won\u2019t pass the legislation he wants? Grab a pen and try to cram it through via executive order, apparently\u2014at least if that president\u2019s name is Joe Biden.<\/span><\/p>\n<p><span>Congress just shut down Biden\u2019s hopes of passing major legislation intended to address climate change through massive taxpayer spending, subsidies, and regulations. But the president isn\u2019t giving up. <\/span><\/p>\n<p><span>Rather, the White House is planning on issuing several executive orders taking unilateral action to supposedly halt climate change. And the president is even <\/span><a href=\"https:\/\/www.washingtonpost.com\/climate-environment\/2022\/07\/18\/biden-climate-emergency-manchin\/?request-id=aac9ca29-914b-41c1-8815-1e3ed76fdb48&#038;pml=1\" class=\"stylish-link\"><span>reportedly<\/span><\/a><span> considering declaring a \u201cclimate emergency\u201d to unlock more emergency powers Biden could use to impose climate policies without actually going through the democratic process of legislation.<\/span><\/p>\n<p><span>These efforts are constitutionally suspect, economically unsound, and politically unwise. But more than that, if he does go through with it, <strong>President Biden\u2019s \u201cclimate emergency\u201d would be worse than useless, accomplishing next-to-nothing despite its many downsides.\u00a0<\/strong><\/span><\/p>\n<p><span>Why?<\/span><\/p>\n<p><span>Well, thanks to the same fatal flaw that plagues all the American Left\u2019s big, bold, \u201cgreen\u201d initiatives, like Alexandria Ocasio-Cortez\u2019s \u201cGreen New Deal.\u201d Proponents act as if we can still save the day if Americans just make big enough sacrifices and give enough money and power to the federal government.\u00a0<\/span><\/p>\n<p><span>\u201cThere is probably nothing more important for our nation and our world than for the United States to drive a bold, energetic transition in its energy economy from fossil fuels to renewable energy,\u201d Democratic Senator Jeff Merkley recently <\/span><a href=\"https:\/\/www.washingtonpost.com\/climate-environment\/2022\/07\/18\/biden-climate-emergency-manchin\/\" class=\"stylish-link\"><span>remarked<\/span><\/a><span> on the need for Biden to take drastic, unilateral climate action.<\/span><\/p>\n<p><span>Yet climate change is a <\/span><i><span>global<\/span><\/i><span> problem. And the US making tremendous sacrifices to lower its CO2 emissions won\u2019t make almost any difference if we\u2019re acting without other major emitting countries\u2014which we almost certainly would be.\u00a0<\/span><\/p>\n<p><span>\u201cWhen I started to follow this area in about 2000, the U.S. and Western Europe together accounted for close to two-thirds of world energy consumption, the large majority of it from fossil fuels,\u201d academic and lawyer Francis Menton recently <\/span><a href=\"https:\/\/www.manhattancontrarian.com\/blog\/2022-7-17-when-will-they-figure-out-that-reducing-us-carbon-dioxide-emissions-is-pointless\" class=\"stylish-link\"><span>wrote<\/span><\/a> <span>for the <\/span><i><span>Manhattan Contrarian<\/span><\/i><span> blog. \u201cPerhaps at that time it was plausible to believe that if only the U.S. and Western Europe could be weaned off the fossil fuels, and could show how that could be done, then the rest of the world would quickly follow along.\u201d<\/span><\/p>\n<p><span>\u201cBut that was more than two decades ago,\u201d Menton continues. \u201cIn the intervening twenty-plus years, the U.S. and Europe have achieved some small reductions in their emissions, but the emissions from the developing world \u2014 mostly but by no means exclusively from China \u2014 have soared. And they continue to soar.\u201d\u00a0<\/span><\/p>\n<p><span>He included the following, deeply-revealing graph:<\/span><\/p>\n<figure id=\"attachment_4872\" aria-describedby=\"caption-attachment-4872\" class=\"wp-caption alignnone\"><figcaption id=\"caption-attachment-4872\" class=\"wp-caption-text\">Image Credit: OurWorldInData<\/figcaption><\/figure>\n<p><span>\u201cNeither China nor any other large-population developing country has agreed to forego using coal or any other fossil fuel to achieve rapid economic growth,\u201d he added. \u201cToday U.S. emissions stand at about 15% of those of the world, and continuing to shrink rapidly as a percentage, even if they remain about steady in absolute terms.\u201d<\/span><\/p>\n<p><span>\u201cIn short, the effort to make significant reductions in U.S. carbon emissions is completely pointless,\u201d Menton concludes. <\/span><span>\u201cNothing can be done to make it such that reduction in U.S. carbon emissions can result in a meaningful difference in the overall world picture.\u201d<\/span><\/p>\n<p><span>That\u2019s the same conclusion reached by Heritage Foundation Senior Statistician <\/span><a href=\"https:\/\/www.heritage.org\/staff\/kevin-d-dayaratna\" class=\"stylish-link\"><span>Kevin D. Dayaratna<\/span><\/a><span>, Ph.D.<\/span><\/p>\n<p><span>He ran an analysis using mainstream assumptions and climate models to find out what would happen if the US stopped all carbon emissions\u2014yes, literally went to <\/span><i><span>zero<\/span><\/i><span>\u2014which, if anything, far exceeds the outcome we could expect from Biden, Ocasio-Cortez, and their allies\u2019 best efforts.<\/span><\/p>\n<p><span>The result?<\/span><\/p>\n<p><span>\u201cSimulation results indicate that if all carbon dioxide\u2026 emissions were to be eliminated from the United States completely, the result in terms of temperature reductions would be <\/span><b>less than 0.2 degrees Celsius,<\/b><span>\u201d Dayaratna <\/span><a href=\"https:\/\/docs.house.gov\/meetings\/SY\/SY18\/20170228\/105632\/HHRG-115-SY18-Wstate-DayaratnaK-20170228.pdf\" class=\"stylish-link\"><span>reported<\/span><\/a><span>.\u00a0<\/span><\/p>\n<p><span>So, too, the expert statistician estimated that such a sacrifice would only make a \u201cminuscule\u201d reduction in expected sea level rise.\u00a0<\/span><\/p>\n<p><span>The takeaway here is clear. Unless we can somehow force China, India, and the world\u2019s other major greenhouse gas emitters to stop polluting\u2014and we can\u2019t\u2014then there\u2019s no point in making tremendous sacrifices on our own accord for minuscule impact. We\u2019d thus be better off focusing on how to adapt to the coming changes.\u00a0<\/span><\/p>\n<p><span>Of course, I do believe that human-caused climate change is a serious issue. We can and should work to reduce our carbon emissions, but free-market responses like <\/span><a href=\"https:\/\/www.washingtonexaminer.com\/restoring-america\/faith-freedom-self-reliance\/greta-thunberg-just-accidentally-revealed-the-green-lefts-inconsistency\" class=\"stylish-link\"><span>embracing nuclear power<\/span><\/a><span>\u2014which is incredibly safe and produces <\/span><i><span>zero<\/span><\/i><span> emissions\u2014are the way to go here.\u00a0<\/span><\/p>\n<p><span>Whether it\u2019s Biden or AOC, those who want to stretch our constitutional system and drastically overhaul our economy all in the name of the \u201cclimate emergency\u201d should, at the very least, have to explain how their efforts are going to make any difference at all.\u00a0<\/span><\/p>\n<h3 class=\"p1\"><b>Like this article?
