Lindsey Graham introduced the \u2018\u2018Protecting Pain-Capable Unborn Children from Late-Term Abortions Act\u2019\u2019 that would ban abortions in the United States beyond 15 weeks of growth within a mother\u2019s womb.<\/p>\n<p>This isn\u2019t quite the all-out ban on killing unborn life, which science <a href=\"https:\/\/www.epm.org\/resources\/2011\/Apr\/27\/when-does-life-begin-quotes-many-sources\/\">agrees<\/a> begins at conception, that America\u2019s pro-life voters want, but it\u2019s a start designed to at least get the nation on the same level as most civilized European countries and some U.S. states. It\u2019s important for all to know the facts about babies at this stage of development to weigh the proposal.<\/p>\n<p>Here are 12 facts that Congress, and all Americans, should know about babies and their development at 15 weeks of gestation. <\/p>\n<h2>1. These Babies Can Feel Pain<\/h2>\n<p>As noted in the name of Graham\u2019s bill, most unborn babies can feel pain by 15 weeks of gestation. As a matter of fact, by just 10 weeks in the womb, most babies\u2019 brains have developed enough to begin forming pain receptors in their skin. <\/p>\n<p>By 15 weeks old, the nerves in the spine required to signal the brain, specifically the thalamus, of pain felt through those receptors have also formed. Even though the cortex is technically still growing at 15 weeks, research suggests other parts of the nervous system such as the brainstem, insula, and thalamus all play a role in unborn babies\u2019 ability to feel pain.\u00a0<\/p>\n<h2>2. Baby\u2019s Heart Has Already Beat Nearly <strong>16 Million Time<\/strong>s<\/h2>\n<p>By 15 weeks, an unborn baby\u2019s heart has already beat nearly 16 million times and is\u00a0<a href=\"https:\/\/lozierinstitute.org\/dobbs-case-what-science-reveals-about-15-week-old-unborn-babies\/\">pumping<\/a>\u00a0approximately 26 quarts of blood daily through his body.<\/p>\n<p>This heartbeat is often detected long before that, by five or six weeks of gestation. That\u2019s why some states such as Texas have \u201cheartbeat laws\u201d banning the dismantling of preborn babies <a href=\"https:\/\/v2-9mdnszte.thefederalist.com\/2021\/05\/20\/texas-governor-signs-heartbeat-bill-protecting-unborn-children-from-ravages-of-abortion\/\" target=\"_blank\" rel=\"noreferrer noopener\">beyond the detection of that organ\u2019s steady beat. <\/a><\/p>\n<h2>3. All Major Organs Are Formed and Functional <\/h2>\n<p>Speaking of organs, all major organs in the unborn baby\u2019s body are formed and largely functional by 15 weeks in the womb. As Dr. Katrina Furth noted in the Charlotte Lozier Institute\u2019s<a href=\"https:\/\/lozierinstitute.org\/15-facts-at-15-weeks\/\">\u00a0\u201cOn Science\u201d series,<\/a> \u201calmost every organ and tissue forms within the first eight weeks after conception.\u201d<\/p>\n<p>\u201cThe rest of the pregnancy is spent growing these organs larger and more mature to prepare for life outside the womb,\u201d Furth says.<\/p>\n<h2>4. Baby\u2019s Skeleton Is Fully Formed<\/h2>\n<p>By 15 weeks, the baby\u2019s skeleton is also present, meant to protect the body\u2019s feeling highway,  and has largely transformed from cartilage to bone.<\/p>\n<h2>5. Baby\u2019s Limbs Are Formed And Moveable<\/h2>\n<p>In addition to having a working skeleton at 15 weeks, unborn babies also have <a href=\"https:\/\/www.babycenter.com\/pregnancy\/your-baby\/fetal-development-your-babys-bones_40007704\" target=\"_blank\" rel=\"noreferrer noopener\">fully formed arms<\/a>, nearly formed legs (which usually finish growing around 16 weeks), and full mobility of their arms and legs. <\/p>\n<p>Even before 15 weeks, babies in the womb can control their fingers, suck their thumbs, and even show a preference for a dominant right or left hand. Unborn babies typically begin to explore their new appendages by opening or closing their fingers. Eventually, they learn to reach and grasp at the womb around them.<\/p>\n<h2>6. Babies Respond to Touch<\/h2>\n<p>At 15 weeks, babies are comfortable responding to external touches with reflexive movements. Light touches and tickles to the mouth are met with the baby\u2019s natural instinct to, as Furth <a href=\"https:\/\/lozierinstitute.org\/15-facts-at-15-weeks\/\" target=\"_blank\" rel=\"noreferrer noopener\">noted<\/a>, turn \u201cher head towards the object as if to prepare for nursing.\u201d<\/p>\n<h2>7. Baby Learns to Swallow<\/h2>\n<p>In preparation for the outside world, babies also learn to suckle and swallow by 15 weeks. They will keep practicing this skill throughout the pregnancy until they are safely birthed and either breast or bottle-fed. <\/p>\n<h2>8. Babies This Little Can Taste<\/h2>\n<p>Babies in the womb also react to the <a href=\"https:\/\/www.whattoexpect.com\/pregnancy\/fetal-development\/fetal-taste\/\">tastes<\/a> they receive from swallowing amniotic fluid from their mother\u2019s bodies. By approximately 15 weeks old, they have tastebuds of their own. <\/p>\n<h2>9. Brain Connections For Memory, Emotion Develop<\/h2>\n<p>By 15 weeks, an unborn baby\u2019s brain development begins making the key brain connections that stimulate memory, decision-making, emotions, and more. <\/p>\n<h2>10. Practice Breathing Begins<\/h2>\n<p>Starting at 10 weeks old, babies begin practicing \u201cbreathing\u201d by constricting their chests. At approximately 13 weeks old, these movements gain consistency. <\/p>\n<h2>11. Baby\u2019s Ears Are Formed and Can Hear<\/h2>\n<p>By 15 weeks old, babies\u2019 ears appear on the sides of their heads. With those in their rightful place, babies in the womb can also hear the sound of their mother\u2019s <a href=\"https:\/\/www.nhs.uk\/pregnancy\/week-by-week\/13-to-27\/15-weeks\/#:~:text=Around%20this%20time%2C%20your%20baby,to%20become%20sensitive%20to%20light.\" target=\"_blank\" rel=\"noreferrer noopener\">voice, heart, and digestive system<\/a>. Later in pregnancy, babies will\u00a0<a href=\"https:\/\/www.businessinsider.com\/fetus-vision-hearing-development-uterus-2016-9#:~:text=And%20yet%2C%20a%20fetus%20can,of%20a%20few%20eye%20disorders.\">react to those sounds and voices with movement<\/a> signaling they can hear them. <\/p>\n<h2>12. Baby Practices \u2018Seeing\u2019 <\/h2>\n<p>At nearly 15 weeks in utero, an unborn baby\u2019s eyes, eyebrows, and eyelashes have all started to develop.
