Lindsey Graham has <a href=\"https:\/\/www.lgraham.senate.gov\/public\/_cache\/files\/3065785d-86b8-4d36-986a-72aa1c8f100c\/protecting-pain-capable-unborn-children-from-late-term-abortions-act-.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">introduced<\/a> the \u201cProtecting Pain-Capable Unborn Children from Late-Term Abortions Act\u201d which would limit abortions past 15 weeks of pregnancy. The bill includes exceptions for rape and incest, offers protections for the woman\u2019s life, and prohibits the prosecution of those seeking abortions. By any objective historical standard, it\u2019s a moderate bill.\u00a0And yes, it\u2019s also just a <a href=\"https:\/\/www.nationalreview.com\/corner\/senator-grahams-preemptive-surrender-on-abortion\/\" target=\"_blank\" rel=\"noreferrer noopener\">political stunt<\/a> meant to highlight the Democrats\u2019 intractable position on the issue. Good.<\/p>\n<p>According to WPA Intelligence, a GOP political consulting firm, \u201cbattleground state voters\u201d <a href=\"https:\/\/www.nbcnews.com\/politics\/2022-election\/republicans-tried-sidestep-issue-abortion-now-seeking-reset-rcna47415\" target=\"_blank\" rel=\"noreferrer noopener\">say<\/a> Republicans are more extreme on abortion than Democrats by a 51 to 32 percent margin. It\u2019s unsurprising. For one thing, panicky Republicans are cowardly and ineffective at making the pro-life case. For another, media not only avoid accurately defining the left\u2019s maximalist position \u2013 abortion on demand, for any reason, until the moment of birth, funded by taxpayers \u2013 but they would rather write <a href=\"https:\/\/www.nationalreview.com\/corner\/factcheckers-keep-lying-about-bidens-abortion-position\/\" target=\"_blank\" rel=\"noreferrer noopener\">risible<\/a> \u201cfact\u201d \u201cchecks\u201d obscuring that reality than ask a Democrat to defend it. And it\u2019s never going to change.<\/p>\n<p>So let Democrats treat a Republican bill that\u2019s more permissive <a href=\"https:\/\/righttolife.org.uk\/what-are-the-abortion-time-limits-in-eu-countries\" target=\"_blank\" rel=\"noreferrer noopener\">than abortion laws<\/a> in Austria, Belgium, Bulgaria, Croatia, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Portugal, Romania, Slovakia, Slovenia, and Spain, as the coming of the Republic of Gilead. Within the European Union, only Sweden (at 18 weeks) and the Netherlands (at 22) feature laws more lenient than the one Senate Republicans are proposing. But, of course, it\u2019s not as if Democrats would accept Swedish or Dutch limits, either.<\/p>\n<p>Of course, Democrats have opposed 20-week heartbeat bills in the Senate on three occasions. The left supports no limits on terminating a pregnancy\u2014not at the detection of a heartbeat, not at viability, and sometimes, not even after birth.\u00a0Not long after then-Virginia Gov. Ralph Northman infamously described the negligent homicide of an unwanted child, Senate Democrats blocked Ben Sasse\u2019s unanimous consent on the <a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/senate-bill\/130\" target=\"_blank\" rel=\"noreferrer noopener\">Born-Alive Abortion Survivors Protection Act<\/a> \u2013 a bill that did nothing to limit abortion, but simply protected babies lucky enough to survive the procedure. Not a single coherent argument for opposing the specifics of the bill was offered.