Kathy Manning\u2019s <a href=\"https:\/\/rules.house.gov\/sites\/democrats.rules.house.gov\/files\/BILLS-117HR8373IH.pdf\">Right To Contraception Act<\/a> passed mostly along party lines, <a href=\"https:\/\/twitter.com\/HouseDailyPress\/status\/1550145228568498176\">228-195<\/a>. Only <a href=\"https:\/\/twitter.com\/mychaelschnell\/status\/1550145467119505411\">eight<\/a> Republicans joined all 220 Democrats in supporting the legislation. GOP members led by Iowa Rep. Ashley Hinson proposed <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/8428\/cosponsors?r=1&#038;s=1\" target=\"_blank\" rel=\"noopener noreferrer\">legislation<\/a> that would make most forms of birth control available over-the-counter, but it <a href=\"https:\/\/twitter.com\/HouseDailyPress\/status\/1550141695886491653\">failed<\/a> a motion to recommit.<\/p>\n<p>\u201c<span id=\"subtitle885\" class=\"subtitle\" data-id=\"885\" data-start=\"1735584\" data-end=\"1737520\">Almost all women will use birth<\/span> <span id=\"subtitle886\" class=\"subtitle\" data-id=\"886\" data-start=\"1737519\" data-end=\"1739989\">control at some point in their<\/span> <span id=\"subtitle887\" class=\"subtitle\" data-id=\"887\" data-start=\"1739990\" data-end=\"1743059\">lives, and more than 96% of<\/span> <span id=\"subtitle888\" class=\"subtitle\" data-id=\"888\" data-start=\"1743059\" data-end=\"1745628\">voters support access to birth<\/span> <span id=\"subtitle889\" class=\"subtitle\" data-id=\"889\" data-start=\"1745628\" data-end=\"1745860\">control.<\/span> <span id=\"subtitle890\" class=\"subtitle\" data-id=\"890\" data-start=\"1745860\" data-end=\"1747432\">Yet, the right to birth control<\/span> <span id=\"subtitle891\" class=\"subtitle\" data-id=\"891\" data-start=\"1747432\" data-end=\"1749330\">is under attack by Republican<\/span> <span id=\"subtitle892\" class=\"subtitle\" data-id=\"892\" data-start=\"1749330\" data-end=\"1751702\">lawmakers who are pushing<\/span> <span id=\"subtitle893\" class=\"subtitle\" data-id=\"893\" data-start=\"1751702\" data-end=\"1753571\">disinformation about how<\/span> <span id=\"subtitle894\" class=\"subtitle\" data-id=\"894\" data-start=\"1753571\" data-end=\"1754405\">contraceptives work,\u201d Manning said in a floor speech.<\/span><\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">The House has PASSED the Right to Contraception Act in a 228-195 vote.<\/p>\n<p>EIGHT Republicans voted yes: Cheney, Mace, Upton, Kinzinger, Katko, Fitzpatrick, Salazar, Gonzalez (OH)<\/p>\n<p>TWO Republicans voted present: Gibbs, Kelly<\/p>\n<p>\u2014 Mychael Schnell (@mychaelschnell) <a href=\"https:\/\/twitter.com\/mychaelschnell\/status\/1550145467119505411?ref_src=twsrc%5Etfw\">July 21, 2022<\/a><\/p>\n<\/blockquote>\n<p>The Right to Contraception Act prohibits states from limiting doctors from prescribing or patients from accessing \u201c<span dir=\"ltr\" role=\"presentation\">any device or medication used to pre<\/span><span dir=\"ltr\" role=\"presentation\">vent pregnancy,\u201d including<\/span> \u201c<span dir=\"ltr\" role=\"presentation\">all <\/span><span dir=\"ltr\" role=\"presentation\">contraceptive products approved, cleared, or granted <\/span><span dir=\"ltr\" role=\"presentation\">de novo classification by the Food and Drug Admin<\/span><span dir=\"ltr\" role=\"presentation\">istration.\u201d Those products may include \u201coral contraceptives, long-acting reversible contraceptives, emergency contraceptives, internal and external condoms, injectables, vaginal-barrier methods, transdermal patches, and vaginal rings.\u201d<\/span><\/p>\n<p>That definition would likely cover the abortifacient Mifeprex, which many <a href=\"https:\/\/academic.oup.com\/humrep\/article\/16\/1\/72\/3113910\">doctors<\/a> consider to be a <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/12032390\/\">contraceptive<\/a>. Mifeprex is <a href=\"https:\/\/www.fda.gov\/drugs\/postmarket-drug-safety-information-patients-and-providers\/mifeprex-mifepristone-information\">approved<\/a> by the FDA to \u201cto end a pregnancy through 70 days gestation.\u201d <a href=\"https:\/\/dailycaller.com\/2022\/06\/27\/major-retailers-ration-plan-b-pills-after-post-dobbs-demand\/\"><strong>(RELATED: Major Retailers Ration Plan B Pills After Post-Dobbs Demand)<\/strong><\/a><\/p>\n<p>\u201c<span id=\"subtitle756\" class=\"subtitle\" data-id=\"756\" data-start=\"1494796\" data-end=\"1497134\">This bill endangers the health<\/span> <span id=\"subtitle757\" class=\"subtitle\" data-id=\"757\" data-start=\"1497134\" data-end=\"1498569\">and safety of women.