They would never need to proactively register \u2026 D.C. would also inform them that they can return a ballot or head to the polls to activate their registration.\u201d<\/p>\n<p>Introduced by D.C. Councilmember Charles Allen, the bill is scheduled to have its first public hearing by the city\u2019s legislative body on Friday. In a statement provided to Bolts, Allen defended the legislation by claiming that voter registration \u201chas been used as a way to keep people from voting\u201d and that it\u2019s \u201ca way to be a gatekeeper as to who you think should be able to vote.\u201d<\/p>\n<p>\u201cUnlike other parts of the country where we\u2019re seeing people try to restrict the ability of people to get to the polls and to vote \u2026 in D.C., we want everyone to be able to vote,\u201d he added.<\/p>\n<p>In 2016, D.C. <a href=\"https:\/\/wjla.com\/news\/local\/dc-council-bill-makes-voter-registration-automatic\" target=\"_blank\" rel=\"noreferrer noopener\">adopted<\/a> a \u201c<a href=\"https:\/\/boltsmag.org\/washington-dc-bill-voter-registration\/\" target=\"_blank\" rel=\"noreferrer noopener\">front-end<\/a>\u201d automatic voter registration (AVR) system, where residents are asked upfront by agencies such as the DMV whether they would like to be automatically registered to vote or opt out.<\/p>\n<p>Alternatively, a \u201c<a href=\"https:\/\/boltsmag.org\/washington-dc-bill-voter-registration\/\" target=\"_blank\" rel=\"noreferrer noopener\">back-end<\/a>\u201d AVR system is where individuals \u201cwho provide documents that indicate that they are U.S. citizens are\u00a0automatically registered to vote\u00a0and they are not asked any further questions while at the public agency;\u00a0they later receive a mailer\u00a0at home, and they can return it if they wish to opt-out,\u201d while those who \u201cdo nothing at all \u2026 remain registered to vote.\u201d<\/p>\n<p>States with \u201cback-end\u201d systems <a href=\"https:\/\/www.ncsl.org\/research\/elections-and-campaigns\/automatic-voter-registration.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">include<\/a> Oregon, Colorado, and Alaska, among others.<\/p>\n<p>While Allen\u2019s proposed bill wouldn\u2019t implement a \u201cback-end\u201d system in D.C. since it wouldn\u2019t necessarily register people, Bolts concluded that \u201cit\u2019s guided by a similar principle that it\u2019s really up to public authorities to review someone\u2019s eligibility based on the information they\u2019ve already shared.\u201d<\/p>\n<p>Other election-related pieces of legislation sponsored by Allen in recent years include a <a href=\"https:\/\/washingtonmonthly.com\/2022\/01\/17\/will-d-c-lead-the-way-on-vote-by-mail\/\" target=\"_blank\" rel=\"noreferrer noopener\">2021 measure<\/a> to institute permanent, universal mail-in voting, as well as a <a href=\"https:\/\/www.wusa9.com\/article\/news\/local\/dc\/dc-to-allow-incarcerated-felons-to-vote-from-prison\/65-93d42b88-63fb-47a1-8f44-7e6dc8993c0f\" target=\"_blank\" rel=\"noreferrer noopener\">2020 bill<\/a> that granted incarcerated felons the ability to vote.<\/p>\n<hr class=\"wp-block-separator\" \/>\n<p>\n  Shawn Fleetwood is a Staff Writer for The Federalist and a graduate of the University of Mary Washington.
