If we win on August 23rd, it could be historic.\u201d<\/strong><\/li>\n<\/ul>\n<p>An upcoming New York special election to fill a vacant U.S. House seat could be a barometer for the midterm elections, GOP officials say, with Republicans hoping to set the stage for victory in November.<\/p>\n<p>Republican Dutchess County Executive Marc Molinaro is set to face Democratic Ulster County Executive Patrick Ryan in a special election being held on Aug. 23. The two men are vying to fill the seat vacated by new Democratic New York Lt. Gov. Antonio Delgado, and the GOP sees the race as a chance to start a \u201cred wave.\u201d<\/p>\n<p>\u201cIt\u2019s a preview of what is to come in the November midterms,\u201d Molinaro told the Daily Caller News Foundation. \u201cThe House is going to flip. The question is, how big will the wave be? If we win on Aug. 23, it could be historic.\u201d<\/p>\n<p>The 19th district comprises New York\u2019s Hudson Valley and portions of the region around Albany. In 2018 it was considered a <a href=\"https:\/\/www.politico.com\/election-results\/2018\/house\/\" target=\"_blank\" rel=\"noopener noreferrer\">battleground district<\/a> and was targeted by the Democrats as a seat to flip, with Delgado winning 51.4% of the vote. Biden won the district by 1.5 percentage points in 2020.<\/p>\n<p>Delgado resigned his seat after being selected by Democratic New York Gov. Kathy Hochul to be the state\u2019s new lieutenant governor earlier this year.<\/p>\n<p>\u201cPeople are engaged, they want to vote against the failed policies of Joe Biden and they want a change from one-party rule,\u201d Molinaro said. \u201cEvery single voter I speak to is concerned about inflation, or the disastrous cashless bail laws that have made us less safe.\u201d<\/p>\n<p>Molinaro ran for governor in 2018, but <a href=\"https:\/\/www.politico.com\/election-results\/2018\/new-york\/governor\/\" target=\"_blank\" rel=\"noopener noreferrer\">lost<\/a> to former Gov. Andrew Cuomo. He has been active in politics since he was 18 years old when he was first elected\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=deDbGaHA3QE\" target=\"_blank\" rel=\"noopener noreferrer\">mayor of Tivoli,<\/a> New York, and has served as Dutchess County executive since 2012.<\/p>\n<p>As of late July, the special election is considered a toss-up or leaning Republican, according to <a href=\"https:\/\/ballotpedia.org\/New_York%27s_19th_Congressional_District_special_election,_2022\" target=\"_blank\" rel=\"noopener noreferrer\">BallotPedia<\/a>. But Ryan has endorsed the <a href=\"https:\/\/twitter.com\/patryanuc\/status\/1553120411906441219?s=21&#038;t=8pS3EnDlvnaF1lSe3EhmnA\" target=\"_blank\" rel=\"noopener noreferrer\">Inflation Reduction Act,<\/a> which experts say would <a href=\"https:\/\/www.finance.senate.gov\/imo\/media\/doc\/jct_distributional_effects_inflation_reduction_act.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">increase taxes<\/a>.<\/p>\n<p>A spokesman for the Molinaro campaign called Ryan a \u201chypocrite\u201d who takes corporate money \u201claundered through Democratic committees like the Democratic Congressional Campaign Committee,\u201d and is out of touch with voters on the issue of abortion.<\/p>\n<p>\u201cThere has never been a clearer choice for voters between Democrats\u2019 crushing inflation and gas prices, and Marc Molinaro who has cut taxes and reduced the size of government,\u201d said New York GOP spokesperson Jessica Proud to the DCNF. \u201cThe red wave is going to surge through the Hudson Valley when they send him to Congress.\u201d<\/p>\n<p>Molinaro has managed to out-fundraise Ryan by almost half a million dollars, according to <a href=\"https:\/\/www.fec.gov\/data\/candidate\/H8NY19223\/?cycle=2022&#038;election_full=true\" target=\"_blank\" rel=\"noopener noreferrer\">Federal Election Commission filings<\/a>. Molinaro has almost $1 million on hand.<\/p>\n<p>Polling has indicated that the GOP is expected to retake the House of Representatives, according to\u00a0<a href=\"https:\/\/projects.fivethirtyeight.com\/2022-election-forecast\/house\/?cid=rrpromo\" target=\"_blank\" rel=\"noopener noreferrer\">FiveThirtyEigh<\/a>t analysis.
