Version: 4.0.47--><p><span data-preserver-spaces=\"true\">Law enforcement rushed to protect Los Angeles city officials after a homeless activist climbed over the chamber\u2019s bench barrier that separates the public from the politicians just before a vote to ban homeless encampments within 500 feet of schools and day care centers.<\/p>\n<p><span data-preserver-spaces=\"true\">\u201cYou\u2019re a piece of s***,\u201d the unidentified activist said during a chaotic meeting Tuesday before authorities arrested her. \u201cAnd how dare you say the people here are not unhoused.\u201d\u00a0<\/p>\n<p><span data-preserver-spaces=\"true\">City officials struggled to tame the crowd of protestors who swarmed the council\u2019s chambers in opposition to the ban and claimed it would further criminalize homelessness and stifle connecting them with needed services and resources.\u00a0<\/p>\n<p><span data-preserver-spaces=\"true\">But with nearly every neighborhood in the City of Angels flooded with people setting up camp and occupying public spaces in front of properties that were somewhat safer before the pandemic, the council still <a href=\"https:\/\/www.youtube.com\/watch?v=xHLvJXlumos\">approved<\/a> the ban in an 11-3 vote.\u00a0<\/p>\n<p><span data-preserver-spaces=\"true\">Councilmembers who voted in favor of amending the law stood for protecting the health and safety of children from drug-addicted and mentally unstable individuals who have had free reign to set up camp near the city\u2019s 750 public school sites or the nearly 1,0000 registered commercial daycare centers.<\/p>\n<p><span data-preserver-spaces=\"true\">\u201cThis is an issue of restoring order and safety among our most precious sites in the city of Los Angeles,\u201d Councilmember Joe Buscaino said during the meeting. \u201cOur students are already traumatized with socio-economic issues,\u201d adding they should not be exposed to sex acts, open drug use, and psychotic behavior that\u2019s taking place right next to the schoolyards.<\/p>\n<p><span data-preserver-spaces=\"true\">Councilmember Paul Koretz echoed Buscaino\u2019s sentiments, adding, \u201cit\u2019s not a phony issue \u2014 It\u2019s a real one.\u201d<\/p>\n<p><span data-preserver-spaces=\"true\">Koretz said homeless individuals have shouted obscenities and thrown vile objects at parents and children as they walk through encampments to drop off their children at school.<\/p>\n<p><span data-preserver-spaces=\"true\">Koretz said homeless people have hacked a 102-year-old man to death and shared other accounts of stabbings in his district over the past few years.\u00a0<\/p>\n<p><span data-preserver-spaces=\"true\">\u201cWe have to provide some kind of protection for our kids,\u201d he said.<\/p>\n<p><span data-preserver-spaces=\"true\">Councilmember Mike Bonin opposed the ban while admitting the city has a problem on its hands.\u00a0<\/p>\n<p><span data-preserver-spaces=\"true\">\u201cFact of the matter is, this is going to make the problem worse,\u201d Bonin said. \u201cThis is going to disconnect people from services.\u201d<\/p>\n<p><span data-preserver-spaces=\"true\">\u201cThis is going to channel our time \u2026 money and our energy into moving people around instead of moving people inside,\u201d he added. \u201cIt is actually harmful.\u201d<\/p>\n<p><span data-preserver-spaces=\"true\">The Associated Press\u00a0<a class=\"editor-rtfLink\" href=\"https:\/\/apnews.com\/article\/los-angeles-eric-garcetti-homelessness-b1f56521e23f0562073e7d0489c4c64b\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">reported<\/a> that<span data-preserver-spaces=\"true\">\u00a0the nonprofit People Assisting The Homeless (PATH), which opposed the measure, said homeless residents are more likely to be victims of violence rather than perpetrators.<\/p>\n<p><span data-preserver-spaces=\"true\">\u201cEnforcement of anti-camping ordinances, then, only displaces people and makes it harder for trained outreach staff to establish trust again,\u201d PATH said in a statement. \u201cResidents of cleared encampments, unless connected to stable permanent housing through a trauma-informed case management process, often return to unsheltered homelessness.\u201d<\/p>\n<p><span data-preserver-spaces=\"true\">Homelessness in Los Angeles County increased by approximately 13% at the beginning of 2020, according to the last annual Point In Time Count. More than 66,000 transients in the county were experiencing homelessness, with over 41,000 in the city.<\/p>\n<p><span data-preserver-spaces=\"true\">Earlier this year, the county conducted its first count since the pre-COVID era.<\/p>\n<p><span data-preserver-spaces=\"true\">The Epoch Times\u00a0<a class=\"editor-rtfLink\" href=\"https:\/\/www.theepochtimes.com\/los-angeles-homeless-count-delayed-again-due-to-covid-19_4601528.html\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">reported<\/a><span data-preserver-spaces=\"true\"> that county officials were initially supposed to release the 2022 results last month.
