Now, former President Donald Trump is calling attention to the top Republican\u2019s problematic China ties, while most of Washington remains silent. <\/p>\n<p>\u201cWhy do Republicans Senators allow a broken down hack politician, Mitch McConnell, to openly disparage hard working Republican candidates for the United States Senate[?]\u201d Trump asked in a <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/108858312481973600\" target=\"_blank\" rel=\"noreferrer noopener\">Truth Social post<\/a> on Sunday. \u201cThis is such an affront to honor and to leadership. He should spend more time (and money!) helping them get elected, and less time helping his crazy wife and family get rich on China!\u201d<\/p>\n<p>It didn\u2019t take long for the corporate media to mock Trump\u2019s assertion, framing his legitimate criticism of McConnell and Chao as unfair and unjust. Some outlets such as <a href=\"https:\/\/www.vanityfair.com\/news\/2022\/08\/donald-trump-mitch-mcconnell-elaine-chao\" target=\"_blank\" rel=\"noreferrer noopener\">Vanity Fair<\/a> even hinted that Trump\u2019s comments were revenge against Chao for resigning from the Trump administration following the 2021 Capitol riot and subsequently <a href=\"https:\/\/www.cnn.com\/2022\/08\/11\/politics\/elaine-chao-trump-cabinet-january-6-25th-amendment\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">cooperating <\/a>with the illegitimate Jan. 6 Committee. <\/p>\n<p>Trump\u2019s criticism of McConnell and Chao, however, is not something to be taken lightly. For years, the McConnell and Chao families have maintained a symbiotic relationship that grants opportunities to the Chaos\u2019 shipping company, Foremost Group, which largely operates in and on behalf of communist China.<\/p>\n<p>This reciprocity is well documented, but unlike <a href=\"https:\/\/thefederalist.com\/2022\/03\/29\/senators-release-receipts-showing-direct-payments-from-foreign-oligarchs-to-hunter-biden\/\" target=\"_blank\" rel=\"noreferrer noopener\">with Hunter Biden<\/a>, there is less scrutiny from observers, including those on the right, for this <a href=\"https:\/\/nypost.com\/2018\/03\/17\/how-mcconnell-and-chao-used-political-power-to-make-their-family-rich\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201ccorruption by proxy,\u201d<\/a> as author and Government Accountability Institute President Peter Schweizer calls it. <\/p>\n<h2>Blood Runs Thicker than Water<\/h2>\n<p>As Schweizer documented in his 2018 book \u201cSecret Empires: How the American Political Class Hides Corruption and Enriches Family and Friends,\u201d McConnell took a strong stance against China before his marriage into the Chao family. According to Schweizer, it was a 1994 trip arranged by James Chao, McConnell\u2019s father-in-law, and sponsored by China State Shipbuilding Corp. (CSSP), one of the CCP\u2019s largest military contractors and reportedly an unofficial arm of the CCP navy, to meet the Chinese president that pushed McConnell to <a href=\"https:\/\/nypost.com\/2018\/03\/17\/how-mcconnell-and-chao-used-political-power-to-make-their-family-rich\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cincreasingly avoid public criticism of China.\u201d<\/a><\/p>\n<p>That\u2019s likely because Chao and her family are well-connected in communist China thanks to her father\u2019s company. Foremost is technically based out of New York but largely operates out of China, where at least 70 percent of its freight, mostly industrial, is delivered. Not only are <a href=\"https:\/\/web.archive.org\/web\/20220220084823\/https:\/\/www.nytimes.com\/2019\/06\/02\/us\/politics\/transportation-secretary-elaine-chao.html?action=click&amp;module=Intentional&amp;pgtype=Article\" target=\"_blank\" rel=\"noreferrer noopener\">a majority of Foremost\u2019s ships built in state-owned shipyards<\/a>, but some are even financed by