Republicans pointed to five main claims, and, after investigating, the group \u201cnow believes none of these claims were accurate, and worse, President Biden was likely aware they were not accurate when he made his case to the American people.\u201d<\/p>\n<p><b><a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/defense-national-security\/centcom-commander-wanted-troops-stay-afghanistan-indefinitely\" target=\"_blank\" rel=\"noopener\">CENTCOM COMMANDER WANTED TROOPS IN AFGHANISTAN &#8216;INDEFINITELY&#8217;<\/a><\/b><\/p>\n<div class=\"Enhancement\">\n<div class=\"Enhancement-item\">\n<figure class=\"Figure mb-1 mb-sm-3 mb-md-1 article-lead-photo data_invisible\" data-align=\"center\" data-image-size=\"fixed\">\n<div class=\"Figure-container\">\n<div class=\"Figure-container\"><\/div>\n<\/div><figcaption class=\"Figure-caption\">FILE &#8211; In this April 14, 2021, file photo, President Joe Biden speaks from the Treaty Room in the White House, about the withdrawal of the remainder of U.S. troops from Afghanistan. (AP Photo\/Andrew Harnik, File)<\/figcaption><div class=\"Figure-container\">\n<div class=\"Figure-credit\">Andrew Harnik\/AP<\/div>\n<\/div>\n<\/figure>\n<\/div>\n<\/div>\n<p>\u201cOn April 14, 2021, President Joe Biden announced his decision to unconditionally withdraw all U.S. military personnel from Afghanistan by September 11, 2021,\u201d the House GOP report said. \u201cOver the following four months, the administration repeatedly delayed critical action that was necessary to mitigate the likely consequences of the decision. The result of their inaction was a chaotic Non-combatant Evacuation Operation where 13 U.S. servicemembers lost their lives and more than 800 Americans were abandoned behind enemy lines.\u201d<\/p>\n<p>First, Biden said the withdrawal decision was reached \u201cafter consulting closely with our allies and partners, with our military leaders and intelligence personnel\u201d and that it would be done \u201cin full coordination with our allies and partners.\u201d<\/p>\n<p>But the GOP said, \u201cThis assertion was challenged almost immediately,\u201d adding that &#8220;top military advisors\u201d such as then-CENTCOM Commander Gen. Frank McKenzie and Chairman of the Joint Chiefs of Staff Gen. Mark Milley \u201crecommended the president keep a 2,500-strong U.S. contingent in the country that could conduct counterterrorism operations and support Afghan troops.\u201d<\/p>\n<p>Second, the president argued the U.S. could not maintain a presence there without a \u201creturn to war with the Taliban.\u201d But the report said this was contradicted by top military officials, who testified that \u201cthey believed the 2,500 U.S. troops who were in Afghanistan when the president announced his intention to fully withdraw could be sufficient to maintain a degree of stability and could protect themselves from any potential Taliban attacks.\u201d<\/p>\n<p>Third, Biden contended that he \u201cinherited a diplomatic agreement,\u201d the Doha agreement signed under former <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/donald-trump\" target=\"_blank\" rel=\"noopener\">President Donald Trump<\/a>, \u201cduly negotiated between the government of the United States and the Taliban, that all U.S. forces would be out of Afghanistan\u201d by May 2021, saying, \u201cWe inherited \u2014 that commitment.\u201d<\/p>\n<p>But Republicans claim the agreement \u201cwas predicated on conditions by the Taliban that were not being met\u201d and pointed to the provision that \u201cthe Taliban will not allow any of its members, other individuals or groups, including al Qaeda, to use the soil of Afghanistan to threaten the security of the United States and its allies.\u201d The Taliban continued their decadeslong history of hosting <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/al-qaeda\">al Qaeda<\/a>, so Republicans said the Taliban\u2019s \u201cfailure to adhere to the agreement nullified the U.S. requirement to withdraw.