<\/p>\n<p>These days, Democrats, <a href=\"https:\/\/www.warren.senate.gov\/newsroom\/press-releases\/warren-maloney-bonamici-menendez-introduce-legislation-to-stop-anti-abortion-disinformation-by-crisis-pregnancy-centers\" target=\"_blank\" rel=\"noreferrer noopener\">led<\/a> by Massachusetts Sen. Elizabeth Warren, are peddling odious legislation like \u201cThe Stop Anti-Abortion Discrimination Act,\u201d which would <em>crack down<\/em> on crisis pregnancy centers, charities that offer women material, emotional, and mental health services. The law would fine centers, which have become targets of vandalism and fire-bombings since the <em>Dobbs <\/em>decision, $100,000 or half their total revenue, for spreading <em>\u201c<\/em>disinformation\u201d related to abortion\u2014a political euphemism for disagreeing with progressives. The bill isn\u2019t only an attack on decency, but the First Amendment, as well. <\/p>\n<p>\u201cToday, Senator Graham introduced a national ban on abortion which would strip away women\u2019s rights in all 50 states,\u201d White House Press Secretary Karine Jean-Pierre <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2022\/09\/13\/statement-by-press-secretary-karine-jean-pierre-on-proposed-national-abortion-ban\/\" target=\"_blank\" rel=\"noreferrer noopener\">claimed<\/a>. \u201cThis bill is wildly out of step with what Americans believe.\u201d Is it? Pollsters love to ask irrelevant questions aimed at the overturning of <em>Roe v. Wade<\/em>, as if voters have contemplated its constitutional dimensions. But whenever pollsters bother to ask voters specifics about the procedure, things become complicated. And nearly every poll that\u2019s bothered to ask voters about post-first trimester bans <a href=\"https:\/\/www.wsj.com\/articles\/support-for-15-week-abortion-ban-outweighs-opposition-wsj-poll-finds-11648821601\" target=\"_blank\" rel=\"noreferrer noopener\">finds<\/a> more <a href=\"https:\/\/harvardharrispoll.com\/wp-content\/uploads\/2022\/07\/HHP_June2022_KeyResults.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">support<\/a> than opposition. Which is why Democrats (and many <a href=\"https:\/\/twitter.com\/IsaacDovere\/status\/1569727442167762947\" target=\"_blank\" rel=\"noreferrer noopener\">journalists<\/a>) have taken to calling Graham\u2019s bill a \u201cfederal abortion ban\u201d rather than a \u201c15-week abortion ban.\u201d If the ban was as deeply unpopular as Democrats claim, they wouldn\u2019t need to do this.<\/p>\n<p>The left likes to claim that post-15-week abortions are incredibly rare, and that when they do occur they are mostly to support women whose lives are in danger. Graham\u2019s bill doesn\u2019t ban abortion for women experiencing \u201clife-endangering physical condition caused by or arising from the pregnancy itself.\u201d What it does is close<em> Roe<\/em>\u2019s allowance for late-term abortion due to emotional \u201cdistress.\u201d\u00a0These abortions might be a small percentage of the whole, but they are not rare. There are likely around 10,000 viable or <a href=\"https:\/\/www.cnsnews.com\/news\/article\/terence-p-jeffrey\/cbo-late-term-abortions-average-one-hour-us-calculates-cost-letting\" target=\"_blank\" rel=\"noreferrer noopener\">nearly viable<\/a> unborn aborted every year and probably around <a href=\"https:\/\/lozierinstitute.org\/questions-and-answers-on-late-term-abortion\/\" target=\"_blank\" rel=\"noreferrer noopener\">50,000<\/a> after 15 weeks. Those abortions are not predominately about health. As the pro-abortion Guttmacher Institute\u00a0<a href=\"https:\/\/www.guttmacher.org\/journals\/psrh\/2013\/11\/who-seeks-abortions-or-after-20-weeks\" target=\"_blank\" rel=\"noreferrer noopener\">once found<\/a>\u00a0(it avoids the topic nowadays), a majority of women who seek these abortions \u201cdo not do so for reasons of fetal anomaly or life endangerment.\u201d The pro-life Charlotte Lozier Institute\u00a0also <a href=\"https:\/\/lozierinstitute.org\/the-reality-of-late-term-abortion-procedures\/\" target=\"_blank\" rel=\"noreferrer noopener\">found<\/a> that medical literature shows that a majority of late-term procedures are not performed for \u201cmaternal health complications or lethal fetal anomalies discovered late in pregnancy.\u201d<\/p>\n<p>Not that the American left has shown any inclination to limit or even discourage the termination of the viable unborn for convenience\u2019s sake. The modern left isn\u2019t pro-choice anymore. It\u2019s pro-abortion.
