Ukraine has 16 U.S. systems and three compatible mobile launchers from the U.K. Germany has promised three more but has yet to deliver.<\/p>\n<p>\u201cOur assessment actually is that the Ukrainians are doing pretty well in terms of the numbers of systems, and really the priority right now is making sure that they have a steady stream of these GMLRS,\u201d said <b>Colin Kahl<\/b>, undersecretary of defense for policy, at a <u><a class=\"Link\" href=\"https:\/\/www.defense.gov\/News\/Transcripts\/Transcript\/Article\/3120707\/usd-policy-dr-kahl-press-conference\/\">Pentagon briefing<\/a><\/u> yesterday.<\/p>\n<p>\u201cRight now, the fight is in the east and increasingly in the south. We need to get them capabilities that deliver on a time frame that&#8217;s relevant to that,\u201d Kahl said, noting that Ukraine hopes to liberate the southern city of Kherson in the coming months. \u201cThese are all critical capabilities to help the Ukrainians repel the Russian offensive in the east, and also to address evolving developments in the south and elsewhere.\u201d<\/p>\n<p><b><u><a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/defense-national-security\/biden-billion-dollar-ukraine-aid-package\">BIDEN ADMINISTRATION APPROVES $1 BILLION MILITARY AID PACKAGE TO UKRAINE<\/a><\/u><\/b><\/p>\n<p><b>RUSSIA \u2018RUNNING LOW\u2019 ON PGMs: <\/b>The Pentagon, like Ukraine, is refusing to disclose the level of casualties suffered on the Ukrainian side, but Kahl had no such reservations discussing Russian losses in the first five and a half months of the war.<\/p>\n<p>\u201cThere&#8217;s a lot of fog in war, but, you know, I think it&#8217;s safe to suggest that the Russians have probably taken 70,000 or 80,000 casualties in less than six months,\u201d said Kahl. \u201cThat is a combination of killed in action and wounded in action, and that number might be a little lower, a little higher, but I think that&#8217;s kind of in the ballpark.\u201d<\/p>\n<p>Kahl said the U.S. also estimates the Russians have probably between 3,000 and 4,000 armored vehicles, which he said \u201cis a lot.\u201d And Russia\u2019s stocks of precision-guided missiles are also \u201crunning low.\u201d<\/p>\n<p>\u201cThink air-launched cruise missiles, sea-launched cruise missiles, things like that,\u201d Kahl said, \u201cThose have been substantially consumed, attritted.\u201d But Kahl could not say exactly how much they have left, or may be holding in reserve.<\/p>\n<p>\u201cBoth sides are taking casualties, the war is the most intense conventional conflict in Europe since the Second World War,\u201d Kahl conceded. \u201cBut the Ukrainians have a lot of advantages, not the least of which is their will to fight.\u201d<\/p>\n<p><b><u><a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/defense-national-security\/pentagon-projects-russian-casualty-count-in-ukraine\">PENTAGON PROJECTS RUSSIAN CASUALTY COUNT IN UKRAINE TO BE NEAR 70,000-80,000<\/a><\/u><\/b><\/p>\n<p><b>ZELENSKY: MAKE RUSSIANS STAY IN RUSSIA:<\/b> In an <u><a class=\"Link\" href=\"https:\/\/www.washingtonpost.com\/world\/2022\/08\/08\/ukraine-zelensky-interview-ban-russian-travelers\/\">interview<\/a><\/u> with the <i>Washington Post<\/i>, Ukrainian President <b>Volodymyr Zelensky<\/b> called for a total travel ban on Russian citizens as a way to ratchet up the pressure on Russian President <b>Vladimir Putin<\/b>.<\/p>\n<p>\u201cThe most important sanctions are to close the borders because the Russians are taking away someone else\u2019s land,\u201d Zelensky told the <i>Post.<\/i> Russians, he said, should \u201clive in their own world until they change their philosophy.\u201d<\/p>\n<p>Russian airlines are already barred from flying over most of Europe and North America, but Zelensky argues the only way to get Putin to change course is to make average Russians feel the consequences of the war.<\/p>\n<p>\u201cThey\u2019ll understand then,\u201d Zelensky said. \u201cThey\u2019ll say, \u2018This [war] has nothing to do with us. The whole population can\u2019t be held responsible, can it?\u2019 It can. Even greater majorities oppose the authoritarian alternatives to democracy,\u201d Blinken said. \u201cSo here\u2019s what we\u2019ll do differently. We won\u2019t treat democracy as an area where Africa has problems, and the United States has solutions. We recognize that our democracies face common challenges, which we need to tackle together, as equals, alongside other governments, civil society, and citizens.