When addressing internal backlash within government agencies, the guide suggests to tether additional paid time off, merit pay, and even promotions to employees\u2019 ideological conformity.<\/span><\/p>\n<p><span>The document reads, \u201cSome effective techniques are: establishing new equity \u2013 focused agency codes of conduct; including racial competencies in job descriptions; and integrating racial equity criteria into work plan expectations, and performance evaluations that are tied to promotions and merit pay increases or additional paid time off.\u201d The move would effectively tie career success to ideological conformity.<\/span><\/p>\n<p><span>The document makes it clear that \u201cpolitics and power dynamics are forces \u2026 to be harnessed to advance the federal racial equity initiative.\u201d<\/span><\/p>\n<figure id=\"M-ROS-B3\" class=\"a8d adSo\"><\/figure>\n<p><span>The guide openly embraces Critical Race Theory and cites Critical Race theorist Nikole Hannah Jones.\u00a0<\/span><\/p>\n<div id=\"attachment_21845461\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/media.breitbart.com\/media\/2022\/08\/Nikole-Hannah-Jones-2-.jpg\"><\/a><\/p>\n<p class=\"wp-caption-text\"><em>Pulitzer Prize-winning investigative journalist Nikole Hannah-Jones discusses her new book, The 1619 Project: A New Origin Story, at an LA Times book club event on Tuesday, Nov. 30, 2021, in Los Angeles, California. (Jason Armond \/ Los Angeles Times via Getty Images)<\/em><\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<\/div>\n<p><span>One subsection, titled \u201cEarly Recommendation for Federal Leadership,\u201d suggests that those on the left begin \u201ccultivating a pipeline of political champions in Congress to ensure political support across administrations.\u201d The guide also instructs those within agencies to \u201cgrow a critical mass of staff committed to racial equity\u201d and to take part in \u201cdismantling systemic racism.\u201d<\/span><\/p>\n<p><span>The model specifically seeks to build an enduring network of political actors both in Congress and in various bureaucracies, whose power would not be upended should their political opponents enter the executive branch.\u00a0<\/span><\/p>\n<p><span>An example of this approach is given later in the document. It claims that the White House Office of Faith-Based and Neighborhood Partnerships, which was created to increase coordination between the government and nonprofits, \u201cis uniquely designed to influence the whole federal structure by serving as a hub for agencies\u2019 suboffices.\u201d\u00a0<\/span><\/p>\n<figure id=\"M-ROS-B4\" class=\"a8d adSo\"><\/figure>\n<p><span>Notably, the guide also says, \u201cThe Trump administration eliminated the central office but not the network of suboffices located in agencies or centers,\u201d seeming to indicate that leftist political actors were able to remain in position in order to wait for the following administration.<\/span><\/p>\n<p><span>The document points out that \u201ccareer staff are especially important to engage early on in the federal initiative. They are essential to a long-term change initiative that will bridge many administrations.\u201d\u00a0<\/span><\/p>\n<p><span>Former President Trump frequently noted that the deep state, a body of ideologically motivated bureaucrats who remain in power across administrations, often obstructed his agenda. In the event of a second administration, President Trump <\/span><a href=\"https:\/\/www.axios.com\/2022\/07\/22\/trump-2025-radical-plan-second-term\"><span>may use<\/span><\/a><span> an executive order called \u201c<\/span><a href=\"https:\/\/www.axios.com\/2022\/07\/22\/trump-2025-radical-plan-second-term\"><span>Schedule F<\/span><\/a><span>\u201d to gut various agencies.\u00a0<\/span><\/p>\n<p><span>The guide also encourages federal agencies and nonprofit agencies to adopt an \u201cinside\/outside strategy\u201d which consists of a symbiotic relationship between the two. As part of the model, those inside the government are told to offer \u201cdirect funding for community partners.\u201d<\/span><\/p>\n<p><span>This point is made again under a subsection titled \u201cDirect funding into organizations building community capacity for racial justice.\u201d The document later suggests that, in the event of external backlash, \u201cgovernment communications materials can be written and formatted for ease of use or adaptation by external actors.\u201d<\/span><\/p>\n<p><span>Rather than just advocating a \u201cracial equity\u201d approach to one agency or area of policy, the organization hopes that their racial ideology will be injected \u201cacross all agencies and functions.\u201d<\/span><\/p>\n<p><span>Race Forward has <\/span><a href=\"https:\/\/www.raceforward.org\/sites\/default\/files\/Guide%20to%20Counter-Narrating%20the%20Attacks%20on%20Critical%20Race%20Theory%20-%20Race%20Forward_2021-06-14.pdf\"><span>defended<\/span><\/a><span> the presence of Critical Race Theory in America\u2019s school system, claiming that \u201cthis attack on Critical Race Theory is part of a broad, coordinated effort to thwart a multiracial democracy.\u201d<\/span><\/p>\n<div id=\"attachment_18918234\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/11\/GettyImages-1233449819-2.jpg\"><img decoding=\"async\" class=\"size-full wp-image-18918234\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2021\/11\/GettyImages-1233449819-2.jpg\" alt=\"A woman holds up a sign during a rally against \" critical race theory \/><\/a><\/p>\n<p class=\"wp-caption-text\"><em>A woman holds up a sign during a rally against \u201ccritical race theory\u201d (CRT) being taught in schools at the Loudoun County Government center in Leesburg, Virginia on June 12, 2021.
