A Memorandum of Understanding has been signed between the Mexican Ministry of Economy with leading tech firms and manufacturers to \u201cfacilitate emerging technologies and workforce development in Mexico.\u201d<\/p>\n<p>Senior officials from the United States and Mexico met in Mexico City on Monday as part of the U.S.\u2013Mexico High-Level Economic Dialogue where the trade discussions took place.<\/p>\n<p>In a <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2022\/09\/12\/joint-statement-following-the-2022-u-s-mexico-high-level-economic-dialogue\/\">joint statement<\/a>, the officials said that they will be working together on a pilot project to determine the feasibility of near-shoring semiconductor manufacturing inputs.<\/p>\n<p>In January, a report by the U.S. Department of Commerce warned that the country was facing a <a href=\"https:\/\/www.theepochtimes.com\/us-semiconductor-chip-shortage-poses-economic-national-security-risks-commerce-dept_4237309.html\">chronic shortage of semiconductor chips<\/a> and that a long-term solution was needed to avoid economic and security risks arising from this issue.<\/p>\n<p>In August, President Joe Biden <a href=\"https:\/\/www.theepochtimes.com\/biden-signs-executive-order-creates-steering-council-to-administer-280-billion-chips-act_4689603.html\">signed<\/a> the CHIPS legislation to boost domestic research and manufacturing of semiconductors. Washington recently announced that tech companies receiving funding from the $280 billion CHIPS act will be prohibited from establishing advanced facilities in China for a period of 10 years.<\/p>\n<p>At a Sept. 12 <a href=\"https:\/\/www.state.gov\/secretary-of-state-antony-j-blinken-secretary-of-commerce-gina-raimondo-mexican-secretary-of-economy-tatiana-clouthier-and-mexican-secretary-of-foreign-affairs-marcelo-ebrard-at-a-joint-pre\/\">press conference<\/a>, U.S. Secretary of Commerce Gina Raimondo pointed out that the testing, packaging, and assembly industry for semiconductors in China and Taiwan is a $60 billion industry.