\u201d<\/p>\n<p>Blinken wraps up his trip in Rwanda tomorrow.<\/p>\n<p><b><u><a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/policy\/defense-national-security\/south-africa-warns-blinken-over-us-policies-aimed-at-boxing-out-russia-and-china\">SOUTH AFRICA WARNS BLINKEN OVER US POLICIES AIMED AT BOXING OUT RUSSIA AND CHINA<\/a><\/u><\/b><\/p>\n<p><b>MILLEY\u2019S LETTER NEVER SENT:<\/b> The latest bombshell revelations about former <b>President Donald Trump\u2019s<\/b> contentious relations with Pentagon brass come in a new book, <i>The Divider: Trump in the White House, 2017-2021<\/i>, to be published next month.<\/p>\n<p>An <u><a class=\"Link\" href=\"https:\/\/www.newyorker.com\/magazine\/2022\/08\/15\/inside-the-war-between-trump-and-his-generals\">excerpt<\/a><\/u> from the book by journalists and married couple <b>Susan Glasser<\/b> and <b>Peter Baker<\/b> appears in the current edition of the<i> New Yorker<\/i>, and includes a June 2020 resignation letter composed by Joint Chiefs Chairman <b>Gen. Mark Milley<\/b>, when he came to believe that Trump was a threat to the bedrock principle of an apolitical U.S. military.<\/p>\n<p>\u201cThe events of the last couple weeks have caused me to do deep soul-searching, and I can no longer faithfully support and execute your orders as Chairman of the Joint Chiefs of Staff,\u201d Milley wrote in the letter he never sent, which he drafted in the weeks after Trump tricked him into accompanying him to Lafayette Square across from the White House where demonstrators were cleared from the park.<\/p>\n<p>\u201cIt is my belief that you were doing great and irreparable harm to my country. I believe that you have made a concerted effort over time to politicize the United States military. I thought that I could change that. I\u2019ve come to the realization that I cannot, and I need to step aside and let someone else try to do that,\u201d Milley writes.<\/p>\n<p>\u201cHe was agonized, according to our reporting, about whether or not to resign,\u201d Glasser told CNN. \u201cHe consulted with many who said, listen, we don&#8217;t have a tradition of resignation in protest for our uniformed military and that it would actually be more important to remain in office.\u201d<\/p>\n<p>\u201cThere&#8217;s no handbook, there is no guide in the Constitution for what to do when the president himself is a national security threat,\u201d said Glasser.<\/p>\n<p><b>TRUMP: \u2018WHY CAN\u2019T YOU BE LIKE THE GERMAN GENERALS?\u2019 <\/b>\u201cThe president of the United States was unhappy because he felt that his generals, as he called them, the American generals, were not as loyal as he perceived the Nazi generals under Hitler to be. He thought that was the better model for a general,\u201d said Glasser, referring to a part of the book where Trump purportedly clashes with his chief of staff, retired <b>Gen. John Kelly<\/b>.<\/p>\n<p>\u201cYou f\u2019ing generals, why can\u2019t you be like the German generals?\u201d Trump allegedly says to Kelly, who responds, \u201cWhich generals?\u201d<\/p>\n<p>\u201cThe German generals in World War II,\u201d says Trump.<\/p>\n<p>\u201cJohn Kelly \u2026 schooled Trump and tried to say, well, wait a minute, Mr. President, they weren&#8217;t completely subservient and, actually, they tried to kill Hitler three times,\u201d said Glasser. \u201cAnd Trump interrupted him in this discussion and said, no, no, no, no, that&#8217;s not right, they were completely loyal.\u201d<\/p>\n<p><b><u><a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/trump-wanted-military-like-german-generals\">TRUMP WANTED MILITARY TO BE LIKE &#8216;GERMAN GENERALS&#8217; WHO WERE &#8216;TOTALLY LOYAL&#8217;: REPORT<\/a><\/u><\/b><\/p>\n<p><b>\u2018IT\u2019S WHAT DICTATORS DO\u2019: <\/b>Another culture clash with the military came over Trump\u2019s desire to stage a Fourth of July parade down Pennsylvania Avenue to rival the Bastille Day parade he witnessed in France as a guest of French President <b>Emmanuel Macron<\/b>.<\/p>\n<p>The subject came up in an Oval Office meeting in 2017 in which Kelly joked that Joint Chiefs Vice Chairman <b>Gen. Paul Selva<\/b> was in charge of the parade preparations. Trump turned to Selva, who was present for the meeting.<\/p>\n<p>\u201cSo, what do you think of the parade?\u201d Trump asked Selva, according to the book<\/p>\n<p>\u201cI didn\u2019t grow up in the United States, I actually grew up in Portugal,\u201d Selva said. \u201cPortugal was a dictatorship \u2014 and parades were about showing the people who had the guns.
