That includes Nevada \u2014 where Democratic Sen. Catherine Cortez Masto faces one of the toughest contests in the country and the state is <a href=\"https:\/\/thenevadaindependent.com\/article\/college-completion-continues-to-challenge-higher-education-in-nevada-and-the-nation\">second to last in the country <\/a>for residents with four-year degrees.<\/p>\n<section class=\"inline-video inline-video--in-body\">\n<div class=\"inline-video__background\">\n<div class=\"inline-video__player\">\n<div class=\"videoPlayer styles_videoPlayer__hWpgx styles_adNotPlaying__yQRQY\">\n<div class=\"videoSlate\"><a href=\"https:\/\/www.nbcnews.com\/nightly-news\/video\/biden-s-decision-to-forgive-some-student-loan-debt-sparks-controversy-147014213940\" class=\"allowClicksOnPreview\"><source media=\"(min-width: 1240px)\" \/><source media=\"(min-width: 758px)\" \/><\/a><\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"inline-video__info\"><span class=\"inline-video__detail\"><span>Aug. 25, 2022<\/span><span>01:55<\/span><\/span><\/div>\n<\/section>\n<p class=\"\">Mike Noble, who has conducted extensive independent<strong> <\/strong>polling in Nevada and Arizona, among other states, said the timing of Biden\u2019s announcement was a \u201chead-scratcher,\u201d given that Democrats were just hitting their stride: Gas prices are coming down, the Republican Party is increasingly divided, Donald Trump is dominating headlines again, and abortion rights are fueling fundraising and party enthusiasm.<\/p>\n<p class=\"\">\u201cIt doesn\u2019t make strategic sense. They were in a good position. All the momentum was going in their favor,\u201d Noble said of Democrats. Noble said debt forgiveness tends to be most popular with younger voters, while a far older electorate votes most consistently in midterm elections.<\/p>\n<p class=\"\">\u201cWhy forgive debt on a group that never turns out to vote in the first place? The people who vote are the ones who paid their loans back or never had loans to begin with.\u201d<\/p>\n<p class=\"\">Biden took executive action Wednesday to forgive up to $10,000 in debt for individual federal loan borrowers who make less than $150,000 a year and up to $20,000 for <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/student-loan-forgiveness-qualify-biden-rcna44635\">recipients of Pell Grants<\/a>, which are intended for students facing the greatest financial need. He was <a href=\"https:\/\/www.nbcnews.com\/politics\/borrowers-lenders-left-limbo-deadline-extend-student-loan-payment-paus-rcna41991\">running up against<\/a> a deadline of next Wednesday to extend an existing moratorium on student loan payments.<\/p>\n<p class=\"\">It added to a string of major acts by Biden, which included pushing through a package to boost efforts to address climate change and signing into law <a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/inflation-reduction-act-becomes-law-will-impact-health-care-rcna43090\">the Inflation Reduction Act<\/a>, which lowered the cost of prescription drugs, allowing the government to negotiate the prices of drugs and capping costs, including those for insulin. But Biden remains unpopular, battling low favorability ratings and <a href=\"https:\/\/www.nbcnews.com\/meet-the-press\/meetthepressblog\/biden-lags-generic-democratic-performance-key-voting-blocs-nbc-news-po-rcna44280\">lagging his fellow Democrats<\/a>. And in battlegrounds where Democrats are trying to run to the middle, they could face attacks from Republicans that they\u2019re<a href=\"https:\/\/www.cnbc.com\/2022\/08\/24\/bidens-student-loan-forgiveness-may-cost-taxpayers-prompt-inflation.html\"> saddling average taxpayers<\/a> with other people\u2019s debt.<\/p>\n<p class=\"\">While plenty of Democrats have applauded Biden\u2019s executive action and there <a href=\"https:\/\/www.nbcnews.com\/meet-the-press\/meetthepressblog\/bidens-move-cancel-student-debt-popular-rcna44658\" target=\"_blank\" rel=\"noopener\">are early signs<\/a> of voter support, Democratic candidates for the Senate, like Cortez Masto in Nevada and Rep. Tim Ryan in Ohio, outright panned the move, saying it ignored working-class residents who didn\u2019t go to college and failed to correct the root problem of college affordability.<\/p>\n<p class=\"\">Cortez Masto said in a statement Wednesday that she didn\u2019t agree with Biden\u2019s executive action and that \u201cwe should be focusing on passing my legislation to expand Pell Grants for lower income students, target loan forgiveness to those in need, and actually make college more affordable for working families.\u201d<\/p>\n<p class=\"\">Clark County, the home of Las Vegas, is packed with working-class constituents in the entertainment and food industries.<\/p>\n<p class=\"\">\u201cThis puts her in a terrible position. A lot of her state\u2019s workers will be paying for gender studies degrees next door in California,\u201d a Republican source familiar with the party\u2019s Senate strategy but who wasn\u2019t authorized to speak about the race on the record, said of the kinds of attacks likely to be lobbed at<strong> <\/strong>Cortez Masto. She is in a tight race with former state Attorney General Adam Laxalt.