The deployment comes as Speaker of the House Nancy Pelosi <a href=\"https:\/\/www.19fortyfive.com\/2022\/07\/could-nancy-pelosi-start-a-war-with-china-if-she-visits-taiwan\/\">prepares<\/a> for a <a href=\"https:\/\/www.19fortyfive.com\/2022\/07\/is-a-china-crisis-now-inevitable\/\">possible visit<\/a> to <a href=\"https:\/\/www.19fortyfive.com\/2022\/06\/taiwan-wants-and-has-independence-heres-why\/\">Taiwan<\/a>.\n<\/p>\n<p>\u201cUSS\u00a0<em>Ronald Reagan<\/em>\u00a0and her strike group are underway, operating in the South China Sea following a successful port visit to Singapore,\u201d Commander Hayley Sims\u00a0<a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/us-carrier-strike-group-returns-south-china-sea-amid-taiwan-tensions-2022-07-28\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.reuters.com\/world\/asia-pacific\/us-carrier-strike-group-returns-south-china-sea-amid-taiwan-tensions-2022-07-28\/&#038;source=gmail&#038;ust=1659187028390000&#038;usg=AOvVaw2pwai2gcs72treSA0E5Tk1\">said in a statement to Reuters<\/a>.\n<\/p>\n<p>The presence of the carrier is likely to irk Beijing, which has claimed sovereignty over Taiwan and the Taiwan Strait, the relatively narrow strip of ocean between the self-governing island and the Chinese mainland. The Chinese military has frequently\u00a0<a href=\"https:\/\/www.foxnews.com\/politics\/us-aircraft-carrier-strike-group-move-south-china-sea-pelosi-plans-possible-taiwan-visit\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.foxnews.com\/politics\/us-aircraft-carrier-strike-group-move-south-china-sea-pelosi-plans-possible-taiwan-visit&#038;source=gmail&#038;ust=1659187028390000&#038;usg=AOvVaw3w3byeMq0AN-JUK0artsoH\">sent planes into the area,<\/a>\u00a0testing Taiwan\u2019s air defense zone. Tensions remain high, and the deployment of U.S. Navy carriers is why the People\u2019s Liberation Army (PLA) has sought to develop so-called \u201ccarrier-killer\u201d missiles.\n<\/p>\n<p>While the People\u2019s Liberation Army Navy (PLAN)\u00a0<a href=\"https:\/\/news.usni.org\/2022\/06\/17\/china-launches-third-aircraft-carrier-as-u-s-wraps-major-pacific-exercise\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/news.usni.org\/2022\/06\/17\/china-launches-third-aircraft-carrier-as-u-s-wraps-major-pacific-exercise&#038;source=gmail&#038;ust=1659187028390000&#038;usg=AOvVaw1VI0apIaDXiXLsYALN9sHh\">launched its third carrier<\/a>, the Type 003\u00a0<a href=\"https:\/\/www.19fortyfive.com\/2022\/06\/fujian-chinas-new-aircraft-carrier-is-important-but-no-game-changer\/\"><em>Fujian<\/em><\/a>, last month, its leadership knows that can\u2019t go carrier-to-carrier against the U.S. Navy, which\u00a0<a href=\"https:\/\/www.businessinsider.com\/why-the-us-shouldnt-fear-chinas-new-aircraft-carrier-fujian-2022-7\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.businessinsider.com\/why-the-us-shouldnt-fear-chinas-new-aircraft-carrier-fujian-2022-7&#038;source=gmail&#038;ust=1659187028390000&#038;usg=AOvVaw09Gljf-LmqafQXYfYyfcyU\">operates 11 nuclear-powered flattops<\/a>\u00a0along with nine amphibious assault ships (LHDs), which are used to maintain force projection around the world.<\/p>\n<p><strong>Lessons From History<\/strong>\n<\/p>\n<p>In 1954-55, and again in 1958, the tensions between the People\u2019s Republic of China (PRC) and Taiwan \u2013 officially the Republic of China (ROC) \u2013 even\u00a0<a href=\"https:\/\/history.state.gov\/milestones\/1953-1960\/taiwan-strait-crises\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/history.state.gov\/milestones\/1953-1960\/taiwan-strait-crises&#038;source=gmail&#038;ust=1659187028390000&#038;usg=AOvVaw0Ap0mgVKkcFIVuEGr_dt8T\">resulted in armed conflict<\/a>. It wasn\u2019t a full-blown war, but it was still a serious matter that involved the PRC bombing islands controlled by the ROC.