the Chinese Communist Party. They are then used to deliver cargo outlined in contracts with the communist government, which has clearly stated goals to rapidly expand its industries to compete with the U.S. <\/p>\n<p>Foremost and the Chao family have benefitted from <a href=\"https:\/\/www.newsweek.com\/mcconnells-wifes-family-business-appears-trump-admins-list-companies-that-received-most-ppp-1515788\" target=\"_blank\" rel=\"noreferrer noopener\">loans estimated to be between $350,000 and $1 million from the U.S. government<\/a> and loans from Chinese banks <a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/remarks-vice-president-pence-administrations-policy-toward-china\" target=\"_blank\" rel=\"noreferrer noopener\">known by the Trump administration as threats<\/a>. Again, this is a company owned by the father-in-law of America\u2019s top congressional Republican and the father of the former transportation secretary. Not only do Chao\u2019s father and sister Angela Chao still share leadership over Foremost, but the pair also once sat on the board of an offshoot of the CSSP together. <\/p>\n<p>This trend of the Chao family expanding their influence in China only continued as McConnell and his wife burrowed deeper into the American political system. When Trump named Chao head of the Department of Transportation in January of 2017, her <a href=\"https:\/\/www.youtube.com\/watch?v=h2gUsmFoJ5A\" target=\"_blank\" rel=\"noreferrer noopener\">family publicly rejoiced<\/a> \u2014 likely at the opportunity to further their business interests. That same month, Chao\u2019s sister Angela was named independent non-executive director of the <a href=\"https:\/\/www.wsj.com\/articles\/author-alleges-china-used-business-deals-to-influence-families-of-mitch-mcconnell-joe-biden-1521141489\">CCP-affiliated Bank of China<\/a>.  <\/p>\n<p>Even though the Trump administration took a hardline stance against China and its intent to compete with the U.S., the Chao family company proceeded with the purchase of <a href=\"https:\/\/www.breitbart.com\/politics\/2018\/04\/30\/revealed-mitch-mcconnells-laws-bought-10-massive-ships-chinese-government-since-wife-elaine-chao-became-transportation-secretary\/\" target=\"_blank\" rel=\"noreferrer noopener\">10 new ships from the Chinese government<\/a>. That strategic buy expanded the Foremost fleet capacity <a href=\"https:\/\/www.politico.com\/story\/2018\/05\/06\/elaine-chao-father-james-transportation-department-569686\">by more than 40 percent,<\/a> enabling the company to do even more business with the CCP. It also came shortly after Chao secured a spot in the Trump Cabinet overseeing an industry in steep decline thanks to competition with China.<\/p>\n<p>While China sought to expand its maritime endeavors, it was under Chao\u2019s leadership that the Department of Transportation <a href=\"https:\/\/www.transportation.gov\/mission\/budget\/marad-fy-2018-budget-estimates\" target=\"_blank\" rel=\"noreferrer noopener\">proposed budget cuts<\/a> for programs meant to stimulate American shipping and mariners.<\/p>\n<h2>How to \u2018Get Rich on China\u2019 101<\/h2>\n<p>McConnell still expresses some support for curbing China\u2019s ascent, but whether his concern is sincere or political is difficult to say.<\/p>\n<p>Not only do McConnell and Chao\u2019s family members financially benefit from doing business with communist China, but so have McConnell and Chao. The political duo may not have a <a href=\"https:\/\/extapps2.oge.gov\/201\/Presiden.nsf\/PAS+Index\/293C77FB757687A4852580A3002C5885\/$FILE\/Chao,%20Elaine%20L.%20%20final278.