Tim Ryan\u2019s Senate bid denied the congressman voted on legislation barring oil from the nation\u2019s strategic petroleum reserves be shipped to China. Ryan, however, <a href=\"https:\/\/thefederalist.com\/2022\/07\/21\/house-democrats-dont-mind-emptying-out-emergency-oil-reserves-to-china\/\" target=\"_blank\" rel=\"noreferrer noopener\">voted with 218<\/a> of his Democrat colleagues to veto such a motion brought forward by California Republican Congressman David Valadao on Wednesday.<\/p>\n<p>On Twitter, Rep. Ryan\u2019s campaign chief, Dave Chase, responded to a post from rival GOP Senate candidate J.D. Vance\u2019s press account which called out Ryan for the vote. Chase called the attack an example of Vance \u201cbeing a fraud and running a terrible race.\u201d<\/p>\n<p>\u201cThe amendment below has never had a floor vote and the vote they\u2019re pointing to was an effort to kill apropos funding that has nothing to do with the [Strategic Petroleum Reserve],\u201d Chase wrote. \u201cJust a straight up lie.\u201d<\/p>\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\">\n<div class=\"wp-block-embed__wrapper\">\n<span class=\"Fx5VB2\"><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Latest example of <a href=\"https:\/\/twitter.com\/JDVance1?ref_src=twsrc%5Etfw\">@JDVance1<\/a> being a fraud and running a terrible race. The motion reads, \u201cNone of the funds made available by this Act may be used to draw down and sell petroleum products from the Strategic Petroleum Reserve to any entity that does not certify to the Secretary of Energy that \u2026 such petroleum products will not be exported to the People\u2019s Republic of China.\u201d<\/p>\n<p>The full chamber vote Wednesday was recorded by the House Clerk <a href=\"https:\/\/clerk.house.gov\/Votes\/2022382\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>, showing Ryan voted \u201cnay\u201d on the proposal. Valadao\u2019s amendment was proposed as a motion to recommit H.R. 8294, a motion <a href=\"https:\/\/www.theepochtimes.com\/house-democrats-block-legislative-amendment-to-prevent-us-oil-sales-to-china_4612313.html\" target=\"_blank\" rel=\"noreferrer noopener\">which<\/a> \u201cis a common procedural maneuver that allows the House minority party to amend a bill before a final vote for passage.\u201d<\/p>\n<p>Michele Perez Exner, a spokeswoman for House Republican Minority Leader Kevin McCarthy, pushed back against Chase\u2019s false claims on Twitter. <\/p>\n<p>\u201cYesterday House GOP tried to put forward an amendment that would have blocked the Biden admin from selling oil kept in the Strategic Petroleum Reserve to China,\u201d Exner <a href=\"https:\/\/twitter.com\/michelepexner\/status\/1550185022904205314?s=20&#038;t=2FcGvJudBeNaLcFgt_4fNQ\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>. \u201cIt was blocked by 219 Democrats, including your boss. Looks like you\u2019re the one lying.\u201d<\/p>\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"909\" height=\"679\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/07\/Michele-Perez-Tweet.jpg\" alt=\"\" class=\"wp-image-276207\" srcset=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/07\/Michele-Perez-Tweet.jpg 909w, https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/07\/Michele-Perez-Tweet-300x224-1.jpg 300w, https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/07\/Michele-Perez-Tweet-768x574-1.jpg 768w\" \/><\/figure>\n<p>Valadao put forward the motion after Reuters revealed earlier this month that barrels of American emergency reserve oil kept for sudden supply disruptions such as hurricanes were sent to China. <a href=\"https:\/\/www.energy.gov\/articles\/doe-announces-sales-strategic-petroleum-reserve-combat-putins-price-hike\" target=\"_blank\" rel=\"noreferrer noopener\">According<\/a>\u00a0to the Energy Department, 950,000 barrels were purchased by Unipec, the\u00a0<a href=\"https:\/\/www.linkedin.com\/company\/unipec-america-inc\/\" target=\"_blank\" rel=\"noreferrer noopener\">trading arm<\/a>\u00a0of the China Petrochemical Corporation owned entirely by the Chinese government. The company is also known as \u201cSinopec,\u201d in which the president\u2019s son Hunter Biden invested $1.7 billion through the private equity firm BHR Partners.<\/p>\n<p>Hunter Biden\u2019s attorney\u00a0<a href=\"https:\/\/www.nytimes.com\/2021\/11\/20\/world\/hunter-biden-china-cobalt.html\" target=\"_blank\" rel=\"noreferrer noopener\">told<\/a>\u00a0The New York Times last fall that he \u201cno longer holds any interest, directly or indirectly,\u201d in the private equity firm. The Washington Examiner <a href=\"https:\/\/www.washingtonexaminer.com\/news\/hunter-biden-still-listed-as-part-owner-of-chinese-firm-despite-divestment-claim\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>, however, that Hunter Biden remained listed as a part-owner of the firm as late as March.<\/p>\n<p>President Biden tapped the nation\u2019s emergency oil reserves as an attempt to bring down record gas prices without encouraging American energy production. In March, Biden ordered 1 million barrels released for 180 days to coincide with the fall midterms. The \u201cunprecedented\u201d release followed another 30 million tapped at the beginning of March, and a 50-million-barrel discharge in November. By December, the White House will have depleted 260 million barrels from the reserves with an authorized capacity of 714 million. The Department of Energy has\u00a0<a href=\"https:\/\/www.energy.gov\/articles\/doe-announces-long-term-buyback-plan-ensuring-continued-availability-strategic-petroleum\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a>\u00a0plans to replenish only 60 million barrels, leaving the stockpile at its <a href=\"https:\/\/www.eia.gov\/dnav\/pet\/hist\/LeafHandler.ashx?n=PET&#038;s=WCSSTUS1&#038;f=W\" target=\"_blank\" rel=\"noreferrer noopener\">lowest level<\/a>\u00a0since 1985.<\/p>\n<p>The Chinese, in contrast, have\u00a0<a href=\"https:\/\/www.reuters.com\/business\/energy\/exclusive-china-boosts-oil-reserves-ignoring-us-push-global-release-2022-02-25\/\" target=\"_blank\" rel=\"noreferrer noopener\">equally sized reserves,<\/a>\u00a0but have only tapped\u00a0<a href=\"https:\/\/www.reuters.com\/business\/energy\/exclusive-china-agreed-with-us-oil-reserves-release-near-lunar-new-year-sources-2022-01-14\/\" target=\"_blank\" rel=\"noreferrer noopener\">7.4 million<\/a>\u00a0barrels of their own stockpile while U.S. supplies are shipped to Beijing.<\/p>\n<hr class=\"wp-block-separator\" \/>\n<p>\n  Tristan Justice is the western correspondent for The Federalist.
