The <a href=\"https:\/\/www.npr.org\/2022\/09\/02\/1120746237\/white-house-ukraine-covid-19-monkeypox-supplemental-funding\" target=\"_blank\" rel=\"noopener\">$22.4 billion<\/a> is for various endeavors, including vaccine and test stockpiling and the nebulous category; research and development.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Of the request, the COVID-19 funding is probably the most at risk, given that this past March, Republicans shot down additional funding. However, what is showing signs of continued bipartisan support is what I will focus on today.<\/span><\/p>\n<p><strong>RELATED: <a href=\"https:\/\/thepoliticalinsider.com\/report-white-house-has-deep-mistrust-of-ukraine-president-volodymyr-zelenskyy-even-as-they-continue-to-send-aid\/\" target=\"_blank\" rel=\"noopener\">Report: White House Has \u2018Deep Mistrust\u2019 of Ukraine President Volodymyr Zelenskyy, Even As They Continue to Send Aid<\/a><\/strong><\/p>\n<h3><span data-preserver-spaces=\"true\">Seemingly Endless Support<\/span><\/h3>\n<p><span data-preserver-spaces=\"true\">The White House is asking for and will undoubtedly receive little pushback for another $11.7 billion for Ukraine. <a href=\"https:\/\/rollcall.com\/2022\/09\/02\/white-house-47b-supplemental-request-seeks-covid-ukraine-funding\/\" target=\"_blank\" rel=\"noopener\">Within that request<\/a> are $7.2 billion for military-related costs and $4.5 billion for direct economic aid to the war-torn country.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">If this funding gets approved, we will have given roughly <a href=\"https:\/\/www.nytimes.com\/interactive\/2022\/05\/20\/upshot\/ukraine-us-aid-size.html\" target=\"_blank\" rel=\"noopener\">$65 billion<\/a> to Ukraine \u2013 equivalent to Russia\u2019s <a href=\"https:\/\/www.sipri.org\/media\/press-release\/2022\/world-military-expenditure-passes-2-trillion-first-time\" target=\"_blank\" rel=\"noopener\">annual defense budget<\/a>.<\/span><\/p>\n<div id=\"subscribe\" class=\"email-signup inarticle\">\n<h4>Support Conservative Voices!<\/h4>\n<h5><strong>Sign up to receive the latest<\/strong> political news, insight, and commentary delivered directly to your inbox.<\/h5>\n<\/div>\n<p><span data-preserver-spaces=\"true\">Last month, in addition to the other military equipment we had provided, <a href=\"https:\/\/www.cbsnews.com\/news\/us-aid-ukraine-scan-eagle-surveillance-drones-mine-resistant-vehicles\/\" target=\"_blank\" rel=\"noopener\">we announced<\/a> that we would give Ukraine Scan Eagle surveillance drones, mine-resistant vehicles, anti-armor rounds, and Howitzer weapons.<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Are US stocks of 155 mm artillery shells low as a result of deliveries to Ukraine? Senior US military official: &#8220;The short answer is &#8216;No&#8217;.&#8221;<\/p>\n<p>\u2014 Jennifer Griffin (@JenGriffinFNC) <a href=\"https:\/\/twitter.com\/JenGriffinFNC\/status\/1564337344320360449?ref_src=twsrc%5Etfw\">August 29, 2022<\/a><\/p>\n<\/blockquote>\n<p><span data-preserver-spaces=\"true\">That would take the <a href=\"https:\/\/www.pbs.org\/newshour\/world\/u-s-set-to-announce-800-million-in-military-aid-for-ukraine\" target=\"_blank\" rel=\"noopener\">number of times<\/a> the Pentagon has provided equipment from our own Defense Department stocks to 19 since August of 2021. A rough breakdown of military equipment we have provided, in addition to what we recently announced, is <a href=\"https:\/\/www.businessinsider.com\/all-the-weapons-us-approved-to-send-ukraine-fight-russia-2022-4\" target=\"_blank\" rel=\"noopener\">listed below<\/a>.<\/span><\/p>\n<ul>\n<li><span data-preserver-spaces=\"true\">over 1,400 Stinger anti-aircraft missiles<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">over 5,500 Javelin anti-tank missiles<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">over 700 Switchblade drones<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">72 tactical vehicles<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">16 Mi-17 helicopters<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">hundreds of humvees<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">200 M113 armored personnel carriers<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">over 7,000 small arms (think pistols)<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">121 Phoenix Ghost drones<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Laser-guided rocket systems<\/span><\/li>\n<\/ul>\n<p><span data-preserver-spaces=\"true\">The above list isn\u2019t even all-encompassing. To put this aid into perspective, over 20 years, we provided the Afghan government with <a href=\"https:\/\/www.newsweek.com\/billions-us-aid-vanished-afghanistan-will-ukraine-same-1733077\" target=\"_blank\" rel=\"noopener\">$134 billion<\/a>.