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">formal stake<\/a> in the Chao shipping empire, but they have certainly amassed wealth from the business. <\/p>\n<p>The biggest evidence for this came in 2008. Just one year after James Chao joined CSSC Holdings, in addition to running Foremost, McConnell received a <a href=\"https:\/\/pfds.opensecrets.org\/N00003389_2008.pdf\">\u201cgift\u201d<\/a> of <a href=\"https:\/\/nypost.com\/2018\/03\/17\/how-mcconnell-and-chao-used-political-power-to-make-their-family-rich\/\" target=\"_blank\" rel=\"noreferrer noopener\">$5 to $25 million<\/a> from his father-in-law. As Politico <a href=\"https:\/\/www.politico.com\/story\/2018\/05\/06\/elaine-chao-father-james-transportation-department-569686\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>, that payment significantly bumped McConnell\u2019s net worth, which was measured at around $3.1 million in 2004, to between $9.2 million and $36.5 million in 2014. <\/p>\n<p>Several members of Chao\u2019s family, including Angela and James, also <a href=\"https:\/\/web.archive.org\/web\/20220815214307\/https:\/\/www.nytimes.com\/2019\/06\/02\/us\/politics\/elaine-chao-china.html\" target=\"_blank\" rel=\"noreferrer noopener\">contributed more than $1 million<\/a> to McConnell\u2019s re-election campaigns. In other words, the founder of an unofficial arm of our top adversary\u2019s navy is helping keep McConnell in U.S. leadership. According to Schweizer, these kinds of payments could have been money designed to keep a favorable relationship between McConnell and the Chao family.<\/p>\n<p>\u201cForeign governments and oligarchs like this form of corruption because it gives them private and unfettered gateways to the corridors of Washington power,\u201d Schweizer wrote in his book \u201cEmpires.\u201d \u201cForeign entities cannot legally make campaign contributions, so using this approach creates an alternative way to curry favor and influence America\u2019s political leaders. Simply camouflaging these transactions as business agreements provides another shield of plausible deniability.\u201d<\/p>\n<h2>Status and Power<\/h2>\n<p>The Chao family has also amassed wealth by trading on their ties to McConnell.<\/p>\n<p>While public officials \u2014 such as Chao from 2017-2021 \u2014 are barred from using their status to grant favors to friends and family, Chao publicly supported her family\u2019s financial endeavors onscreen. Despite avoiding U.S. press appearances in her capacity as transportation secretary, Chao joined her father for dozens of appearances on Chinese and Chinese-American television where she regularly boosted Foremost and the work her family does out of China. <\/p>\n<p>One interview was seemingly<a href=\"https:\/\/www.politico.com\/story\/2018\/05\/06\/elaine-chao-father-james-transportation-department-569686\" target=\"_blank\" rel=\"noreferrer noopener\"> hosted at the DOT<\/a> office with the <a href=\"https:\/\/web.archive.org\/web\/20220809184314\/https:\/\/www.youtube.com\/watch?v=t2dDwfxKXNM\" target=\"_blank\" rel=\"noreferrer noopener\">agency\u2019s flags displayed in the background<\/a>. <\/p>\n<p>\u201cIn at least one other interview appearance, the Transportation Department flag and the state flag of Kentucky, the state Chao\u2019s husband, Senate Majority Leader\u00a0<a href=\"https:\/\/thehill.com\/people\/mitch-mcconnell\/\">Mitch McConnell\u00a0<\/a>(R) represents, both appear in the background,\u201d the <a href=\"https:\/\/thehill.com\/homenews\/administration\/386478-chaos-appearances-with-father-raise-ethical-concerns-report\/\" target=\"_blank\" rel=\"noreferrer noopener\">Hill reported<\/a>.<\/p>\n<p>Chao also granted her <a href=\"https:\/\/www.youtube.com\/watch?v=RAI0siVD4lw\" target=\"_blank\" rel=\"noreferrer noopener\">China-sympathetic family<\/a> access to the president of the United States, a political connection that her father coveted and later boasted about in interviews, sometimes with communist state-owned media. <\/p>\n<p>\u201cThe president spent several minutes with me,\u201d James <a href=\"https:\/\/www.politico.com\/story\/2018\/05\/06\/elaine-chao-father-james-transportation-department-569686\" target=\"_blank\" rel=\"noreferrer noopener\">recounted<\/a> in one interview after talking with Trump aboard Air Force One. \u201cWe were talking about business.