My lawn is now becoming a public bathroom.\u201d<\/p>\n<p>Hartnett said she has lived in her neighborhood for five years, and she is now fearful of leaving her house just to get to work.<\/p>\n<p>\u201cWhen you have grown men meth raging in your driveway, the last thing I feel safe doing is going out and saying, \u2018Hey, can you please move so I can go to work?&#8217;\u201d she said.\u00a0<\/p>\n<p>Central City Concern Clean Start Crews told KGW8 that residents had reported approximately 1,900 homeless encampments just in the Southeast Portland neighborhood, with 272 sites posing greater health and safety risks.<\/p>\n<p>\u201cI have to report from like four different bureaus,\u201d she said. \u201cAnd I have to report that report to report, and then I have to report that report to a second report \u2014 it\u2019s the only way to get any kind of traction.\u201d\u00a0<\/p>\n<p>\u201cI feel like nobody hears us,\u201d she added. \u201cNobody cares about us.\u201d<\/p>\n<p>Other residents also expressed their concerns for their safety.\u00a0<\/p>\n<p>Tess, who has lived in the neighborhood for 35 years, told KGW8 she now has installed security cameras around her home and boarded up her front door windows after some homeless individuals smashed them.<\/p>\n<p>\u201cScared because I don\u2019t know what they\u2019re going to do next,\u201d she said.\u00a0<\/p>\n<p>Cliff Perce, an employee at Bucket Brigade Sports Bar &#038; Restaurant, said when customers arrive, they are met with people overdosing on the sidewalks in front of the restaurant.\u00a0<\/p>\n<p>However, those experiencing homeless say they want to coexist with the neighborhood but often get mistreated by residents living in a house.<\/p>\n<p>\u201cIt\u2019s just a matter of some homeless people are resentful towards the neighborhood because of the way they treat them,\u201d Jennifer Czupryk, a homeless woman who lives in a broken down van that is parked on a boulevard in Southeast Portland, told KGW8.<\/p>\n<p>Other homeless residents have said they understand the neighborhood\u2019s frustration as the violence has increased among some homeless communities.<\/p>\n<p>\u201cIt\u2019s just gotten more bold \u2014 more rash,\u201d Brendan Harvey, a homeless resident, told KGW8. \u201cPeople aren\u2019t as afraid to do things that are, you know, have to do with criminality.\u201d<\/p>\n<p>Frustrations from the residents are getting louder just as the city\u2019s housing director announced she\u2019s officially resigning on Aug. 1 after five years of leading the city\u2019s response to the affordable housing crisis.<\/p>\n<p>\u201cI can truly say that the work we do at Portland Housing Bureau, alongside our community partners and jurisdictional partners, changes lives for the better,\u201d Shannon Callahan, director of Portland Housing Bureau, <a href=\"https:\/\/www.opb.org\/pdf\/Portland%20Housing%20Bureau%20Director%20Shannon%20Callahan&#039;s%20Departure%20Statement_1658182759454.pdf\">said<\/a>. \u201cIt has been a privilege to work with the dedicated, passionate, and exceptional team of public servants at the bureau.\u201d<\/p>\n<p>Multnomah County, including the City of Portland, tallied its bi-annual Point in Time Count, showing that homelessness increased by 30% since its last count three years ago. In 2019, the count totaled just over 4,000 individuals experiencing homelessness. That number currently stands at 5,228 homeless individuals \u2014 most of which occupy Portland.<\/p>\n<p>However, the city\u2019s Joint Office of Homeless Services <a href=\"https:\/\/www.multco.us\/johs\/news\/news-release-tri-county-point-time-count-numbers-shared-regionally-first-time-show-shifts\">said<\/a> the data should be considered more of an undercount as it doesn\u2019t definitively find, survey, and count every homeless individual.\u00a0<\/p>\n<p>\u201cAcross the country, it is common knowledge that the methodology behind the Point in Time Count is fundamentally flawed,\u201d Dan Ryan, city commissioner and liaison for the Joint Office of Homeless Services, told <a href=\"https:\/\/www.wweek.com\/news\/city\/2022\/05\/04\/new-count-shows-1200-more-homeless-residents-in-multnomah-county-than-three-years-ago\/#:~:text=In%20Multnomah%20County%2C%205%2C228%20homeless,30%25%20increase%20in%20three%20years.\">Willamette Week<\/a>. Multnomah County has added in-depth interviews and layers of complexity to the process.\u00a0<\/p>\n<p>\u201cThis approach gets us even farther from the requirements of this federal compliance exercise, and it simply doesn\u2019t work,\u201d he added.<\/p>\n<p>Adding on to the city\u2019s uptick in homelessness, Oregon Public Broadcasting (OPB) <a href=\"https:\/\/www.opb.org\/article\/2022\/06\/01\/city-of-portland-lost-million-dollars-but-city-leaders-mum\/\">reports<\/a> Callahan\u2019s departure comes two months after the \u201csingle biggest theft in Portland government history\u201d when the housing bureau experienced a \u201ccybersecurity breach.\u201d\u00a0<\/p>\n<p>\u00a0$1.4 million originally meant for a new 100-unit affordable housing project was redirected to a fraudulent account, an anonymous official told OPB.<\/p>\n<p>KGW8 reports the city only has enough resources to remove 50 encampments a week and generally assesses each site within 48 hours after some reports the encampment.\u00a0<\/p>\n<p>\u00a0Officials said they receive hundreds of reports of high-risk sites every day.<\/p>\n<p>\u201cIt is going to take one of us getting severely hurt or killed before they will do anything to come help us,\u201d Hartnett said<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Portland residents cry out for help as homelessness spreads across parts of the city \u2014 including their front yards.\u00a0 \u201cI want to cry,\u201d Christina Hartnett, a resident, told KGW8.\u201d I just want my house back.