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">To further break this down, we gave roughly $6.7 billion a year to the Afghan government if you average that dollar amount out. We are on track to provide ten times the funding support to Ukraine with just as high a risk of fraud, waste, and abuse as was witnessed in Afghanistan.<\/span><\/p>\n<h3><span data-preserver-spaces=\"true\">What Does Victory Mean?<\/span><\/h3>\n<p><span data-preserver-spaces=\"true\">Just as in the never-ending war in Afghanistan, there seems to be some disagreement on what victory looks like in Ukraine between interested parties. Our partners across the pond, the Brits, and our political leaders view victory as what Kiev desires it to be.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">All signs from Ukrainian President Volodymyr Zelenskyy point to a complete retake of lost territory, including Crimea. That seems to sit well with his Baltic neighbors, who see only a total defeat of the Russians as a victory.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Hard to know what a total defeat of Russia would look like, given that there doesn\u2019t seem to be any signs of a regime or cultural shift with the Russian government. Perhaps the most tenuous in this trio of players are France and Germany.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Both countries have voiced on numerous occasions the desire for a diplomatic victory that allows Russian President Vladimir Putin to save face. However, as an <a href=\"https:\/\/www.pbs.org\/newshour\/world\/u-s-set-to-announce-800-million-in-military-aid-for-ukraine\" target=\"_blank\" rel=\"noopener\">anonymous<\/a> western official put it, the war in Ukraine is at a \u201cnear operational standstill.\u201d\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">This standstill could prove to be what Putin is hoping for, as winter is coming, and the <a href=\"https:\/\/thepoliticalinsider.com\/europe-facing-unprecedented-energy-crisis-costs-are-unimaginable\/\" target=\"_blank\" rel=\"noopener\">energy crisis<\/a> in Europe is proving to be even worse than in the United States.<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Not a holiday in Europe today. A less covered story emerged recently of the announcement that President Biden plans to attach a mission name to our support of Ukraine officially.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Suppose you are unfamiliar with what this means. Think Operation Enduring Freedom, Operation Iraqi Freedom, and Desert Storm. As the <a href=\"https:\/\/www.wsj.com\/articles\/u-s-to-send-nearly-3-billion-security-aid-package-to-ukraine-11661342606?st=ois48o8qj7hgma2&amp;reflink=desktopwebshare_permalink\" target=\"_blank\" rel=\"noopener\">Wall Street Journal<\/a> accurately points out:<\/span><\/p>\n<blockquote>\n<p><span data-preserver-spaces=\"true\">\u201cThe naming of the training and assistance is significant bureaucratically as it typically entails long-term, dedicated funding\u2026\u201d<\/span><\/p>\n<\/blockquote>\n<p><span data-preserver-spaces=\"true\">The last bit of that quote undersells precisely what it means to put a name to an operation regarding defense funding. Once an operation is named, it generally falls under what used to be known as Global War on Terror (GWOT) funding and later transitioned to Overseas Contingency Operations (OCO) funding.