<\/p>\n<p class=\"\">The White House has <a href=\"https:\/\/twitter.com\/WhiteHouse\/status\/1562916200866267138\">already signaled<\/a> an appetite to aggressively push back against Republicans who are railing against the move. In a series of tweets Thursday, the White House called out individual Republicans who criticized Biden\u2019s loan forgiveness \u2014 including <a href=\"https:\/\/twitter.com\/WhiteHouse\/status\/1562916200866267138?s=20&amp;t=drgAmaUsucyRZl7FzonTVg\">Rep. Marjorie Taylor Greene<\/a> of Georgia \u2014 by highlighting that they have had thousands of dollars in Paycheck Protection Program loans forgiven.<\/p>\n<p class=\"\">Ryan noted in a statement how he\u2019s \u201cpaying off my own family\u2019s student loans\u201d but asserted that \u201cwaiving debt for those already on a trajectory to financial security sends the wrong message to the millions of Ohioans without a degree working just as hard to make ends meet.\u201d<\/p>\n<p class=\"\">Ryan has made overtures to independent and GOP voters while distancing himself from Biden in other areas, including trade with China, an effort that has put him within striking distance of Republican venture capitalist J.D. Vance, the author of \u201cHillbilly Elegy,\u201d in Ohio\u2019s Senate race.<\/p>\n<p class=\"\">\u201cI think it\u2019s really important that we continue to focus on how you win in Ohio, not how you win on Twitter,\u201d said Chris Redfern, a former Ohio Democratic Party chair, noting that for all the demand online and on the progressive left for student loan forgiveness, less than 20% of the U.S. population has student loan debt.<\/p>\n<p class=\"\">\u201cTim Ryan needs to continue to run the campaign that Tim Ryan\u2019s running,\u201d Redfern added, \u201cand not run in some other congressional district or some other state because somebody on Twitter is complaining that he\u2019s not using Joe Biden\u2019s name in every other sentence.\u201d<\/p>\n<p class=\"\"><a href=\"https:\/\/www.ajc.com\/education\/biden-to-announce-student-loan-debt-forgiveness-for-some-borrowers\/2WVRM7NLGRB6PHU5BHQ4GS7AA4\/\">Sen. Raphael Warnock of Georgia <\/a>and Lt. Gov. John Fetterman, the Democratic nominee for the Senate in Pennsylvania, made more nuanced arguments that the relief was only a first step.<\/p>\n<p class=\"\">The campaign of Wisconsin Lt. Gov. Mandela Barnes, who was leading Republican Sen. Ron Johnson <a href=\"https:\/\/www.nbcnews.com\/meet-the-press\/meetthepressblog\/new-poll-shows-mandela-barnes-lead-ron-johnson-rcna43620\">by 7 points in a recent poll<\/a>, didn\u2019t respond to requests for comment on Biden\u2019s plan.<\/p>\n<p class=\"\">Johnson\u2019s campaign quickly linked debt forgiveness to the \u201cradical left.\u201d<\/p>\n<p class=\"\">\u201cMandela Barnes cleared the field of other Democrats because of his adoption of the policies of the radical left,\u201d Johnson spokeswoman Alexa Henning said. \u201cThat\u2019s why Bernie Sanders and Elizabeth Warren endorsed him. Of course he supports this. Any notion from him otherwise is a lie.\u201d<\/p>\n<p class=\"\">Marquette Law School Poll director Charles Franklin said that in Wisconsin over the last decade, voters without college degrees, particularly white men, have fled the Democratic Party.<\/p>\n<p class=\"\">\u201cHere, the political divide has been more along education lines,\u201d Franklin said, adding that in 2012, men without college degrees tended to vote for Republican over Democratic candidates by 4 points.<\/p>\n<p class=\"\">Now, it\u2019s 25 points, Franklin said.<\/p>\n<p class=\"\">\u201cIt\u2019s a group that would absolutely say: \u2018Why am I paying for their college loans?\u2019\u201d<\/p>\n<p class=\"\">He added, \u201cCertainly the argument has been that Democrats have not paid as much attention to that group of voters.\u201d<\/p>\n<p class=\"\">Fetterman, a Democrat whom polls show leading the Republican celebrity doctor Mehmet Oz in the state\u2019s Senate race, backed Biden\u2019s action \u2014 with caveats. Fetterman also wants to see other measures to promote affordable education, such as waiving tuition at two-year community and technical colleges, according to his campaign.<\/p>\n<p class=\"\">\u201cJohn has always been clear that we need to cancel some of the student loan debt that\u2019s crippling Pennsylvanians, especially for folks who are struggling,\u201d Fetterman spokesperson Joe Calvello said.<\/p>\n<p class=\"\">\u201cBut we also need to support people who chose not to go to college, to make sure that you can get a good job with good pay without having a degree.\u201d<\/p>\n<p class=\"\">B.J. Martino, the president and CEO of Tarrance Group, a Republican polling firm, chalked up Democrats\u2019 expressions of wariness about loan forgiveness to their \u201cgroping for some distance from President Biden on something,\u201d particularly where Biden\u2019s approval numbers are weak. And because Biden issued an executive order, sitting House or Senate members can criticize the move without having to vote on it.<\/p>\n<p class=\"\">Ryan, Martino said, has consistently voted with Biden\u2019s agenda. \u201cSo this gives him an opportunity to plant a flag somewhere where he doesn\u2019t have to take a vote and can create some of that separation, because right now he needs voters to say, \u2018I disapprove of Joe Biden, right, but I would still vote for Tim Ryan.\u2019\u201d<\/p>\n<p class=\"endmark\"><em>Natasha Korecki reported from Chicago and Henry J.
