Transit Stop\t\t\t<\/figcaption><\/figure>\n<p>\t\t\t<span class=\"text-gray text-xs md:text-lg\"><a href=\"https:\/\/freebeacon.com\/author\/patrick-hauf\/\" title=\"Posts by Patrick Hauf\" class=\"author url fn text-red-700\" rel=\"author\">Patrick Hauf<\/a> \u2022 September 7, 2022 5:00 am<\/span><\/p><\/div>\n<div>\n<p>The Biden administration is set to spend $3.6 million to deploy vending machines filled with drug supplies in rural Kentucky\u2014an effort the Biden administration claims will reduce stigma for drug users.<\/p>\n<p>The <a href=\"https:\/\/reporter.nih.gov\/search\/gL7m1vXtM0uFqO1gkOqafA\/project-details\/10539590\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/reporter.nih.gov\/search\/gL7m1vXtM0uFqO1gkOqafA\/project-details\/10539590&amp;source=gmail&amp;ust=1662218864204000&amp;usg=AOvVaw1fVyxioxl-s0z14fDZb-NB\">project<\/a> from the National Institutes of Health was launched in August and will study the effectiveness of &#8220;harm reduction kiosks&#8221; in rural Appalachia that contain &#8220;injection equipment, naloxone, fentanyl test strips, hygiene kits, condoms, and other supplies.&#8221; The vending machines allow drug users to obtain items such as syringes without interacting with a health professional, in hopes of eliminating the &#8220;stigma&#8221; that comes with visiting an in-person harm reduction facility, according to the health agency.<\/p>\n<p>The White House referenced the project in an <a href=\"https:\/\/www.whitehouse.gov\/ondcp\/briefing-room\/2022\/08\/31\/actions-taken-by-the-biden-harris-administration-to-address-addiction-and-the-overdose-epidemic\/#:~:text=At%20a%20time%20when%20overdose,action%20to%20reduce%20the%20supply\">August 31 press release<\/a> on its actions taken &#8220;to address addiction and the overdose epidemic.&#8221; The administration has adopted a wide range of harm reduction policies, which aim to make\u00a0illicit drug use safer rather than eliminate it.<\/p>\n<p>The <em>Washington Free Beacon<\/em> in February <a href=\"https:\/\/freebeacon.com\/biden-administration\/biden-admin-to-fund-crack-pipe-distribution-to-advance-racial-equity\/\">reported<\/a> that the Department of Health and Human Services was set to fund the distribution of crack pipes through a $30 million harm reduction grant program. The administration backed off the funding plans amid public backlash, and the <em>New York Times<\/em> reported that the uproar over plans to fund crack pipes &#8220;derailed&#8221; Biden&#8217;s drug policy agenda. The White House, however, still appears willing to adopt controversial harm reduction policies\u2014the <em>New York Times<\/em> reported in July that Biden&#8217;s drug czar Dr. Rahul Gupta was supportive of legalized injection sites, which allow users to take drugs with supervision from health professionals.<\/p>\n<p>The new study, which is conducted by the University of Kentucky, appears to be the first effort from the federal government to deploy harm-reduction vending machines. Harm reduction vending machines have been popularized in <a href=\"https:\/\/www.newswire.ca\/news-releases\/dispension-expands-network-of-mysafe-kiosks-to-fight-overdose-crisis-save-lives-890172536.html\">Canada<\/a>, <a href=\"https:\/\/www.kioskmarketplace.com\/news\/researchers-explore-benefits-of-harm-reduction-vending-machines\/\">Australia<\/a>, and other <a href=\"https:\/\/www.researchgate.net\/publication\/338825791_Harm_reduction_247_Evaluation_of_the_vending_machine_program_for_drug_users_in_North_Rhine-Westphalia_Germany\">countries<\/a>. A few U.S. states, including <a href=\"https:\/\/13wham.com\/news\/addicted-america\/new-kiosks-making-impact-in-opioid-epidemic\">New York<\/a>, <a href=\"https:\/\/cfar.med.brown.edu\/encore-new-initiative-harm-reduction-vending-machines\">Rhode Island<\/a>, <a href=\"https:\/\/www.cincinnati.com\/story\/news\/2021\/03\/08\/vending-machine-safer-sex-drug-use-supplies-overdose-hiv-prevention-ohio\/4592675001\/\">Ohio<\/a>, and <a href=\"https:\/\/deserthopetreatment.com\/blog\/syringe-vending-machines-come-nevada\/\">Nevada<\/a>, have deployed the machines in recent years. The machines sometimes include smoking kits, which in many cases <a href=\"https:\/\/freebeacon.com\/biden-administration\/yes-safe-smoking-kits-include-free-crack-pipes-we-know-because-we-got-them\/\">include crack pipes<\/a>.<\/p>\n<p>The University of Kentucky declined to comment, directing the <em>Free Beacon<\/em>\u2018s inquiry to the NIH.