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">As <a href=\"https:\/\/responsiblestatecraft.org\/2022\/08\/26\/biden-to-name-a-us-military-operation-for-ukraine\/\" target=\"_blank\" rel=\"noopener\">Dan Caldwell, senior advisor to Concerned Veterans of America<\/a>, points out:<\/span><\/p>\n<blockquote>\n<p><span data-preserver-spaces=\"true\">\u201cEstablishing a formal, named-mission or military task force specifically for Ukraine could further open the door to moving funding for the war in Ukraine to the Overseas Contingency Operations budget, which is essentially the Pentagon\u2019s slush fund.\u201d<\/span><\/p>\n<\/blockquote>\n<p><span data-preserver-spaces=\"true\">As a former Defense Financial Manager, I can tell you that if you could tie your military funding to OCO dollars, you generally did, as it was well known that Congress would always reimburse you for the expense. It\u2019s as if it was, and more than likely still is, a never-ending pot of money at the end of the defense rainbow.<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">This would put the U.S. at about $66 billion for Ukraine for 2022 \u2013 much more than the yearly budget for Afghanistan pre-Doha. This is also probably not the last request for CY \u2013 would anticipate a much bigger ask in lame duck. This $12 billion is to get through the election. <a href=\"https:\/\/t.co\/AuceRVwyJt\">https:\/\/t.co\/AuceRVwyJt<\/a><\/p>\n<p>\u2014 Dan Caldwell \ud83c\uddfa\ud83c\uddf8 (@dandcaldwell) <a href=\"https:\/\/twitter.com\/dandcaldwell\/status\/1565766843352104960?ref_src=twsrc%5Etfw\">September 2, 2022<\/a><\/p>\n<\/blockquote>\n<p><strong>RELATED: <a href=\"https:\/\/thepoliticalinsider.com\/cia-has-been-operating-secretly-in-ukraine-say-current-and-former-officials\/\" target=\"_blank\" rel=\"noopener\">CIA Has Been Operating Secretly In Ukraine, Say \u2018Current And Former Officials\u2019<\/a><\/strong><\/p>\n<h3><span data-preserver-spaces=\"true\">Business is Good<\/span><\/h3>\n<p><span data-preserver-spaces=\"true\">It wasn\u2019t that long ago that <a href=\"https:\/\/thehill.com\/opinion\/national-security\/3622828-our-narrowing-options-in-ukraine\/\" target=\"_blank\" rel=\"noopener\">President Biden claimed<\/a> he would \u201cturn the Ruble into rubble\u201d in a cute turn of phrase. While catchy, it turned out to be a false promise as the Ruble is stronger now than before the war.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">And while broad sanctions on Russian oil are seen in the US and Europe, business is still good with <a href=\"https:\/\/www.bbc.com\/news\/world-asia-india-60783874\" target=\"_blank\" rel=\"noopener\">countries like India<\/a> brokering sweetheart deals with Russia. India purchases Russian oil cheaply, then resells the sanctioned oil to Europe.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">It\u2019s not just Russia that appears to profit from their invasion of Ukraine; as usual, defense contractors ought to come out on top.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">As <a href=\"https:\/\/responsiblestatecraft.org\/2022\/08\/26\/biden-to-name-a-us-military-operation-for-ukraine\/\" target=\"_blank\" rel=\"noopener\">retired Lt. Colonel Daniel Davis, a senior fellow at Defense Priorities<\/a>, explains:<\/span><\/p>\n<blockquote>\n<p><span data-preserver-spaces=\"true\">\u201cPutting a name on an operation is far more significant than merely coming up with a catchy tagline. It confers an intent to provide long-term, sustained, and expensive support to one side of a war that we are not fighting.\u201d<\/span><\/p>\n<\/blockquote>\n<p><span data-preserver-spaces=\"true\">I think the only word that would\u2019ve made the Lt. Colonel\u2019s statement more perfect is the addition of \u2018yet\u2019 to the end of it. As Mr. Caldwell states on the move to name the operation officially:<\/span><\/p>\n<blockquote>\n<p><span data-preserver-spaces=\"true\">\u201c\u2026one of the primary motivations here \u2013 the Pentagon wants a steady stream of funding from a source that Congress has shown a lack of willingness to properly oversee.\u201d<\/span><\/p>\n<\/blockquote>\n<p><span data-preserver-spaces=\"true\">Leave it to the laziness of legislators to not so subtly possibly allow the White House and military-industrial complex to walk us into yet another forever war with no apparent objective.<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">&#8220;There is no chance, no military means, that Ukraine can win this war.