<\/p>\n<p>The situation nearly reached a boiling point again in 1996, during the so-called \u201cThird Taiwan Strait Crisis,\u201d which began with a seemingly insignificant moment nearly a year earlier. In May 1995, then President Bill Clinton granted Lee Teng-hui, the then president of the Republic of China (Taiwan),\u00a0<a href=\"https:\/\/www.upi.com\/Archives\/1995\/05\/22\/Clinton-backs-visit-by-Taiwanese-leader\/4880801115200\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.upi.com\/Archives\/1995\/05\/22\/Clinton-backs-visit-by-Taiwanese-leader\/4880801115200\/&#038;source=gmail&#038;ust=1659187028390000&#038;usg=AOvVaw22ai5pQzECaNQS-jRuErJJ\">a visa to visit the United States<\/a>\u00a0so that the ROC official could attend a reunion at Cornell University.\n<\/p>\n<p>Beijing didn\u2019t take the matter lightly, and the situation simmered until the PLA carried out military exercises in March 1996 that included the live fire of missiles, allegedly intended to intimidate the Taiwanese electorate in the run-up to that year\u2019s presidential election.<\/p>\n<p><strong>U.S. Response Remembered<\/strong>\n<\/p>\n<p>On March 10, 1996, the White House ordered\u00a0<a href=\"https:\/\/www.aei.org\/articles\/reflections-on-25-years-ago-risks-for-a-fourth-taiwan-strait-crisis\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.aei.org\/articles\/reflections-on-25-years-ago-risks-for-a-fourth-taiwan-strait-crisis\/&#038;source=gmail&#038;ust=1659187028390000&#038;usg=AOvVaw2HzWXitaerWBSE7HZb8mCT\">two aircraft carriers to the region<\/a>: the\u00a0<em>Forrestal<\/em>-class USS\u00a0<em>Independence<\/em>\u00a0(CV-62) proceeded from Japan to Taiwan-adjacent waters; while the USS\u00a0<em>Nimitz<\/em>\u00a0(CVN-68) departed the Persian Gulf and sailed for the Philippine Sea. The two flattops were also joined by the<em>\u00a0Belleau Wood\u00a0<\/em>SAG (Surface Air Group), which\u00a0included the\u00a0<em>Tawara<\/em>-class amphibious assault ship USS\u00a0<em>Belleau Wood\u00a0<\/em>(LHA-3) and the 31st Marine Expeditionary Unit.\n<\/p>\n<p>It would be fair to describe the deployment as a<a href=\"http:\/\/trinitamonti.org\/2020\/09\/30\/gunboat-diplomacy-in-the-taiwan-strait-dispute\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=http:\/\/trinitamonti.org\/2020\/09\/30\/gunboat-diplomacy-in-the-taiwan-strait-dispute\/&#038;source=gmail&#038;ust=1659187028390000&#038;usg=AOvVaw3aLQj8yThYXxJuhpucDBmw\">\u00a0late 20th-century version of \u201cgunboat diplomacy\u201d<\/a>\u00a0\u2013 however, it was one that involved carriers and amphibious assault ships.\n<\/p>\n<p>While China conducted a fourth and final missile test on March 13 and a joint ground, air, and naval exercise a few days later, tensions soon cooled. As has been noted in the years since\u00a0<a href=\"https:\/\/adst.org\/2015\/05\/taiwan-vs-china-saber-rattling-over-the-third-taiwan-strait-crisis\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/adst.org\/2015\/05\/taiwan-vs-china-saber-rattling-over-the-third-taiwan-strait-crisis\/&#038;source=gmail&#038;ust=1659187028390000&#038;usg=AOvVaw1KEb_s-XyU9hm6WVfxIHwh\">Beijing may not have been happy<\/a>\u00a0with Washington\u2019s exercise of gunboat diplomacy, but it couldn\u2019t really do much. The PRC\u2019s symbolic gesture \u2013 its joint military exercises \u2013 was matched with an equal symbolic gesture, the arrival of the U.S. Navy.\n<\/p>\n<p><strong>Carrier Killers?<\/strong>\n<\/p>\n<p>It has been more than 26 years since the Third Taiwan Strait Crisis, and by some accounts, for the past three years (at least) we\u2019ve been witnessing a\u00a0<a href=\"https:\/\/www.crisisgroup.org\/asia\/north-east-asia\/taiwan-strait\/taiwan-strait-iv-how-ultimate-political-settlement-might-look\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.crisisgroup.org\/asia\/north-east-asia\/taiwan-strait\/taiwan-strait-iv-how-ultimate-political-settlement-might-look&#038;source=gmail&#038;ust=1659187028390000&#038;usg=AOvVaw1tPpg8mJmtVFJ9HnT2NOjO\">de facto Fourth Taiwan Strait Crisis<\/a>. The difference this time is that Beijing has ensured it has the weapons to counter the U.S. Navy\u2019s carriers.