<\/span> <span id=\"subtitle758\" class=\"subtitle\" data-id=\"758\" data-start=\"1498569\" data-end=\"1500370\">It allows planned parenthood and<\/span> <span id=\"subtitle759\" class=\"subtitle\" data-id=\"759\" data-start=\"1500370\" data-end=\"1502238\">abortion providers to prescribe<\/span> <span id=\"subtitle760\" class=\"subtitle\" data-id=\"760\" data-start=\"1502238\" data-end=\"1506575\">both on and off label drugs to<\/span> <span id=\"subtitle761\" class=\"subtitle\" data-id=\"761\" data-start=\"1506575\" data-end=\"1508111\">be used for abortions without<\/span> <span id=\"subtitle762\" class=\"subtitle\" data-id=\"762\" data-start=\"1508112\" data-end=\"1511415\">any restrictions.<\/span> <span id=\"subtitle763\" class=\"subtitle\" data-id=\"763\" data-start=\"1511414\" data-end=\"1512582\">Additionally, and again, despite<\/span> <span id=\"subtitle764\" class=\"subtitle\" data-id=\"764\" data-start=\"1512582\" data-end=\"1515151\">many drafts, Democrats included<\/span> <span id=\"subtitle765\" class=\"subtitle\" data-id=\"765\" data-start=\"1515152\" data-end=\"1516020\">a definition of contraception<\/span> <span id=\"subtitle766\" class=\"subtitle\" data-id=\"766\" data-start=\"1516020\" data-end=\"1518588\">that\u2019s not limited to<\/span> <span id=\"subtitle767\" class=\"subtitle\" data-id=\"767\" data-start=\"1518588\" data-end=\"1519690\">f.d.a.-approved products,\u201d Republican Washington Rep. Cathy McMorris Rodgers said in a floor speech. \u201c<\/span><span id=\"subtitle775\" class=\"subtitle\" data-id=\"775\" data-start=\"1534572\" data-end=\"1536374\">This means that the bill creates<\/span> <span id=\"subtitle776\" class=\"subtitle\" data-id=\"776\" data-start=\"1536374\" data-end=\"1538609\">an individual right to engage in<\/span> <span id=\"subtitle777\" class=\"subtitle\" data-id=\"777\" data-start=\"1538610\" data-end=\"1539578\">contraception which can include<\/span> <span id=\"subtitle778\" class=\"subtitle\" data-id=\"778\" data-start=\"1539578\" data-end=\"1541613\">the use of FDA-approved<\/span> <span id=\"subtitle779\" class=\"subtitle\" data-id=\"779\" data-start=\"1541613\" data-end=\"1543582\">products but also any other<\/span> <span id=\"subtitle780\" class=\"subtitle\" data-id=\"780\" data-start=\"1543582\" data-end=\"1546785\">action taken to prevent<\/span> <span id=\"subtitle781\" class=\"subtitle\" data-id=\"781\" data-start=\"1546785\" data-end=\"1549954\">pregnancy, including non-approved<\/span> <span id=\"subtitle782\" class=\"subtitle\" data-id=\"782\" data-start=\"1549955\" data-end=\"1550223\">products.\u201d<\/span><\/p>\n<p>\u201cT<span id=\"subtitle611\" class=\"subtitle processed selfragment\" data-id=\"611\" data-start=\"476395\" data-end=\"478365\">his<\/span> <span id=\"subtitle614\" class=\"subtitle processed\" data-id=\"614\" data-start=\"478364\" data-end=\"479131\">legislation never went through<\/span> <span id=\"subtitle617\" class=\"subtitle processed\" data-id=\"617\" data-start=\"479132\" data-end=\"480433\">the Energy and Commerce<\/span> C<span id=\"subtitle620\" class=\"subtitle processed\" data-id=\"620\" data-start=\"480433\" data-end=\"480867\">ommittee.<\/span> <span id=\"subtitle623\" class=\"subtitle processed\" data-id=\"623\" data-start=\"480866\" data-end=\"482535\">The only debate was in the Rules<\/span> C<span id=\"subtitle626\" class=\"subtitle processed\" data-id=\"626\" data-start=\"482535\" data-end=\"483168\">ommittee,\u201d McMorris Rodgers added.<\/span><\/p>\n<p>Democrats introduced the legislation in the aftermath of the Supreme Court\u2019s ruling in Dobbs v. Jackson Women\u2019s Health Organization. In a concurring opinion, Associate Justice Clarence Thomas called on the Court to revisit its rulings in Griswold v. Connecticut, which established a right to contraception, and Obergefell v. Hodges, which established a right to same-sex marriage.<\/p>\n<p>The House passed <a href=\"https:\/\/dailycaller.com\/2022\/07\/19\/house-passes-bill-states-recognize-gay-marriage\/\">legislation<\/a> on Tuesday that requires states to recognize gay marriages performed in other states.
