating safety and efficacy through a Phase 3 clinical study. Pfizer\u2019s trials were moving faster than expected and he predicted the company would likely have results by the end of October.<\/p>\n<p>Five days later, on \u201cFace the Nation,\u201d Bourla said there was more than a 60% chance Pfizer would know results by the end of October.<\/p>\n<p>That didn\u2019t happen. Instead, on November 9, six days after the presidential election, Pfizer announced that its COVID-19 vaccine candidate was 90% effective. Eleven days later, it filed a vaccine emergency use authorization request \u2014 the first in the US \u2014 that was granted on December 11.<\/p>\n<p>The delay followed a curious FDA decision to toughen its standards for COVID vaccine safety review (effectiveness guidelines were unchanged). The agency would now require a median follow-up of 60 days after the vaccine shots to check for adverse side effects.<\/p>\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/09\/AP18134806706513.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"661\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/09\/AP18134806706513.jpg\" alt=\"Paul Mango, Republican candidate for Pennsylvania Governor, campaigns in Canonsburg, Pa. Monday, May 14, 2018.\" class=\"wp-image-23832529\" srcset=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/09\/AP18134806706513-1.jpg 2048w, https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/09\/AP18134806706513-2.jpg 1536w, https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/09\/AP18134806706513-3-scaled.jpg 1024w, https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/09\/AP18134806706513-3-scaled.jpg&amp;w=512 512w\" \/><\/a><figcaption>Former HHS deputy chief of staff for policy Paul Mango said he never heard Trump ask for the vaccine to be released before Election Day.<\/figcaption><figcaption><span class=\"credit\">AP\/Keith Srakocic<\/span><\/figcaption><\/figure>\n<p>The House report fails to mention that these new guidelines \u2014 submitted to the White House and HSS on September 21 \u2014 revised earlier June 2020 guidelines that stated the \u201csafety evaluation of COVID-19 vaccines \u2026 should be no different than for other preventive vaccines for infectious diseases.\u201d<\/p>\n<p>In his book<a href=\"https:\/\/www.fiercepharma.com\/pharma\/upcoming-insider-book-operation-warp-speed-mango-discusses-why-vaccine-manufacturing-goal\" target=\"_blank\" rel=\"noreferrer noopener\"> \u201cWarp Speed,\u201d Paul Mango,<\/a> former HHS deputy chief of staff for policy who was intimately involved with the vaccine effort, reports that vaccine developers understood the earlier guidance to mean trials would only be required to monitor for adverse events for, at most, 42 days after the second dose.<\/p>\n<aside class=\"single__inline-module alignright\">\n\t<\/aside>\n<p>So why did the FDA add 18 days to the side-effects check?<\/p>\n<p>Officials at the White House had the same question. FDA Commissioner Hahn reported push-back from administration officials with \u201cquestions about whether the 60-day meeting [sic] follow-up in particular was appropriate given the urgency of the situation.\u201d He repeatedly said the interactions were \u201ccordial\u201d and not \u201ccontentious.\u201d<\/p>\n<p>The report insinuates that administration officials who questioned the need for an additional 18 days of follow-up were solely interested in the political goal of getting a vaccine out before the election. Yet he viewed that as normal: \u201cI mean, we were in a public health emergency and it was totally appropriate to ask the question, what can you do to speed this up to get lifesaving treatments, vaccines, et cetera, into the hands of people?\u201d<\/p>\n<p>Hahn also made it clear that administration officials continued to press him on speeding up vaccine authorization well after the election, which undermines the contention that all the administration cared about was pre-election approval.<\/p>\n<p>After the new guidelines, Bourla wrote in an open letter on the Pfizer website that \u201cwe may know whether or not our vaccine is effective by the end of October,\u201d but that because the FDA was now requiring 60 days of safety data, they did not expect to be able to file for an emergency use authorization until the third week of November.<\/p>\n<p>It is clear that delayed EUA submission resulting from the new FDA safety guidelines was consequential.<\/p>\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/09\/AP22153702935279.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/09\/AP22153702935279.jpg\" alt=\"White House COVID-19 Response Coordinator Dr. Ashish Jha speaks during the daily briefing at the White House in Washington, April 26, 2022.\" class=\"wp-image-23832631\" srcset=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/09\/AP22153702935279-1.jpg 2048w, https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/09\/AP22153702935279-2.jpg 1536w, https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/09\/AP22153702935279-3-scaled.jpg 1024w, https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/09\/AP22153702935279-3-scaled.jpg&amp;w=512 512w\" \/><\/a><figcaption>Dr. Ashish Jha has said he was \u201cdeeply worried\u201d about the speed of vaccine development. <\/figcaption><figcaption><span class=\"credit\">AP\/Susan Walsh<\/span><\/figcaption><\/figure>\n<p>Both daily cases and daily deaths started to rise in mid-October 2020 and peaked in mid-January 2021. The seven-day moving average of COVID deaths reached the highest level during the entire pandemic on January 13, 2021. Had vaccines been authorized weeks earlier \u2014 during a period when COVID deaths averaged thousands per day \u2014 tens of thousands fewer would have died.