The report found that China \u2014 which <a href=\"https:\/\/www.cnbc.com\/2022\/07\/18\/china-holdings-of-us-debt-fall-below-1-trillion-for-the-first-time-since-2010.html\">holds<\/a> nearly $1 trillion in Treasury securities \u2014 has used talent plan recruitment and promises of academic positions in an effort to gain influence and glean information from the central bank.<\/p>\n<p>\u201cThe Chinese government makes no secret of wanting to be the world superpower,\u201d the report said. \u201cNo sector or institution is off limits, and China has shown that it will use any means necessary to achieve its goals.\u201d<\/p>\n<p>China has been conducting its campaign against the Federal Reserve since at least 2013, according to the report, with investigators identifying 13 \u201cpersons of interest\u201d at eight of the 12 regional Federal Reserve Banks as of 2015, based on their international travel patterns and other factors. The report details five more recent case studies of China seeking sensitive information from American economists, with four of the mentioned individuals retaining their employment at the central bank, a committee aide told <a href=\"https:\/\/www.cnn.com\/2022\/07\/26\/politics\/federal-reserve-republicans-china-report\/index.html\">CNN<\/a>.<\/p>\n<p>An official who had previously held positions at the People\u2019s Bank of China and maintained other links to the Chinese monetary system was forcibly detained on four occasions during a 2019 trip to Shanghai, with Chinese officials allegedly tapping his phones and computers while threatening his family. The Chinese officials claimed that the individual had committed crimes against China and needed to \u201cshare sensitive, non-public economic data\u201d with the nation\u2019s government.<\/p>\n<p>According to the report, the Federal Reserve is \u201cnot aware\u201d of other instances of Chinese officials forcibly detaining its employees.<\/p>\n<p>Another individual likewise maintained close contacts with Chinese nationals, including government officials, and provided modeling code to advance research at Peking University\u2019s National School of Development. The official also has ties to academic organizations affiliated with the Thousand Talents Program \u2014 a Chinese initiative that <a href=\"https:\/\/www.dailywire.com\/news\/harvard-professor-indicted-for-allegedly-lying-about-ties-to-wuhan-university-program-aimed-at-advancing-chinas-science-and-technological-development\">draws<\/a> Western scientists to China to access their work for economic and military advancements.<\/p>\n<p>A third individual, a senior economist at a Federal Reserve Bank, was observed assisting Chinese government news agencies with publications. Two other individuals are likely linked to the Thousand Talents Program.<\/p>\n<p>The report also noted that the Federal Reserve \u201chas been unable to counter China\u2019s malign influence and collection campaign effectively.\u201d It revealed that officials with known ties to talent recruitment programs \u201cretain access to confidential information\u201d \u2014 meaning that the central bank ought to improve relationships with members of the intelligence community and federal law enforcement.<\/p>\n<p>The report recommended passing the <a href=\"https:\/\/www.hsgac.senate.gov\/media\/minority-media\/portman-carper-rubio-applaud-committee-passage-of-bipartisan-safeguarding-american-innovation-act-to-stop-theft-of-us-research-and-intellectual-property-by-global-competitors\">Safeguarding American Innovation Act<\/a> \u2014 a bill sponsored by Sen.