\u201d<\/p>\n<p>&#8220;While the Taliban did not attack U.S. forces &#8230; it failed to fully honor any \u2014 any \u2014 other commitments,&#8221; Milley <u><a class=\"Link\" href=\"https:\/\/www.armed-services.senate.gov\/imo\/media\/doc\/Printed%2028%20Sep%20SASC%20CJCS%20Written%20Statement.pdf\">testified<\/a><\/u> in September 2021.<\/p>\n<p>Fourth, Biden claimed in his April 2021 speech that \u201cwe accomplished that objective\u201d of ensuring \u201cAfghanistan would not be used as a base from which to attack our homeland again.&#8221; Biden went even further a few days after Kabul fell, claiming al Qaeda was \u201cgone\u201d from Afghanistan, with Republicans noting, \u201cEven members of his own administration <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/pentagon-refutes-biden-claim-al-qaeda-no-longer-afghanistan\">acknowledged was incorrect.\u201d<\/a><\/p>\n<p>A month before Biden\u2019s follow-up July 2021 speech, the U.N. Security Council <a class=\"Link\" href=\"https:\/\/documents-dds-ny.un.org\/doc\/UNDOC\/GEN\/N21\/107\/61\/PDF\/N2110761.pdf?OpenElement\">said<\/a> al Qaeda \u201cis resident in at least 15 Afghan provinces.\u201d Republicans also argued, \u201cAl Qaeda\u2019s presence in Afghanistan has grown even more robust in the wake of the withdrawal, with senior al Qaeda members advising Taliban leaders and maintaining a presence in Kabul, as demonstrated by the presence of al Qaeda\u2019s leader Ayman al Zawahiri in a villa in downtown Kabul.&#8221;<\/p>\n<p>And finally, Biden contended in his April 2021 speech the U.S. had \u201ctrained and equipped a standing force of over 300,000 Afghan personnel today\u201d and that \u201cthey\u2019ll continue to fight valiantly.\u201d Biden would claim in July 2021 that the Afghan military had nearly 300,000 \u201ccurrent serving members.\u201d<\/p>\n<p><a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/biden-milley-misled-afghan-army-numbers\">These numbers were wrong<\/a>.<\/p>\n<p>The Special Inspector General for Afghanistan Reconstruction released a <u><a class=\"Link\" href=\"https:\/\/www.sigar.mil\/pdf\/quarterlyreports\/2021-07-30qr.pdf\">report<\/a><\/u> in July 2021 noting that, as of the end of April 2021, 300,699 Afghan National Defense and Security Forces personnel were enrolled in the Afghan Personnel and Pay System, but only 182,071 of them were Afghan National Army members, while the rest were Afghan National Police.<\/p>\n<p>Milley also got the size of the Afghan military wrong during Senate testimony in June 2021, claiming, \u201cThe government of Afghanistan is holding, and they have approximately about 325,000- to 350,000-person security force \u2014 army and police force.\u201d Those numbers were inflated, at minimum, by 25,000 to 50,000.<\/p>\n<p><b><a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/defense-national-security\/fbi-director-not-surprised-zawahiri-home-haqqani-taliban-leader\">FBI DIRECTOR &#8216;NOT SURPRISED&#8217; ZAWAHIRI WAS IN HAQQANI SAFEHOUSE<\/a><\/b><\/p>\n<p>The Afghanistan watchdog <a class=\"Link\" href=\"https:\/\/www.sigar.mil\/pdf\/evaluations\/SIGAR-22-22-IP.pdf\">concluded<\/a> this May that \u201cthe single most important factor\u201d in the collapse of Afghan forces \u201cwas the U.S. decision to withdraw U.S. military and contractors from Afghanistan through the signing of the U.S.-Taliban agreement in February 2020 under the Trump Administration, and President Biden\u2019s public address in April 2021.\u201d<\/p>\n<p>During the speech, Biden <a class=\"Link\" href=\"https:\/\/www.whitehouse.gov\/briefing-room\/speeches-remarks\/2021\/04\/14\/remarks-by-president-biden-on-the-way-forward-in-afghanistan\/\">declared<\/a> the U.S. and NATO \u201cwill be out of Afghanistan before we mark the 20th anniversary of that heinous attack on September 11th.