warned on Aug. 1 that the country has the \u201ctechnical ability\u201d to produce an atomic bomb but reiterated previous remarks by Iranian officials that the country has no intention of doing so, despite social media accounts linked to Iran\u2019s Islamic Revolutionary Guard Corps (IRGC) threatening to\u00a0produce nuclear warheads for missiles.<\/p>\n<p>Mohammad Eslami, head of the country\u2019s atomic energy organization, made the comments on Monday, according to the semi-official Fars news agency.<\/p>\n<p>Eslami echoed comments\u00a0made last month by Kamal Kharrazi, a senior adviser to Supreme Leader Ali Khamenei, in which he stated that\u00a0Iran has the technical means to build a <a href=\"https:\/\/www.theepochtimes.com\/t-nuclear-bomb\">nuclear bomb<\/a>, but \u201cthere\u00a0has been no decision by Iran to build one.\u201d<\/p>\n<p>\u201cAs Mr. Kharrazi mentioned, Iran has the technical ability to build an atomic bomb, but such a program is not on the agenda,\u201d said Eslami.<\/p>\n<p>Iran has now apparently\u00a0<a href=\"https:\/\/www.theepochtimes.com\/iran-says-60-percent-enrichment-meant-to-show-nuclear-prowess-is-reversible_3783616.html\" target=\"_blank\" rel=\"noopener\">enriched uranium to 60 percent purity<\/a>, 20 to 30 percent below the purity required for building weapons, but\u00a0has long-denied that it is seeking a nuclear weapon.<\/p>\n<p>The 2015 Iran nuclear deal,\u00a0formally known as the Joint Comprehensive Plan of Action (<a href=\"https:\/\/www.theepochtimes.com\/t-jcpoa\" target=\"_blank\" rel=\"noopener\">JCPOA<\/a>), had capped the level of enrichment purity at 3.67 percent\u2014suitable for generating civilian nuclear energy.<\/p>\n<p>Former President Donald Trump\u2019s administration withdrew from that deal in 2018, having previously branded it a\u00a0\u201c<a href=\"https:\/\/www.theepochtimes.com\/trump-withdraws-from-iran-deal-orders-reimposing-highest-level-sanctions_2517377.html\" target=\"_blank\" rel=\"noopener\">horrible, one-sided deal that should have never been made,\u201d<\/a>\u00a0before reimposing tight\u00a0sanctions on the country.<\/p>\n<p>When withdrawing from the deal, Trump said that he refused to allow America to be \u201cheld hostage to nuclear blackmail.\u201d<\/p>\n<h2>Failed Negotiations<\/h2>\n<p>However, President Joe Biden\u2019s administration\u00a0hopes to entice\u00a0Iran back to the 2015 deal in an effort to constrain the country from bolstering its nuclear program, and a broad outline of a revived deal\u00a0was essentially agreed in March.<\/p>\n<p>Talks between the two nations, albeit indirect, have so far proven unsuccessful owing to conflicts over\u00a0Tehran\u2019s demand that Washington provides guarantees that no U.S. president will abandon the deal in the future, something that Biden cannot promise because the\u00a0nuclear deal is a non-binding political understanding and not a legally binding treaty.<\/p>\n<p>Despite the failed talks,\u00a0Iran\u2019s lead negotiator on the deal <a href=\"https:\/\/twitter.com\/Bagheri_Kani\/status\/1553748201005584386\">wrote on Twitter<\/a> on Sunday that his country seeks a \u201cswift conclusion\u201d to the ongoing negotiations and that\u00a0Tehran has responded to European Union foreign policy chief Josep Borrell\u2019s new proposal to end the failed talks.<\/p>\n<p>Ali Bagheri, Iran\u2019s deputy foreign minister, wrote: \u201cWe shared our proposed ideas, both on substance and form, to pave the way for a swift conclusion of Vienna negotiations\u201d and that \u201cwe work closely with our JCPOA partners, in particular the Coordinator, to give another chance to the U.S. to demonstrate good faith &#038; act responsibly.\u201d<\/p>\n<p>\u201cAs Iran, we stand ready to conclude the negotiations in a short order, should the other side be ready to do the same,\u201d\u00a0Bagheri added but did not provide further details as to when the talks would resume.<\/p>\n<h2>Renewed Threats<\/h2>\n<p>Eslami\u2019s comments came after\u00a0Telegram channels linked to the IRGC issued statements\u00a0on Saturday threatening to produce nuclear warheads for missiles.<\/p>\n<p>The IRGC-linked Bisimchi Media (Radioman Media) Telegram channel <a href=\"https:\/\/t.me\/s\/BisimchiMedia\/89986\">published a video<\/a> titled \u201cWhen Will Iran\u2019s Sleeping Nuclear Warheads Awaken,\u201d in which it said that Tehran would start\u00a0building nuclear bombs \u201cin the shortest possible time\u201d if \u201cthe U.S. or the Zionist regime make any stupid mistakes,\u201d according to a translation by <a href=\"https:\/\/www.iranintl.com\/en\/202207301168\">Iran International<\/a>.<\/p>\n<p>The video also states that\u00a0Iran\u2019s ballistic missiles could turn \u201cNew York into hellish ruins\u201d and that \u201cthe\u00a0nuclear facilities of Fordow [fuel enrichment plant] have been built deep under mountains of Iran and are protected against trench-busting bombs and even nuclear explosion\u2026 all infrastructures required for nuclear breakout have been prepared in it,\u201d according to Iran International.<\/p>\n<p>The outlet reported that the video also states that the\u00a0facilities at Natanz\u00a0uranium enrichment site \u201cmay be highly vulnerable to a possible attack by Western powers and Israel\u201d but that \u201cFordow will immediately assume war footing and begin the nuclear breakout project within a short time if Natanz comes under missile attack.\u201d<\/p>\n<div class=\"author_wrapper\">\n<div class=\"one_author_block round\">\n<div