\u201d<\/p>\n<p>That comes as no surprise considering that, ahead of her first scheduled visit to China as a member of the Trump administration, Chao <a href=\"https:\/\/web.archive.org\/web\/20220815214307\/https:\/\/www.nytimes.com\/2019\/06\/02\/us\/politics\/elaine-chao-china.html\" target=\"_blank\" rel=\"noreferrer noopener\">requested that accommodations<\/a> be made for at least one family member to join her trip. She also asked for her shipping industry relatives in China to be included in transportation-themed meetings with government officials. Her trip was quickly canceled once the press raised ethical concerns.<\/p>\n<h2>Consequences? <\/h2>\n<p>It wasn\u2019t until 2017, decades after McConnell and Chao began to benefit from their family\u2019s ties to China, that the House Committee on Oversight and Reform <a href=\"https:\/\/oversight.house.gov\/sites\/democrats.oversight.house.gov\/files\/documents\/2019-09-16.EEC%20RK%20to%20DOT%20re%20Chao.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">sent a letter to Chao<\/a> demanding that she explain her public elevation of her family\u2019s maritime company. <\/p>\n<p>In 2021, months after she resigned from the Trump administration, the Office of Inspector General for the Department of Transportation released a report <a href=\"https:\/\/www.oig.dot.gov\/sites\/default\/files\/DOT%20OIG%20Letter%20to%20Chairman%20Peter%20DeFazio_2021-03-02.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">confirming<\/a> that Chao \u201c<a href=\"https:\/\/oversight.house.gov\/news\/press-releases\/committee-leaders-release-dot-inspector-general-s-ethics-report-on-former\">used her official position and taxpayer resources for the benefit of herself and her family<\/a>.\u201d<\/p>\n<p>Evidence of wrongdoing in the OIG report was communicated in a criminal referral to the Department of Justice U.S. Attorney\u2019s Office for the District of Columbia and the DOJ Public Integrity Section, but none of the agencies decided to open an investigation. <\/p>\n<p>Chao may no longer hold an official place in the federal government, but she remains a large player in Washington, D.C., through her <a href=\"https:\/\/www.politico.com\/newsletters\/west-wing-playbook\/2022\/06\/21\/elaine-chaos-next-act-00041144\" target=\"_blank\" rel=\"noreferrer noopener\">new role<\/a> as a board member for the Smithsonian\u2019s Asian Pacific American Center. McConnell, on the other hand, is still the highest-ranking Republican in Congress, who could reassume leadership if the GOP takes back the Senate. <a href=\"https:\/\/www.realclearpolitics.com\/epolls\/other\/mitch_mcconnell_favorableunfavorable-6672.html\" target=\"_blank\" rel=\"noreferrer noopener\">Whether voters like it or not<\/a>, McConnell will likely determine the steps Congress takes to keep communist China\u2019s hands out of the U.S. government.<\/p>\n<p>Given this track record, the likelihood that McConnell will support policies that curb his family\u2019s fortunes is questionable at best. That\u2019s why Trump\u2019s criticism of the McConnells\u2019 close personal and professional relationship with China is long overdue. At a time when Republicans are <a href=\"https:\/\/www.msnbc.com\/rachel-maddow-show\/maddowblog\/gop-nominees-question-mitch-mcconnell-partys-senate-leader-rcna41497\" target=\"_blank\" rel=\"noreferrer noopener\">questioning<\/a> McConnell\u2019s ability to advance the new GOP\u2019s agenda, raising these connections is nothing short of necessary.<\/p>\n<hr class=\"wp-block-separator\" \/>\n<p>\n  Jordan Boyd is a staff writer at The Federalist and co-producer of The Federalist Radio Hour.
