Kharrazi\u2019s warning followed the end of U.S. President Joe Biden\u2019s Middle East trip, where countering Iran and its malign regional behavior was a prominent topic. His comments also come during a pause in U.S.-Iran nuclear negotiations in Vienna. Iran\u2019s uptick in nuclear fuel production, its noncompliance with international treaty standards, and its prolific weapons development suggest the regime\u2019s \u201cpeaceful intentions\u201d are a farce.\u00a0<\/span>\n<\/p>\n<p><b>A Useful Doctrine<\/b>\n<\/p>\n<p><span>On July 14, the U.S. president and his Israeli counterpart, Prime Minister Yair Lapid, formalized a joint pledge, The Jerusalem Declaration, to prevent Iran from acquiring a nuclear weapon. According to <\/span><a href=\"https:\/\/www.reuters.com\/world\/us-israel-sign-joint-pledge-denying-nuclear-weapon-iran-2022-07-14\/\"><span>Reuters<\/span><\/a><span>, the new security pact commits the U.S. and its top Middle East ally to be ready to use all elements of their national power to ensure the Iranian state stays nuclear-free. The joint announcement dovetailed with Biden\u2019s earlier comments to a local TV station that the White House was open to using force to ensure that goal.\u00a0<\/span><\/p>\n<p><span>This rhetoric mirrors the <\/span><a href=\"https:\/\/www.inss.org.il\/publication\/the-begin-doctrine-the-lessons-of-osirak-and-deir-ez-zor\/\"><span>Begin Doctrine<\/span><\/a><span>, <\/span><span>the Jewish state\u2019s pre-emptive strike policy. This doctrine, which the Israeli government has invoked since the 1960s, formalizes a military component in Israel\u2019s counterproliferation strategy. Israel\u2019s covert efforts in recent years to delay and destroy Iran\u2019s nuclear assets represent the government\u2019s latest implementation of the doctrine. Israel previously called upon it when its military forces took out nuclear reactors in Iraq in 1981 and a plutonium processing facility in Syria in 2007.\u00a0<\/span>\n<\/p>\n<p><b>Collaboration Against Iran<\/b><\/p>\n<p><span>The U.S. has covertly supported Israel\u2019s operations to counter Iranian assets in the region. Last month, a <\/span><a href=\"https:\/\/www.wsj.com\/articles\/u-s-secretly-reviews-israels-plans-for-strikes-against-iranian-targets-in-syria-11655405162\"><span>Wall Street Journal<\/span><\/a><span> report revealed that the U.S. reviews Israel Defense Forces missions in Syria. While Washington typically does not formally respond to reports of these attacks, the Journal report outlined that, \u201cBehind the scenes, however, many of Israel\u2019s missions for several years have been reviewed in advance for approval by senior officials at U.S. Central Command and at the Pentagon.\u201d The report explains that, \u201cThe U.S. aim is to ensure that Israel\u2019s bombing raids don\u2019t interfere with the U.S.-led military campaign against Islamic State militants whose self-declared caliphate has been destroyed but who have been attempting to mount a comeback.\u201d<\/span>\n<\/p>\n<p><span>Biden\u2019s recent remarks, coupled with his public collaboration with Israel to thwart Iran\u2019s nuclear ambitions, probably provoked Kharrazi\u2019s veiled threat. In recent years, Tehran\u2019s international isolation has grown. Regional coalitions formed in part to counter Tehran have pushed the regime further away from its Arab neighbors. In 2020, a series of peace agreements dubbed The Abraham Accords formalized ties between Israel and several of its Arab neighbors, including the United Arab Emirates and Bahrain. Soon after, the Gulf Cooperation Council signed the <\/span><a href=\"https:\/\/www.jpost.com\/opinion\/how-the-gulf-solidarity-pact-may-be-iraqs-saving-grace-655887\"><span>Al-Ula Declaration<\/span><\/a><span>, ending a rift that had divided its member states for three years. While the Accords and the Declaration commit their signers to peace and cooperation, the agreements also seal a collective affront to Iran\u2019s dangerous activity in the region.<\/span>\n<\/p>\n<p><b>Decision Time on Iran<\/b><span>\u00a0<\/span>\n<\/p>\n<p><span>Prior to Biden\u2019s Middle East visit, negotiations meant to <\/span><a href=\"https:\/\/apnews.com\/article\/european-union-europe-dubai-united-arab-emirates-middle-east-8d419a802eca554fd47e49bc870c4970\"><span>revive<\/span><\/a><span> the 2015 Joint Comprehensive Plan of Action stalled. In June, Iranian officials publicized their intention to remove more than two dozen surveillance cameras from Iran\u2019s nuclear facilities, preventing the International Atomic Energy Agency from monitoring the regime\u2019s nuclear facilities. In the same week, a report by German intelligence detailed nearly <\/span><a href=\"https:\/\/www.foxnews.com\/world\/german-intel-report-iran-stepped-up-illegal-aid-nuke-program\"><span>60 instances<\/span><\/a><span> that show how Iran is violating its nuclear obligations. The <\/span><a href=\"https:\/\/english.alarabiya.net\/News\/middle-east\/2022\/06\/09\/Iran-suspected-of-ramping-up-nuclear-weapon-efforts-German-intelligence\"><span>report<\/span><\/a><span> explained that, \u201cThe German domestic intelligence agencies were able to identify a significant increase in the indications of proliferation-related procurement attempts by Iran for its nuclear program.\u201d<\/span>\n<\/p>\n<p><span>More concerning, the International Atomic Energy Agency also <\/span><a href=\"https:\/\/www.armscontrol.org\/blog\/2022-03-04\/iaea-report-demonstrates-urgent-need-restore-jcpoa\"><span>revealed<\/span><\/a><span> that Iran has nearly 33 kilograms of uranium enriched up to 60% purity. This number puts Iran just a few kilograms away from producing enough nuclear fuel for a weapon, according to <\/span><a href=\"https:\/\/www.wsj.com\/articles\/u-n-report-shows-iran-has-almost-enough-highly-enriched-uranium-for-a-nuclear-bomb-11646316141\"><span>The Wall Street Journal<\/span><\/a><span>. Nearly four months have passed since the IAEA released this quarterly report.\u00a0<\/span>\n<\/p>\n<p><span>According to <a href=\"https:\/\/www.aei.org\/profile\/michael-rubin\/\">Michael Rubin<\/a>, a senior fellow at the American Enterprise Institute, previous administrations have deferred tough decisions regarding Iran\u2019s nuclear program based on the notion that they had time. \u201cThe problem with a policy based on kicking the can down the road is eventually the road ends,\u201d he said.
