Gavin Newsom signed a new\u00a0<a class=\"editor-rtfLink\" href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billNavClient.xhtml?bill_id=202120220SB1100\" target=\"_blank\" rel=\"noopener\">bill<\/a>\u00a0Monday that has set specific standards to count as a means for removal.<\/p>\n<p>After coming off the heels of draconian COVID-19 mandates, controversial curricula taught in public schools, and radical ideologies infiltrating institutions across the nation, the American public continues to display an increase of disdain toward public officials.<\/p>\n<p>But the new California legislation, authored by Sen. Dave Cortese (D-CA), gives authorities in public meetings the right to remove a person causing an interruption from the space if their behavior persists after receiving a warning. The bill defines disruption as someone threatening or refusing to comply with reasonable and lawful regulations.<\/p>\n<p>And without violating the Brown Act, a California law that requires full transparency in public meetings, it would help local agencies address an \u201cunfortunate, but notable, increase in disruptive behavior,\u201d according to the California State Association of Counties and the Urban Counties of California groups\u00a0<a class=\"editor-rtfLink\" href=\"https:\/\/sd15.senate.ca.gov\/news\/bill-address-public-meeting-disruptions-heads-governors-desk\" target=\"_blank\" rel=\"noopener\">said<\/a>.<\/p>\n<p>\u201cWhen public meetings have to be called to an end early or entire meeting rooms of public attendees have to be cleared to deal with these disruptions, that hurts the democratic process as a whole,\u201d Cortese said in a\u00a0<a class=\"editor-rtfLink\" href=\"https:\/\/sd15.senate.ca.gov\/news\/bill-address-public-meeting-disruptions-heads-governors-desk\" target=\"_blank\" rel=\"noopener\">statement<\/a>\u00a0earlier this month. \u201cPublic officials and attendees shouldn\u2019t have to end their business early due to bullying, harassment, or violence.\u201d<\/p>\n<p>Cortese, representing portions of Santa Clara county, drafted the bill after former Los Gatos Mayor Marico Sayoch faced \u201ctargeted bullying and harassment efforts statewide\u201d last year.<\/p>\n<p>Sayoch said the bill would have helped her and his family when faced with intense and concentrated harassment attempts at public Council meetings.<\/p>\n<p>Los Gatan\u00a0<a class=\"editor-rtfLink\" href=\"https:\/\/losgatan.com\/local-leaders-stand-with-mayor-following-protester-diatribe\/\" target=\"_blank\" rel=\"noopener\">reports<\/a>\u00a0residents made personalized comments about the mayor\u2019s son during a string of city council meetings and would later show up outside their home, calling the LGBTQ community \u201ca terrorist organization\u201d while telling her to leave the California town.<\/p>\n<p>\u201cI am hopeful that this bill will keep people safe in the future \u2013 those just trying to conduct business for the public good \u2013 and will ensure individuals, and especially women, continue to step up and serve in office without fear of harassment and violence at their public meetings,\u201d Sayoc\u00a0<a class=\"editor-rtfLink\" href=\"https:\/\/sd15.senate.ca.gov\/news\/bill-address-public-meeting-disruptions-heads-governors-desk\" target=\"_blank\" rel=\"noopener\">said<\/a>.<\/p>\n<p>Silicon Valley Assemblymember Evan Low, who co-authored the bill, called hate speech, threats, bullying, harassment, and intimidation at public meetings \u201cabsolutely unacceptable.\u201d<\/p>\n<p>While the bill seeks to protect the safety of government officials, a debate has sparked over the legislation concerning the need to protect citizens\u2019 first amendment rights regarding free speech and public assembly.<\/p>\n<p>The Associated Press\u00a0<a class=\"editor-rtfLink\" href=\"https:\/\/apnews.com\/article\/education-california-united-states-sacramento-gavin-newsom-88ea4f3c2164dc0f345799dbc0d2edae\" target=\"_blank\" rel=\"noopener\">reports<\/a>\u00a0that Californians for Good Governance fears the bill could be interpreted by local officials \u201cas a general license to limit public participation.\u201d<\/p>\n<p>\u201cThe reality is that participatory democracy is a messy business, but limiting public input is not the answer as it moves our government towards authoritarianism and away from democracy,\u201d the group said.<\/p>\n<p>However, others say the bill upholds the public\u2019s right to free speech while carving out exceptions for those who cross the line in the public setting.<\/p>\n<p>\u201cGenuine disruption is genuine disruption.\u201d David Loy, legal director of the First Amendment Coalition, told The Associated Press. \u201cIt can\u2019t just be because the city council doesn\u2019t like what they have to say.\u201d<\/p>\n<p>Gov.