\n<\/p>\n<p>This includes its <a href=\"https:\/\/www.19fortyfive.com\/2020\/11\/chinas-df-21d-and-df-26b-asbms-is-the-u-s-military-ready\/\">DF-21D<\/a> and DF-26B anti-ship ballistic missiles, and it was just two years ago, in late summer 2020, that China conducted test launches of both platforms into the South China Sea. Those tests came just one day after Beijing accused the United States of sending a U-2 spy plane into a \u201cno-fly zone\u201d during a PLAN live-fire naval drill in the Bohai Sea off China\u2019s north coast.\n<\/p>\n<p>China first unveiled its road-mobile, two-stage solid-fueled intermediate-range ballistic (IRBM) DF-26B (Dong Feng-26) during a military parade in September 2015. It has a\u00a0<a href=\"https:\/\/missilethreat.csis.org\/missile\/dong-feng-26-df-26\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/missilethreat.csis.org\/missile\/dong-feng-26-df-26\/&#038;source=gmail&#038;ust=1659187028390000&#038;usg=AOvVaw1SDy8-QX-JCF6eSo2tkaEI\">reported range of 4,000km<\/a>\u00a0(2,485 miles) and it can be used in both conventional and nuclear strikes against ground as well as naval targets.\n<\/p>\n<p>The mobile launcher can carry a 1,200 to 1,800 kg nuclear or conventional warhead; and as it could directly strike a target such as the U.S. territory of Guam, in the event of war it should be seen as a formidable weapon. Even more ominously, the DF-26B has been\u00a0<a href=\"https:\/\/www.globalsecurity.org\/wmd\/world\/china\/df-26.htm\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.globalsecurity.org\/wmd\/world\/china\/df-26.htm&#038;source=gmail&#038;ust=1659187028390000&#038;usg=AOvVaw2aIsnhrXU4dZzjj7QIDSiu\">described as a \u201ccarrier killer\u201d<\/a>\u00a0due to how it could be used to target the U.S. Navy\u2019s fleet of\u00a0<em>Nimitz<\/em>\u2013 and\u00a0<em>Ford<\/em>-class nuclear-powered supercarriers.\n<\/p>\n<p>What is also noteworthy about the DF-26B is that it is a\u00a0<a href=\"https:\/\/armscontrolcenter.org\/wp-content\/uploads\/2017\/02\/INF-Treaty-Factsheet.pdf\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/armscontrolcenter.org\/wp-content\/uploads\/2017\/02\/INF-Treaty-Factsheet.pdf&#038;source=gmail&#038;ust=1659187028390000&#038;usg=AOvVaw3RuRREkqsjndD_6ukItpdv\">dual-capable missile<\/a> with intermediate range. Ground-fired intermediate-range missiles are banned by the Intermediate-range Nuclear Forces Treaty signed by the United States and the Soviet Union at the end of the Cold War. As China was never invited to join the agreement, and apparently would never abide by it, the United States withdrew from the treaty during the Trump administration citing Beijing\u2019s deployment of such weapons as a justification.\n<\/p>\n<p>The other missile that is currently in Beijing\u2019s arsenal has been seen as just as worrisome. It is the DF-21D, which has been described as the world\u2019s first anti-ship ballistic missile (ASBM) or \u201ccarrier killer.\u201d The DF-21D first entered service more than 30 years ago in a ground attack format and replaced the obsolete Dong Feng-2 (CSS-1) and has been massively upgraded throughout the 2000s and into the 2010s. It became China\u2019s first solid-fuel road-mobile missile. The missiles have a range of at least 1,000 miles according to most experts. That could make it <a href=\"https:\/\/missilethreat.csis.org\/missile\/df-21\/\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/missilethreat.csis.org\/missile\/df-21\/&#038;source=gmail&#038;ust=1659187028390000&#038;usg=AOvVaw2Q8LJG30lDIXwBMb_04v2o\">instrumental in striking a vessel<\/a>\u00a0in the open ocean or denying access to a potential opponent in transiting to a conflict zone in waters that Beijing seeks to control, such as the East or South China Seas.\n<\/p>\n<p>The DF-21D had entered service in the early 1990s, yet, but was not ready to serve as a carrier-killer missile in any sense.
