Tim Ryan (D) has <a class=\"Link\" href=\"https:\/\/timryan.house.gov\/media\/press-releases\/congressman-ryan-urges-biden-administration-keep-trade-tariffs-against-china\" target=\"_blank\" rel=\"noopener\">urged<\/a> the president to keep the tariffs in place. Ryan, who is running for the state\u2019s Senate seat, has made clear his view that trade with China hurts jobs in the United States.<\/p>\n<p>\u201cChina. It\u2019s definitely China,\u201d Ryan said in his first <a class=\"Link\" href=\"https:\/\/twitter.com\/TimRyan\/status\/1508795783210016772\" target=\"_blank\" rel=\"noopener\">campaign ad<\/a>. \u201cOne word: China. It is us vs. China.\u201d<\/p>\n<p><b><a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/defense-national-security\/xi-and-putin-to-meet-in-person\">XI AND PUTIN TO MEET IN PERSON NEXT WEEK<\/a><\/b><\/p>\n<p>It is a message reiterated in recent weeks by a fellow Ohio lawmaker facing a tight race for reelection.<\/p>\n<p>Rep. <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/marcy-kaptur-warns-congress-provocative-clothing-is-invitation-to-sexual-harassment\">Marcy Kaptur<\/a> (D), long an emphatic Biden supporter, has <a class=\"Link\" href=\"https:\/\/t.co\/0pHyqkQL1G\" target=\"_blank\" rel=\"noopener\">lately criticized<\/a> the president, stating in a television advertisement that she\u2019s been \u201cfighting back\u201d against him while \u201cworking with Republican Rob Portman\u201d to protect the state\u2019s jobs.<\/p>\n<p>\u201cBiden\u2019s been letting Ohio <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/administration-divided-over-tariff-exemption-for-chinese-solar-panels\">solar<\/a> manufacturers be <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/biden-picks-climate-agenda-over-manufacturing-allies-on-solar-tariff-loophole\">undercut by China<\/a>,\u201d Kaptur said.<\/p>\n<p>The White House has been reviewing whether to lift tariffs on Chinese goods for months, with Biden telling reporters in May that <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/restoring-america\/faith-freedom-self-reliance\/biden-says-door-open-to-reversing-trump-china-tariffs-amid-inflation-woes\">rising consumer goods prices were being weighed<\/a> in the <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/restoring-america\/courage-strength-optimism\/on-china-tariffs-biden-caught-between-rock-and-hard-place\">decision process<\/a>.<\/p>\n<p>\u201cWe\u2019re looking at what would have the most positive impacts,\u201d Biden said at the time.<\/p>\n<p>Trump imposed tariffs on some $370 billion worth of Chinese goods under Section 301 of the Trade Act of 1974, with the first wave in July 2018 intended to pressure China to halt what officials described as the use of unfair trade practices and theft of U.S. intellectual property.<\/p>\n<p>The issue has divided his administration and Democrats, with some officials <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/restoring-america\/faith-freedom-self-reliance\/biden-says-door-open-to-reversing-trump-china-tariffs-amid-inflation-woes\">pitching a tariff rollback<\/a> as a response to inflation. Commerce Secretary Gina Raimondo <a class=\"Link\" href=\"https:\/\/www.wsj.com\/articles\/biden-still-undecided-on-chinese-tariffs-commerce-secretary-says-11661864401\">told<\/a> the <i>Wall Street Journal<\/i> last month that Biden was still weighing his options.<\/p>\n<p>Beijing has railed against the tariffs, and Biden faces other challenges related to China as tensions flare over Taiwan. Biden is expected to meet with Chinese President Xi Jinping later this year when both leaders attend the G-20 summit in Bali, Indonesia.<\/p>\n<p>But as the November election nears, the president appears to be heeding the message from lawmakers and holding back.<\/p>\n<p>Biden is <a class=\"Link\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-09-08\/biden-delays-decision-on-china-tariffs-put-in-place-by-trump\">delaying a decision<\/a> on whether to <a class=\"Link\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-09-08\/biden-delays-decision-on-china-tariffs-put-in-place-by-trump\">remove any Trump-era tariffs<\/a> on imported Chinese goods while the administration considers options for relief for businesses that say a particular tariff is causing harm to U.S. jobs or competitiveness, according to <i>Bloomberg<\/i>.<\/p>\n<p>The president <a class=\"Link\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-09-08\/biden-delays-decision-on-china-tariffs-put-in-place-by-trump\">has already signed off<\/a> on a process to grant tariffs exclusions on manufacturing materials but has not made a final decision on whether to implement it, people familiar with the matter told <i>Bloomberg<\/i>.<\/p>\n<p>\u201cAfter the election, it will be a fight,\u201d one industry source told the <i>Washington Examiner<\/i> of the divide over whether to keep the measures in place. Tariff issues <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/administration-divided-over-tariff-exemption-for-chinese-solar-panels\">also divided<\/a> the Trump administration. <\/p>\n<p>On Wednesday, U.S. Trade Representative Katherine Tai <a class=\"Link\" href=\"https:\/\/www.scmp.com\/news\/china\/article\/3191736\/us-keeping-tariffs-chinese-imports-till-beijing-opens-economy-trade\">suggested<\/a> that the tariffs could stay in place until Beijing adopts a more market-oriented economy.<\/p>\n<p>The Biden administration has allowed tariffs <a class=\"Link\" href=\"https:\/\/ustr.gov\/about-us\/policy-offices\/press-office\/press-releases\/2022\/september\/ustr-receives-requests-continuation-china-301-tariffs\">to continue<\/a> on hundreds of billions of dollars of imported Chinese goods as it continues to review the duties.
