The FEC guidance states that a candidate must file separately for each race they partake in, it also states that \u201ca primary, general, runoff and special election are each considered a separate election.\u201d<\/p>\n<p>\u201cThis is a fairly clear cut answer, as the FEC gives guidance on this matter and requires candidates to file two separate forms,\u201d Marc Ellinger, a lawyer specializing in election law, told the DCNF. \u201cHe [Pat Ryan] is required to file with the FEC for both the special and general elections.\u201d<\/p>\n<p>Ryan is only registered to run in the primary and general election in the newly drawn 18th congressional district, according to the <a href=\"https:\/\/www.fec.gov\/data\/candidate\/H8NY19223\/\" target=\"_blank\" rel=\"noopener noreferrer\">FEC<\/a>.<\/p>\n<p>Ryan is currently running in a special election to fill a vacant seat left by New York Democratic lieutenant governor Antonio Delgado in New York\u2019s 19th Congressional District, the <a href=\"https:\/\/dailycaller.com\/2022\/08\/03\/how-a-new-york-special-election-could-boost-gops-november-hopes\/\" target=\"_blank\" rel=\"noopener noreferrer\">Daily Caller reported<\/a>. However, redistricting caused Ryan to run in the newly drawn 18th congressional district in the November general election. <strong><a href=\"https:\/\/dailycaller.com\/2022\/05\/31\/new-york-molinaro-hochul-ryan-election-collusion\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: <\/a><\/strong><a href=\"https:\/\/dailycaller.com\/2022\/05\/31\/new-york-molinaro-hochul-ryan-election-collusion\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>NY Republican Candidate Alleges Dem Opponent Colluded With Gov To Fix Election Date)<\/strong><\/a><\/p>\n<p>A <a href=\"https:\/\/cdn01.dailycaller.com\/wp-content\/uploads\/2022\/08\/SKM-658e22062713570.pdf\">complaint<\/a> was filed by Duchess County Republican legislator and member of New York\u2019s 19th Congressional District Will Truitt, alleging that Ryan was using a congressional campaign account in one district to fund his race in a special election in a different district, a letter obtained by the DCNF stated.