\u201d Setting the date as the 9\/11 anniversary was befuddling to many, and in July 2021, the president <a class=\"Link\" href=\"https:\/\/www.whitehouse.gov\/briefing-room\/speeches-remarks\/2021\/07\/08\/remarks-by-president-biden-on-the-drawdown-of-u-s-forces-in-afghanistan\/\">switched<\/a> it to the end of August 2021.<\/p>\n<p>Biden would repeat his withdrawal justifications throughout the spring and summer, even as the Taliban continued their march and the situation rapidly deteriorated. He was left with no \u201cviable option\u201d other than to withdraw U.S. forces, according to a senior State Department official who <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/defense-national-security\/state-department-blames-trump-us-withdrawal-from-afghanistan\" target=\"_blank\" rel=\"noopener\">suggested Trump\u2019s team tied their hands with a flawed agreement with the Taliban<\/a>.<\/p>\n<p>\u201cIt was preordained,\u201d State Department spokesman Ned Price told reporters while defending the withdrawal in August 2021. \u201cIt\u2019s a deal that this administration probably would not have made, certainly not in all the detail. But it\u2019s the deal that we inherited.\u201d<\/p>\n<p>\u201cThe idea that the United States could have maintained a significant military presence in Afghanistan &#8230; that was just not tenable,\u201d Price maintained. \u201cIt was not in the cards, because according to that agreement that was negotiated by the United States, not this administration, but the previous one, if our forces remain there in great numbers after May 1, they could have become the targets of violence.\u201d<\/p>\n<p>\u201cIn the four months from when President Biden announced his plan to unconditionally withdraw until the fall of Kabul, the Committee Minority has found the State Department took very few substantive steps the prepare for the consequences that were expected,\u201d the report said, adding that the State Department was &#8220;unable to provide adequate assistance to U.S. citizens, lawful permanent residents, Special Immigrant Visa holders and applicants, and other at-risk Afghans.&#8221;<\/p>\n<p>A lack of preparation meant that \u201cat the height of the evacuation, only 36 U.S. consular officers were on the ground in Kabul, despite needing to process more than one hundred thousand evacuees,\u201d the GOP report said. Republicans said ultimately more than 800 American citizens, thousands of green card holders, and tens of thousands of Afghan allies were left behind.<\/p>\n<p>The GOP report closed out by leveling a damning claim at the president.<\/p>\n<p><b><a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/\">CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/a><\/b><\/p>\n<p>\u201cThe Committee Minority also has compiled proof senior Biden administration political appointees repeatedly misled the American public about the situation on the ground in Kabul, issuing wildly pollyannish statements about progress at the airport and the Taliban\u2019s cooperation in carrying out the evacuation,\u201d Republicans concluded.<\/p>\n<p>ISIS-K was responsible for the late August 2021 suicide bombing at the Kabul airport, which killed 13 U.S. service members and wounded dozens of others, also killing at least 170 Afghan civilians. The Taliban were <u><a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/us-reliance-taliban-security-original-sin-gallagher\">providing security<\/a><\/u> outside the airport <u><a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/defense-national-security\/six-months-on-biden-administration-wont-identify-kabul-airport-bomber\">when the bomber got through<\/a><\/u>. The U.S. <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/us-reliance-taliban-security-original-sin-gallagher\">rejected<\/a> a mid-August 2021 Taliban offer for the U.S. military to secure Kabul itself.<\/p>\n<p>Days after the bombing, the U.S. launched an airstrike officials believed would prevent an imminent terrorist attack on the airport, though officials later acknowledged the strike had targeted a civilian aid worker who they thought posed a risk to the evacuation.
