Ilhan Omar (D-Minn.) on Aug. 9 defeated former Minneapolis city council member Don Samuels in the Democratic primary for Minnesota\u2019s 5th Congressional District.<\/p>\n<p>With more than 95 percent of the votes counted at 11:57 p.m., Omar received 50 percent of the votes, and Samuels received 48 percent.<\/p>\n<p>Omar, 39, is a high-profile member of Capitol Hill\u2019s new generation of progressive Democrats. She is the first Somali-American elected to Congress.<\/p>\n<p>Omar has supported the \u201cdefund the police\u201d movement. She backed a proposal to replace the Minneapolis Police Department with a new Department of Public Safety.<\/p>\n<p>Rep. Rashida Tlaib (D-Mich.) and Rep. Cori Bush (D-Mo.)\u2014the other members of the progressive \u201csquad\u201d in Congress\u2014advanced in their Democratic primaries last week.<\/p>\n<p>Samuels repeatedly said that he is a moderate and that Omar\u2019s progressive platform makes her divisive and ineffective.<\/p>\n<p>Samuels made Minnesota\u2019s escalating crime rate a hot-button issue in the primary. A Jamaican immigrant, Samuels started to organize against gun violence after a bullet penetrated his Minneapolis home around 25 years ago.<\/p>\n<p>In November 2021, Minneapolis voters rejected an initiative to remove a requirement from the city charter that the city have a police department with a minimum number of officers. Omar backed the proposal, and Samuels opposed it.<\/p>\n<p>\u201cThat was the straw, actually, that kind of broke the camel\u2019s back for me, that the district wasn\u2019t going to be well served and that she could be in there for a long time,\u201d the 73-year-old Samuels told the Minneapolis Star-Tribune about Omar\u2019s decision to support the proposal.<\/p>\n<p>Supporters believed a comprehensive overhaul of the police department was needed to reduce police violence.<\/p>\n<p>Opponents argued that the proposal lacked a concrete plan for moving forward and would have made many communities more vulnerable to crime.<\/p>\n<p>Samuels\u2019 bid to unseat Omar marked the second consecutive<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Rep.
