But when government surveyors asked Americans, fewer said they actually work. The discrepancy between those two survey results has grown to a magnitude virtually unseen for more than half a century.<\/p>\n<p>On Aug. 5, the Bureau of labor Statistic (BLS) reported 528,000 jobs created in July\u2014a blockbuster figure leaving prognostications in the dust. However, the labor force participation rate (which includes people working and looking for work) declined, from 62.2 percent in June to 62.1 percent in July.<\/p>\n<p>Moreover, since April, <a href=\"https:\/\/beta.bls.gov\/dataViewer\/view\/timeseries\/CES0000000001\" target=\"_blank\" rel=\"noopener\">payrolls grew<\/a> by nearly 1.7 million jobs, while at the same time the total <a href=\"https:\/\/beta.bls.gov\/dataViewer\/view\/timeseries\/LNS12000000\" target=\"_blank\" rel=\"noopener\">employment level<\/a> dropped by about 170,000.<\/p>\n<p>The reason for the paradoxical results stems from the sources of the data\u2014two different surveys that measure somewhat different things.<\/p>\n<p>The employment level data comes from the Census Bureau\u2019s household survey, which asks people whether they are currently working, and BLS uses those results to produce the monthly <a href=\"https:\/\/www.theepochtimes.com\/t-unemployment\">unemployment<\/a> rate. The survey has a margin of error of about 400,000 workers.<\/p>\n<p>The payroll data comes from the BLS establishment survey that asks companies how many people they employ. Differing from the household survey, it excludes farm workers, those who are self-employed but not incorporated, household workers, and unpaid family workers. Its results have a margin of error of about 100,000 employees.<\/p>\n<p>Results of the surveys usually grow and decline in tandem and any divergences tend to smoothen out within months.<\/p>\n<p>Yet the current four-month divergence\u2014over 1.8 million\u2014is particularly rare.<\/p>\n<p>The numbers went haywire in 2020 because of difficulties collecting the data and because each survey classified differently some workers affected by the COVID-19 pandemic lockdowns. If that period is excluded, the last time the four-month divergence grew so big was in 1968.<\/p>\n<p>There doesn\u2019t seem to be a straightforward explanation in the data itself. The gap appears to be too large to be written off on account of the margin of error. Changes in worker groups excluded by the establishment survey\u2014farm workers, those who are self-employed but not incorporated, household workers, and unpaid family workers\u2014don\u2019t appear to have been large enough to explain the gap either.<\/p>\n<p>When reached for comment, the BLS\u00a0Division of Labor Force Statistics explained that its monthly releases \u201cconcentrate on the more reliable measure of employment change from the payroll survey in the monthly news release\u201d because it has a smaller margin of error and also because \u201cmany data users, especially those not familiar with the conceptual and methodological differences between the two data sources, have found that two different (and sometimes widely divergent) measures of \u2019employment\u2019 change for a given month can be quite confusing.\u201d<\/p>\n<p>\u201cWe do not have any additional explanation or speculation on the divergence in recent months,\u201d the BLS said in an email to The Epoch Times, noting that \u201clooking at their 12-month net change \u2026 the two series are much closer aligned.\u201d<\/p>\n<p>To what degree the figures reflect the actual situation on the ground matters because they are an important indicator for investors and policymakers. The Federal Reserve has pointed to robust payroll numbers and low unemployment as indicators that the economy is not currently in a recession, though the real gross domestic product has declined for two quarters in a row, based on preliminary data, which has historically been considered the technical rule of thumb for a recession.<\/p>\n<p>Some economists have\u00a0<a href=\"https:\/\/www.theepochtimes.com\/next-stage-of-inflation-incoming-economist-says_4551124.html\" target=\"_blank\" rel=\"noopener\">pointed out<\/a>\u00a0that the apparent labor shortage isn\u2019t a measure of extraordinary economic growth, but due to people leaving the jobs market.<\/p>\n<p>In June, there were an estimated\u00a0<a href=\"https:\/\/data.bls.gov\/timeseries\/JTS000000000000000JOL\" target=\"_blank\" rel=\"noopener\">10.7 million job openings<\/a>\u00a0and fewer than\u00a0<a href=\"https:\/\/fred.stlouisfed.org\/series\/UNEMPLOY\/\" target=\"_blank\" rel=\"noopener\">6 million people classified as unemployed<\/a>. But the unemployment figure excludes people who weren\u2019t looking for a job in the prior four weeks.<\/p>\n<p>If the pre-COVID-19 pandemic economy at least managed to keep up with population growth, adding\u00a0<a href=\"https:\/\/www.atlantafed.org\/chcs\/calculator?d=1&#038;s=qp\" target=\"_blank\" rel=\"noopener\">about 74,000 jobs<\/a>\u00a0per month on average, the country should have had about 2.9 million more\u00a0<a href=\"https:\/\/fred.stlouisfed.org\/series\/CE16OV\" target=\"_blank\" rel=\"noopener\">people employed<\/a>\u00a0in July.<\/p>\n<div class=\"author_wrapper\">\n<div class=\"one_author_block round\">\n<div class=\"top_row\">\n<p>Follow<\/p>\n<\/div>\n<p>Petr Svab is a reporter covering New York.
