AFSCME President Lee Saunders received a salary and disbursements of $367,221. (Chip Somodevilla\/Getty Images)<\/figure>\n<h2>Promoting the Progressive Political Agenda<\/h2>\n<p dir=\"ltr\">While describing itself on\u00a0its website as \u201can independent, nonpartisan policy institute that is dedicated to improving the lives of all Americans through bold, progressive ideas,\u201d Influence Watch exposed CAP as \u201ca liberal Washington, D.C.-based think tank\u201d founded by\u00a0John Podesta.<\/p>\n<p dir=\"ltr\">Podesta, the former White House Chief of Staff for President\u00a0Bill Clinton, was also a counselor to President Barack Obama\u00a0and chair of\u00a0Hillary Clinton\u2019s\u00a02016 presidential campaign. (Courtesy of Americans for Fair Treatment)<\/figure>\n<p dir=\"ltr\">\u201cAFSCME spent more money on lobbying and politics last year than it did on representing its own members,\u201d said\u00a0David Osborne, CEO of <a href=\"https:\/\/americansforfairtreatment.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Americans for Fair Treatment<\/a> (AFFT), in a statement to The Epoch Times. \u201cThat tells us all we need to know about the union\u2019s priorities. They mislead their members by calling themselves a union; the truth is, AFSCME is a progressive political organization.\u201d<\/p>\n<h2>Spending a Lot of Money on Politics<\/h2>\n<p dir=\"ltr\">Suzanne Bates is a senior writer and researcher for AFFT who scrutinizes and reports how unions spend the money collected through membership dues.<\/p>\n<p dir=\"ltr\">According to Bates, AFSCME represents approximately 1.3 million public sector employees across the United States. These are state and federal workers, firefighters, and police officers. (Courtesy of Suzanne Bates)<\/figure>\n<p dir=\"ltr\">\u201cThere\u2019s a misconception out there, especially among union members, that unions can\u2019t spend their dues on politics,\u201d Bates told The Epoch Times. \u201cBut what we have found as we look at the <a href=\"https:\/\/www.dol.gov\/agencies\/olms\/regs\/compliance\/electronic-filing\/LM2GeneralInstruct\">LM-2<\/a>s, which are the forms that unions have to file with the Federal Department of Labor, is that unions are spending a lot of money on politics.\u201d<\/p>\n<p dir=\"ltr\">Essentially, Bates said unions have become a fundraising arm of the Democratic Party.<\/p>\n<p dir=\"ltr\">\u201cThey are huge donors to Democratic candidates and causes and they tend to focus on the more progressive wing of the Democratic Party,\u201d Bates explained, adding that they tend to fund \u201cthe more progressive activism,\u201d which doesn\u2019t necessarily comport with the members\u2019 wishes.<\/p>\n<p dir=\"ltr\">\u201cThere have been a lot of surveys out there about how union members feel about their union\u2019s involvement in politics, and in general, they don\u2019t want their unions to be heavily involved in politics, especially in issues that have nothing to do with their daily work lives,\u201d Bates said.<\/p>\n<h2>The Evolution of Unions<\/h2>\n<p dir=\"ltr\">An October 2020 <a href=\"https:\/\/www.thestrikewave.com\/original-content\/complicated-politics-of-union-members\">report<\/a> from Strike Wave cited data from a survey commissioned by Data for Progress that revealed how the new reality of unions is \u201cat sharp odds with common perceptions of union members as an overwhelmingly Democratic and progressive constituency.\u201d<\/p>\n<p dir=\"ltr\">\u201cAnalysis of the polling data shows that active union members are actually more Republican than non-union members, even though a plurality are Democrats,\u201d the report concluded, adding that\u00a0union members are also \u201csignificantly more likely than the average non-member to hold positive views of capitalism. This is contrary to public perception, especially from the Left, of unions and union members as more friendly toward socialism and more hostile to capitalism.\u201d<\/p>\n<p>According to a September 2021 <a href=\"https:\/\/americancompass.org\/essays\/not-what-they-bargained-for\/\">American Compass survey<\/a> of 3,000 potential union members from the ages of 18 to 65, \u201cexcessive engagement in politics is the number one obstacle to a robust American labor movement.\u201d<\/p>\n<p>By a margin of 3\u20131, survey respondents\u00a0said they would prefer a union that focused only on workplace issues over one that was also engaged in national politics.<\/p>\n<p>Asked about the various activities a union may pursue, half of the survey participants said they preferred collective bargaining and providing training and benefits. Only three percent favored a focus on politics.<\/p>\n<h2>Exodus Started With Janus Ruling<\/h2>\n<p>While union leaders claim to focus their efforts on protecting the common interests of the workers, a growing number of people are leaving unions as they see greater sums of their dues being used to push an increasingly more progressive political agenda, rather than fighting for issues that benefit them directly.<\/p>\n<p>The greatest catalyst of the membership exodus was the June 27, 2018, ruling by the Supreme Court in\u00a0Janus v. AFSCME (<a href=\"https:\/\/static1.squarespace.com\/static\/5a1dc4b849fc2bfdcef4e8ac\/t\/5b339fef352f535c7e8c6720\/1530109935803\/Janus+v.+AFSCME+Decision.pdf\">pdf<\/a>)\u00a0stating that nonunion government workers can no longer be forced to pay the union\u2019s \u201cagency fees\u201d as a condition of working in public service.<\/p>\n<p>\u201cSo many of us have been forced to pay for political speech and policy positions with which we disagree, just so we can keep our jobs,\u201d said Mark Janus, the plaintiff in the case, after the ruling. \u201cThis is a victory for all of us. (Alex Wong\/Getty Images)<\/figure>\n<p>Janus filed his case in Illinois in 2015 with free legal representation from the <a href=\"https:\/\/libertyjusticecenter.org\/cases\/janus-v-afscme\/\">Liberty Justice Center<\/a> and the <a href=\"https:\/\/www.nrtw.org\/janus\/\">National Right to Work Legal Defense Foundation<\/a>.