Joe Manchin\u2019s budget reconciliation agreement.<\/p>\n<p>The <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/3373\/text\" target=\"_blank\" rel=\"noopener noreferrer\">Honoring Our PACT Act of 2022<\/a> first passed the upper chamber in June <a href=\"https:\/\/www.senate.gov\/legislative\/LIS\/roll_call_votes\/vote1172\/vote_117_2_00230.htm\" target=\"_blank\" rel=\"noopener noreferrer\">84-14<\/a>, but grammatical changes in the House-passed version required the Senate to hold another vote on the package on Wednesday, July 27. Twenty-five Republicans withdrew their support from the Honoring Our PACT Act, preventing the bill from reaching <a href=\"https:\/\/www.senate.gov\/legislative\/LIS\/roll_call_votes\/vote1172\/vote_117_2_00272.htm\" target=\"_blank\" rel=\"noopener noreferrer\">60<\/a> votes and clearing a filibuster.<\/p>\n<p>Since the legislation did not substantively change between the two votes, many Democrats claimed that Republicans switched their votes out of anger toward the reconciliation deal. Manchin <a href=\"https:\/\/dailycaller.com\/2022\/07\/27\/joe-manchin-will-support-reconciliation-package\/\">announced<\/a> Wednesday that he and Schumer would put forward the Inflation Reduction Act, which includes more than $700 billion in new spending. <a href=\"https:\/\/dailycaller.com\/2022\/07\/29\/inflation-reduction-schumer-manchin-wharton\/\"><strong>(RELATED: Dems\u2019 \u2018Inflation Reduction Act\u2019 Will Have No Effect On Inflation, Analysis Finds)<\/strong><\/a><\/p>\n<p>\u201cThe more charitable explanation is that 30 Republicans just changed their mind,\u201d Democratic Connecticut Sen. Chris Murphy <a href=\"https:\/\/www.murphy.senate.gov\/newsroom\/press-releases\/murphy-on-failed-pact-act-vote-did-republicans-decide-to-take-their-anger-out-on-vulnerable-veterans\">said<\/a> in a floor speech. \u201cThe less charitable explanation is this, Republicans are mad that Democrats are on the verge of passing climate change legislation and have decided to take out their anger on vulnerable veterans. Because that\u2019s the other thing that\u2019s changed in the last three weeks.\u201d<\/p>\n<p><span class=\"css-901oao css-16my406 r-poiln3 r-bcqeeo r-qvutc0\">Comedian Jon Stewart, a prominent supporter of the legislation, <a href=\"https:\/\/twitter.com\/jonstewart\/status\/1553207434386317312\">accused<\/a> Republican Sens. Ted Cruz of Texas and Pat Toomey of Pennsylvania of \u201crally[ing] the forces of misinformation\u201d <a href=\"https:\/\/twitter.com\/jonstewart\/status\/1553207439742435328\">alongside<\/a> their \u201cband of merry monsters.\u201d<br \/><\/span><\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Blocking veterans benefits out of spite and celebrating with a fist bump is a mind-boggling act of disrespect. The only way for Republicans to make this right is to pass the PACT Act on Monday. America is watching.<\/p>\n<p>\u2014 Sheldon Whitehouse (@SenWhitehouse) <a href=\"https:\/\/twitter.com\/SenWhitehouse\/status\/1553795415740391425?ref_src=twsrc%5Etfw\">July 31, 2022<\/a><\/p>\n<\/blockquote>\n<p>Toomey, who voted against the legislation in June, introduced an <a href=\"https:\/\/www.congress.gov\/congressional-record\/volume-168\/issue-123\/senate-section\/article\/S3643-2\">amendment<\/a> that would convert mandatory spending into discretionary spending, but Senate Majority Leader Chuck Schumer of New York did not allow a vote on the proposal. Toomey\u2019s amendment changes the funding from \u201csuch sums as are necessary\u201d for \u201cthe delivery of veterans\u2019 health care,\u201d \u201cexpenses incident to the delivery,\u201d and \u201cmedical and other research,\u201d to $116.6 billion in \u201cdirect spending\u201d to go toward those objectives through 2031. Without the amendment, the Honoring Our PACT Act would add $396 billion in mandatory spending to the federal deficit, according to the <a href=\"https:\/\/www.cbo.gov\/system\/files?file=2022-06\/hr3967_senate_version.pdf\">Congressional Budget Office<\/a>.<\/p>\n<p>Toomey\u2019s office claimed that the mandatory $396 billion \u201clikely will be filled with spending totally unrelated to veterans.\u201d<\/p>\n<p>Overall, the CBO expects the bill to release $667 billion toward veterans\u2019 burn pit exposure care. Proponents like Stewart <a href=\"https:\/\/www.washingtonpost.com\/politics\/2022\/07\/30\/jon-stewart-ted-cruz-veterans-burn-pits\/\">contend<\/a> that stripping this language out would lead to care going unfunded, because the spending has \u201calways been mandatory.\u201d Toomey\u2019s amendment would not impact that top-line number.<\/p>\n<p>\u201cIt\u2019s wrong to use a veterans bill to hide a $400 billion unrelated slush fund. The Senate could have fixed this weeks ago, and we can still fix it now. We can very quickly amend the PACT Act to remove this budget gimmick without reducing spending on veterans in the underlying bill by a single penny,\u201d Toomey said in a statement to the Daily Caller.<\/p>\n<p>The Senate is <a href=\"https:\/\/abc7ny.com\/pact-act-charles-schumer-burn-pits-senate-republicans\/12085511\/\">expected<\/a> to hold another vote on the Honoring Our PACT Act before the August recess.
