Per Gina Swoboda, Executive Director at the Voter Reference Foundation, one polling location ran out of ballots within half an hour. Blame it on human error, again, as elections officials significantly undercounted the number of voters coming to the polls.\u00a0<\/p>\n<p>\u201cWhat happened on Tuesday was historic Republican turnout in a primary, but you still shouldn\u2019t have run out of ballots within a couple of hours,\u201d Swoboda said.\u00a0<\/p>\n<p>According to Swoboda, Pinal County election officials should\u2019ve known more Republicans would be coming to the polls on Election Day because Republicans were not sending in their mail ballots for early voting, meaning they were intending to vote in person.\u00a0<\/p>\n<p>\u201cIt was clear to anyone paying the slightest bit of attention to what\u2019s happening in Arizona is that Republicans were going to vote in person on Election Day,\u201d Swoboda said.\u00a0<\/p>\n<p>Pinal County\u2019s ballot estimates were based on turnout from previous election cycles and were completely surpassed on Tuesday, with surges of GOP voters coming to the polls in person.\u00a0<\/p>\n<p>\u201cThe best practice is to have the number of ballots for the number of registered voters plus 10 percent,\u201d Swoboda said \u2014 a strategy election officials failed to implement.\u00a0<\/p>\n<p>Due to the ballot shortages, voters experienced long lines and wait times. Some <a href=\"https:\/\/www.azfamily.com\/2022\/08\/05\/voters-officials-describe-issues-some-pinal-county-polling-sites\/\" target=\"_blank\" rel=\"noreferrer noopener\">were turned away<\/a> and told to come back after more ballots were printed. According to County Attorney Kent Volkmer,\u00a0<a href=\"https:\/\/www.azcentral.com\/story\/news\/politics\/elections\/2022\/08\/04\/problems-plague-pinal-county-primary-hundreds-possibly-prevented-from-voting\/10226840002\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cup to 750 people were affected\u201d by the delays<\/a>. Volkmer doesn\u2019t know how many people left polling locations without casting votes.\u00a0<\/p>\n<p>\u201cWithout a doubt, voters were disenfranchised in Pinal County,\u201d Swoboda said. \u201cIf you\u2019re going to promote vote by mail, then election administrators must watch early ballot returns.\u201d\u00a0<\/p>\n<p>Another complication Tuesday was that the county had access to only two ballot-on-demand printers that printed only one ballot every three minutes, in the city of Coolidge. This led to further delays as different polling locations in need of ballots were 45 minutes away. Even after couriers brought newly printed ballots to different polling locations, some reported that they were sent the wrong ballots for their precinct.<\/p>\n<p>In the aftermath of such a botched primary, Pinal County Elections Director David Frisk\u00a0<a href=\"https:\/\/www.azcentral.com\/story\/news\/politics\/elections\/2022\/08\/04\/pinal-county-elections-director-fired-over-ballot-shortage\/10239913002\/\" target=\"_blank\" rel=\"noreferrer noopener\">was fired Thursday<\/a>. He was replaced by Pinal County Recorder Virginia Ross. The Pinal County Board of Supervisors chairman\u00a0<a href=\"https:\/\/www.azcentral.com\/story\/news\/politics\/elections\/2022\/08\/04\/problems-plague-pinal-county-primary-hundreds-possibly-prevented-from-voting\/10226840002\/\" target=\"_blank\" rel=\"noreferrer noopener\">told AZ Central<\/a>\u00a0\u201cWe are looking at restructuring the way we do our Elections Department.\u201d<\/p>\n<p>While Pinal County had the most trouble on Tuesday, Pima County also dealt with ballot shortages as one polling location <a href=\"https:\/\/www.kvoa.com\/news\/decision2022\/pima-county-voting-centers-hit-some-snags-on-primary-election-day\/article_3f93b4f0-12cc-11ed-ba6b-3f4c5d047d29.html\" target=\"_blank\" rel=\"noreferrer noopener\">ran out<\/a> of paper ballots. Pima County Communications Director Mark Evans <a href=\"https:\/\/www.azcentral.com\/story\/news\/politics\/elections\/2022\/08\/04\/problems-plague-pinal-county-primary-hundreds-possibly-prevented-from-voting\/10226840002\/\" target=\"_blank\" rel=\"noreferrer noopener\">blamed<\/a> it on a \u201cworldwide paper shortage,\u201d while also admitting some officials underestimated the number of voters coming to the polls. In Maricopa County, election officials faced controversy over voters\u2019 pens smearing ballots. However, officials insisted no one\u2019s vote was lost as officials ran the ballots through the tabulation machines multiple times for them to process.\u00a0<\/p>\n<p>Arizona isn\u2019t the only state in the country dealing with serious election woes, made worse by vote-by-mail. In Broward County, Florida, more than a thousand voters have reportedly <a href=\"https:\/\/news.yahoo.com\/voters-got-wrong-ballots-primary-224600365.html\" target=\"_blank\" rel=\"noreferrer noopener\">received the wrong ballots<\/a>.<\/p>\n<hr class=\"wp-block-separator\" \/>\n<p>\n  Victoria Marshall is a staff writer at The Federalist.