<\/p>\n<p>According to Jeffrey M. Schwab, lead attorney for Liberty Justice Center, \u201cone problem people face in the wake of the Janus ruling is that a lot of people don\u2019t know about Janus.\u201d<\/p>\n<p>\u201cObviously, a lot of people think unions are valuable and that\u2019s fine,\u201d Schwab told The Epoch Times. \u201cThey can continue to join unions if they want. The important thing about Janus is if you don\u2019t support what the unions do, you shouldn\u2019t have to fund them.\u201d<\/p>\n<h2>It\u2019s All About Choice<\/h2>\n<p>Schwab also explained that while Janus has a provision that requires unions and public sector employers to inform employees that they are not required to join and pay dues, some unions and public employers are not following the law, so people are signing up to join unions and paying dues because they believe they have to.<\/p>\n<p>When the employees find out they had the right to decline, they\u2019re stuck in the union paying dues for the full term of the contract they signed, which is generally for a year.<\/p>\n<p>\u201cWe had a lot of cases after Janus from all types of different clients with different reasons for not wanting to join a union,\u201d Schwab explained.<\/p>\n<figure id=\"attachment_4631018\" class=\"wp-caption alignleft\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2022\/07\/29\/Jeff-Schwab-Headshot-1200x1798.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"lazy wp-image-4631018 size-medium_vertical\" src=\"https:\/\/www.theepochtimes.com\/assets\/themes\/eet\/images\/white.png\" data-src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/08\/Jeff-Schwab-Headshot-234x350-1.jpg\" alt=\"Jeff Schwab, lead attorney at The Liberty Center.\" width=\"234\" height=\"350\" \/><figcaption class=\"wp-caption-text\"><noscript><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-4631018 size-medium_vertical\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/08\/Jeff-Schwab-Headshot-234x350-1.jpg\" alt=\"Jeff Schwab, lead attorney at The Liberty Center.\" width=\"234\" height=\"350\" \/><\/noscript><\/figcaption><\/a> Jeff Schwab, lead attorney at The Liberty Center. (Courtesy of Jeff Schwab)<\/figure>\n<p>\u201cSome workers don\u2019t agree with the union\u2019s politics,\u201d he explained, adding that others \u201cdon\u2019t believe the union represents them well enough.\u201d While some might agree with the union\u2019s politics, or even prefer that the union\u2019s politics [are] a little stronger, others don\u2019t see the political agenda they support as being in their best interest so they simply decide they don\u2019t want to fund the union anymore.<\/p>\n<p>\u201cThe benefit of Janus is that if you don\u2019t want to contribute to a union that contributes to political candidates and causes, now you don\u2019t have to,\u201d Schwab said.<\/p>\n<h2>Choice Equals Exodus<\/h2>\n<p>In 2020, <a href=\"https:\/\/news.bloomberglaw.com\/daily-labor-report\/unions-fend-off-membership-exodus-in-2-years-since-janus-ruling\">Bloomberg Law<\/a> reported that unions were struggling to fend off a \u201cmembership exodus\u201d in the two years following the ruling.<\/p>\n<p>While AFSCME added 40,000 full-time members between 2017 and 2019, another 110,000 dues-paying members left the union as a result of the Janus decision. The Service Employees International Union (SEIU) lost an additional 55,000 union members during the same period.<\/p>\n<p>According to a 2021 report\u00a0(<a href=\"https:\/\/www.bls.gov\/news.release\/pdf\/union2.pdf#:~:text=In%202021%2C%20the%20number%20of%20wage%20and%20salary,the%20U.S.%20Bureau%20of%20Labor%20Statistics%20reported%20today.\">pdf<\/a>) by the Bureau of Labor Statistics, union membership dropped by another 10.3 percent in 2021, a loss of 241,000 members. That\u2019s on top of the\u00a010.8 percent decline recorded in 2020.<\/p>\n<p>\u201cIt shows the importance of Janus,\u201d Schwab said.\u00a0\u201cPeople are leaving unions because they were unhappy with the status of the unions.\u201d<\/p>\n<p dir=\"ltr\">Bates said unions have undergone a metamorphosis since Janus. While private sector union leaders have more interest in representing their members, public sector union leaders have an obvious incentive to engage in activities that will grow the size and cost of government by promoting candidates and causes that will in turn benefit unions, she said.<\/p>\n<p dir=\"ltr\">\u201cThis has really changed what unions stand for and what they advocate for at the state and national level,\u201d Bates said.<\/p>\n<p dir=\"ltr\">She also noted how AFSCME has been plagued by corruption in the past.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In January 2000, The New York Times <a href=\"https:\/\/www.nytimes.com\/2000\/01\/21\/us\/document-details-abuses-in-a-union-of-civil-servants.html#:~:text=An%20internal%20union%20report%20lays%20out%20a%20picture,American%20Federation%20of%20State%2C%20County%20and%20Municipal%20Employees.\">exposed the corrupt activities<\/a> of 35 AFSCME union officials, including the $2.2 million misappropriated by a\u00a0District Council 37 official, the $51,000 stolen\u00a0by a District Council 20 senior official in Washington, the $96,000 stolen by the treasurer of Local 366 in Milwaukee, and the $13,500 in union checks the treasurer of a municipal workers\u2019 local in Elkhart, Ind., wrote for his personal benefit.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">There was also the $761,000 embezzled by Thomas W. Waters, the secretary-treasurer of District Council 20 in Washington, and the\u00a0$73,500 embezzled by Barbara T.