<\/p>\n<p>Why did the FDA change its vaccine authorization guideline?<\/p>\n<aside class=\"single__inline-module alignleft\">\n\t<\/aside>\n<p>Hahn indicated that FDA began to formulate new guidelines during the summer to counteract public concerns that the agency \u201cmight be cutting corners and that it might not be safe or effective.\u201d<\/p>\n<p>In \u201cWarp Speed,\u201d Mango confirms that Dr. Peter Marks, director of the FDA Center for Biologics Evaluation and Research, which approves vaccines, told him the FDA was concerned about vaccine hesitancy resulting from comments questioning the speed of vaccine development. Marks told him new guidance was \u201cessential to shoring up vaccine confidence.\u201d<\/p>\n<p>The House report claims that Trump\u2019s public comments that \u201c[i]t wouldn\u2019t hurt\u201d to have a vaccine available before Election Day was responsible for the decrease in public confidence. But Hahn downplayed the impact of Trump\u2019s tweets. \u201cIt was \u2026 the entire set of circumstances,\u201d he said, including \u201cA presidential election, bitter divisions in the country and in Congress\u201d \u2014 and according to Hahn, but unmentioned by the report, \u201cThe people who said they wouldn\u2019t take the vaccine if it was authorized under President Trump\u2019s watch.\u201d<\/p>\n<p>Those people were candidates Joe Biden and Kamala Harris, who, along with their political, scientific and media allies, repeatedly criticized the vaccine development under Trump and impugned the FDA\u2019s independence and integrity.<\/p>\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/09\/AP22192561339933.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/09\/AP22192561339933.jpg\" alt=\"Vice President Kamala Harris speaks as President Joe Biden looks on, during an event to celebrate the passage of the \" Bipartisan Safer Communities Act \/><\/a><figcaption>Biden and Harris repeatedly criticized the vaccine development under Trump.<\/figcaption><figcaption><span class=\"credit\">AP\/Evan Vucci<\/span><\/figcaption><\/figure>\n<p>Hahn believed statements by candidate Biden such as \u201cIf and when the vaccine comes, it\u2019s not likely to go through all the tests that need to be done\u201d and by candidate Harris that she wouldn\u2019t take a vaccine promoted by Trump, unfairly cast doubt on the FDA. The Biden\/Harris campaign website explicitly maligned Hahn and the FDA.<\/p>\n<p>Senate Democratic leader Chuck Schumer also questioned the safety of the vaccines then in development and the FDA\u2019s integrity, claiming the agency was succumbing to Trump administration pressure. He was joined by then-New York Gov. and media darling Andrew Cuomo, who said he <a href=\"https:\/\/www.npr.org\/sections\/coronavirus-live-updates\/2020\/09\/24\/916565352\/cuomo-says-n-y-health-officials-will-review-any-u-s-approved-covid-19-vaccine\">would not trust a vaccine approved by the FDA<\/a> and the federal government.<\/p>\n<p>Biden medical allies such as Dr. Ashish Jha, then dean of the Brown University School of Public Health and now Biden\u2019s COVID-19 response coordinator, said he was \u201cdeeply worried\u201d about the speed of vaccine development. Dr. Ezekiel Emanuel, a noted bioethicist, former Obama adviser, and then adviser to the Biden campaign, organized a letter, with multiple signatories, urging Pfizer to defer seeking vaccine authorization until \u201cat least late November.\u201d<\/p>\n<p>A September 10, 2020, editorial in the Journal of the American Medical Association fueled doubts by claiming that \u201csome\u201d unnamed and uncited persons were concerned that political appointees would \u201cinsist on an EUA for a vaccine over the recommendation of FDA career scientists.\u201d It claimed that Hahn had \u201cindicated that the FDA is willing to use an Emergency Use Authorization (EUA) for vaccines before phase 3 trials are complete.\u201d<\/p>\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/09\/AP22223805790969.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/09\/AP22223805790969.jpg\" alt=\"New York Gov. Andrew Cuomo said he would not trust a vaccine approved by the FDA and federal government.<\/figcaption><figcaption><span class=\"credit\">AP\/Richard Drew<\/span><\/figcaption><\/figure>\n<p>Yet the editorial cited an August 7 JAMA article authored by FDA officials including Hahn and Marks \u2014 \u201cUnwavering Regulatory Safeguards for COVID-19 Vaccines\u201d \u2014 in which they committed to only issuing an EUA once a phase 3 trial or interim analysis of such a trial that met pre-specified success and safety criteria was complete. In addition, the editorial writers surely knew that any authorization would only occur following a public discussion at the FDA\u2019s Vaccines and Related Biological Products Advisory Committee.<\/p>\n<p>Mainstream media \u201cfact checkers\u201d amplified public doubts. <a href=\"https:\/\/www.washingtonpost.com\/politics\/2020\/03\/04\/fact-checking-trumps-accelerated-timeline-coronavirus-vaccine\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Washington Post, <\/a>for example, stated that Trump was \u201cmisrepresenting how fast a vaccine will be available.\u201d NBC News asserted vaccines by year\u2019s end would be a \u201cmiracle.\u201d<\/p>\n<p>The House report has the story backwards. Trump administration officials urged speed in vaccine development to save lives, not for political gain. Trump would have, no doubt, been thrilled to have an announcement of effectiveness or vaccine authorization prior to the election \u2014 what politician in his position would not have?<\/p>\n<p>But there is no evidence that he unduly pressured the FDA or undermined its scientific processes.
