The candidates were in unanimous agreement on most of these issues.<\/p>\n<p>Voters will decide in the November General Election who should take office. Though each councilor represents one of the city\u2019s seven districts, they are elected through at-large voting, in which each voter can cast ballots for all council seats.<\/p>\n<p> District 1 <\/p>\n<p>With incumbent Councilwoman Diane Dixon terming out this year,\u00a0District 1\u2014which encompasses the Balboa Peninsula and West Newport\u2014is up for grabs.<\/p>\n<p>In attendance at the forum to vie for the seat included entrepreneur and business owner Tom Miller.<\/p>\n<p> <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2022\/08\/19\/Tom-Miller_Newport-Beach-CC-Candidiate_JF_08182022-1-1200x790.jpg\"><\/a> Newport Beach City Council candidate Tom Miller speaks at the Newport Beach Public Library in Newport Beach, Calif., on Aug. 18, 2022. (John Fredricks\/The Epoch Times) <\/p>\n<p>Miller said when it comes to decision-making, it should be up to the constituents he would represent.<\/p>\n<p>\u201cI will treat you with the respect that you deserve,\u201d Miller said at the forum. \u201cThis is about you having a voice and making a choice.
