Joe Manchin of West Virginia and Chuck Schumer of New York includes $80 billion in new funding for the Internal Revenue Service (IRS) that will allow the agency to set its sights on middle-class Americans.<\/p>\n<p class=\"css-xbvutc-Paragraph e3t0jlg0\" data-type=\"paragraph\">Increases in IRS funding are laid out in Section 10301 of the 725 page \u201c<a href=\"https:\/\/www.democrats.senate.gov\/imo\/media\/doc\/inflation_reduction_act_of_2022.pdf\">Inflation Reduction Act,<\/a>\u201d and the lion\u2019s share of the funding \u2014 $45.6 billion \u2014 is earmarked for \u201cenforcement,\u201d including \u201clitigation,\u201d \u201ccriminal investigations,\u201d \u201cinvestigative technology,\u201d and \u201cdigital asset monitoring.\u201d Proponents argue that the funding will allow the IRS to bring in more than <a href=\"https:\/\/taxfoundation.org\/inflation-reduction-act\/\">$200 billion<\/a> in additional revenue from those under-reporting income, but skeptics like The Wall Street Journal editorial board <a href=\"https:\/\/www.wsj.com\/articles\/the-irs-is-about-to-go-beast-mode-chuck-schumer-joe-manchin-audit-taxes-middle-class-joe-biden-11659477320\">argue<\/a> that much of this funding will come straight out of middle-class and upper middle-class Americans\u2019 wallets \u201cbecause that\u2019s where the money is.\u201d<\/p>\n<p data-type=\"paragraph\">Taxpayers with adjusted gross incomes below $75,000 would ultimately shoulder an estimated $136 billion of the IRS\u2019 proposed revenue increase\u00a0within the Manchin-Schumer package, according to estimates that the Heritage Foundation\u2019s senior tax policy analyst, Preston Brashers, shared with the Daily Caller News Foundation.<\/p>\n<p data-type=\"paragraph\">Between 78% and 90% of the expected returns would come from those making under $200,000 a year, while just 4% to 9% would come from those making upwards of $500,000, according to <a href=\"https:\/\/www.finance.senate.gov\/imo\/media\/doc\/irs_enforcement_jct_analysis.pdf\">estimates<\/a> on a similar proposed funding increase conducted in the past by the Joint Committee on Taxation.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">$80 billion in new funding for the IRS means:<\/p>\n<p>87,000 new agents<br \/>1.2 million new audits<br \/>800,000 new tax liens<\/p>\n<p>Half of the audits will hit the middle class.<\/p>\n<p>\u2014 Stephen Moore (@StephenMoore) <a href=\"https:\/\/twitter.com\/StephenMoore\/status\/1554869849557442560?ref_src=twsrc%5Etfw\">August 3, 2022<\/a> <\/p>\n<\/blockquote>\n<p data-type=\"paragraph\">The $80 million in funding would be doled out over nine years, and thus would come close to doubling the IRS\u2019 budget of $12.6 on an annual basis.<\/p>\n<p data-type=\"paragraph\">The mega-rich will likely not take much of a hit because the IRS knows they have armies of lawyers and accountants that \u201cmake litigation time-consuming and risky,\u201d the WSJ editorial board argued.<\/p>\n<p data-type=\"paragraph\">This increase in enforcement measures would be on top of tax increases on middle class Americans that are also in the spending package, despite <a href=\"https:\/\/video.foxnews.com\/v\/6310294445112#sp=show-clips\">claims<\/a> from proponents of the bill like by Manchin that \u201cthere\u2019s not one penny of change in taxes.\u201d <strong><a href=\"https:\/\/dailycaller.com\/2022\/08\/01\/inflation-reduction-act-costing-americans-new-taxes\/\">(RELATED: Democrats Claim The \u2018Inflation Reduction Act\u2019 Won\u2019t Raise Taxes.
