We are a community in crisis \u2014 with fatherless homes, near non-existent marriage rates and spiraling black-on-black crime challenging us to the core.<\/p>\n<p>We must chart a new course.<\/p>\n<p>As a boy, I lived in poverty with my divorced mother in the gang-and-drug-infested housing projects of late 1960s Harlem. From there, I was uprooted to a trailer park in Oklahoma to live with my father. I\u2019ve witnessed how government-sanctioned poverty and failing inner city schools impacted my own family. All three of my siblings never finished high school, and all three ended up incarcerated. My mother \u2014 in despair \u2014 eventually took her own life in 1988.<\/p>\n<figure class=\"wp-block-image size-large is-resized\"><a href=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/07\/kendall-qualls.jpg\"><\/a><figcaption>Qualls, who recently ran for Minnesota governor, wants to inspire African-Americans to embrace a \u201cvictor\u201d mentality to help them succeed in life. <\/figcaption><figcaption><span class=\"credit\">AP<\/span><\/figcaption><\/figure>\n<p>By the grace of God, I escaped that life, got an education, married and raised five children \u2014 now aged 18 to 28 \u2014 who are serving their communities. Whereas all of my siblings experienced a revolving door of partners and relationships; I am the only one among us who has remained with one spouse.<\/p>\n<p>I pledged that my family would never experience the insecurity of a broken family or the poverty and violence of the slums.\u00a0But I want the same for my community, too. <\/p>\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/07\/baltimore-patterson-high-school.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/08\/baltimore-patterson-high-school.jpg\" alt=\"Qualls says public high schools like this one in Baltimore are allowing students to graduate without basic reading or arithmetic skills. Since 1968, there has been a fourfold increase in the number of unmarried parents, <a href=\"https:\/\/www.pewresearch.org\/social-trends\/2018\/04\/25\/the-changing-profile-of-unmarried-parents\/\" target=\"_blank\" rel=\"noreferrer noopener\">according to Pew Research<\/a>. But <a href=\"https:\/\/www.census.gov\/library\/stories\/2021\/04\/number-of-children-living-only-with-their-mothers-has-doubled-in-past-50-years.html\" target=\"_blank\" rel=\"noreferrer noopener\">Census data show<\/a> this trend especially applies to black families: In 2020, just 41.3% of black kids were growing up in a two-parent home, compared to 78.6% of white kids. Most black kids today can\u2019t remember a time when black marriage was the norm. And with the influence of the black church waning, there is little moral authority to reverse this trend, a phenomenon I call \u201ccultural genocide.\u201d<\/p>\n<p>My Minneapolis-based nonprofit foundation, <a href=\"https:\/\/takechargemn.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">TakeCharge<\/a>, is working to reverse this problem \u2014 and to elevate those who are voicing a more critical view of the challenges black families face.\u00a0<\/p>\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/07\/student-schoolwork.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/08\/student-schoolwork.jpg\" alt=\"As recent data from Mississippi confirms, when black students are expected to perform \u2014 they do it. The state, which mandated literacy proficiency, has some of the top student-readers (of all races) in the nation.  <\/figcaption><figcaption><span class=\"credit\">Shutterstock<\/span><\/figcaption><\/figure>\n<p>To do this, we have produced a documentary, \u201c<a href=\"https:\/\/www.iamavictor.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">I AM A VICTOR<\/a>.\u201d\u00a0 Our message counters the prevailing narrative regarding race and opportunity in the United States. As we see it, the promise of America is available to anyone, regardless of race or social standing.\u00a0We are not victims.<\/p>\n<p>Our film is a call to action from the black community to the black community to return to our cultural roots of faith, family and education.\u00a0<\/p>\n<p>Many black youths today are raised with little sense of hope or expectations.\u00a0Take the example of Baltimore, where <a href=\"https:\/\/www.wmar2news.com\/news\/local-news\/attorney-ben-crump-joins-lawsuit-against-bcpss-alleging-decades-old-system-failures\">a group of black families last month sued the school district for<\/a> the \u201cinjustice\u201d of failing to educate their children.<\/p>\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/07\/harlem-1970s.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/08\/harlem-1970s.jpg\" alt=\"Qualls spent his early years living in squalor in 1960s-era Harlem, a period when much of the neighborhood fell victim to drug dealing. Qualls promised himself \u2014 and his family \u2014 that he would never live like this again.  <\/figcaption><figcaption><span class=\"credit\">Getty Images<\/span><\/figcaption><\/figure>\n<p>The situation is so dire in that city that students are graduating from local public schools <a href=\"https:\/\/foxbaltimore.com\/news\/project-baltimore\/baltimore-city-student-graduates-without-learning-read-patterson-high-school-project-baltimore-debora-prestileo\" target=\"_blank\" rel=\"noreferrer noopener\">without being able to read.<\/a> Meanwhile, a whopping 77% of high schoolers at one Baltimore high school are reading at an elementary level, while 41% of BCPS high school students earned <a href=\"https:\/\/foxbaltimore.com\/news\/project-baltimore\/baltimore-city-schools-41-of-high-school-students-earn-below-10-gpa\" target=\"_blank\" rel=\"noreferrer noopener\">below a 1.0 grade-point average last year<\/a>. And this is just one American city. Public schools in nearly every major inner city have produced generations of semi-literate kids unable to enter the job market because of limited marketable skills.<strong>\u00a0<\/strong><\/p>\n<p>To achieve change, the black community must unify around two key messages: Boosting education expectations and restoring fathers to the home. How can we achieve this? First, invest in church-based education and not just traditional \u2014 and failing \u2014 public schooling. Second, insist that welfare programs are a temporary rather than permanent way of life \u2014 with benefits limited to a maximum of five to seven years. He advocates for the return of two-parent black families. <\/figcaption><figcaption><span class=\"credit\">Shutterstock<\/span><\/figcaption><\/figure>\n<p>Such strategies can (and do) work: In Mississippi, for instance, black students who once scored poorly on standardized reading tests are now performing at some of the highest levels in the nation. One reason for this turnaround, say local leaders, is the Literacy-Based Promotion Act, implemented in 2013, which <a href=\"https:\/\/mississippitoday.org\/2019\/10\/30\/results-are-in-mississippi-students-no-1-in-the-country-for-reading-gains\/\" target=\"_blank\" rel=\"noreferrer noopener\">requires third-graders to pass a reading test<\/a> before they can be promoted to the fourth grade.<\/p>\n<p>Our community can rise when expectations rise for it. Now is the time to raise them even further. Let\u2019s stop buying the victim narrative and restore our families and communities.
