It comes after conservative analysts \u200b\u200bcontend that such funds\u2014dubbed \u201cZuck Bucks\u201d\u2014were allegedly strategic in their placement in swing states, beefing up vote totals in 2020 for then-presidential candidate Joe Biden to eventually win the election.<\/p>\n<p>Election offices across Pennsylvania received more than $25 million in \u201cZuck Bucks\u201d grants during the 2020 election cycle, according to data released by <a href=\"https:\/\/capitalresearch.org\/article\/states-banning-zuck-bucks\/\">Capital Research Center<\/a>.<\/p>\n<p>Democrat Gov. Tom Wolf <a href=\"https:\/\/www.governor.pa.gov\/newsroom\/gov-wolf-signs-legislation-to-assist-skilled-nursing-facilities-with-increased-staffing-and-accountability-requirements\/\">signed<\/a> into law Senate Bill 982 (<a href=\"https:\/\/www.legis.state.pa.us\/CFDOCS\/Legis\/PN\/Public\/btCheck.cfm?txtType=PDF&#038;sessYr=2021&#038;sessInd=0&#038;billBody=S&#038;billTyp=B&#038;billNbr=0982&#038;pn=1856\">pdf<\/a>)\u00a0on July 11\u00a0mandating that public officials of state and local governments \u201cmay not solicit, apply for, enter into a contract for or receive or expend gifts, donations, grants or funding from any individual, business, organization, trust, foundation, or any nongovernmental entity for the registration of voters or the preparation, administration or conduction of an election in this commonwealth,\u201d as per the new election integrity legislation.<\/p>\n<p>\u201cFor us, reform begins with prohibiting private groups from funding election administration,\u201d the bill\u2019s primary sponsor state Sen. Lisa Baker <a href=\"https:\/\/www.senatorbaker.com\/2022\/07\/11\/election-integrity-legislation-signed-into-law\/\">said<\/a>\u00a0in a statement\u00a0issued upon the law\u2019s passage. She called the amendments \u201csubstantial structural improvements.\u201d<\/p>\n<p>\u201cNo matter who on the outside is contributing, no matter their expressed motivations,\u201d Baker said, \u201cmillions of dollars coming in from national figures or organizations naturally raises suspicions of hidden agendas.\u201d<\/p>\n<p>Instead, the bill introduces a brand new \u201celection integrity grant program,\u201d wherein the state\u2019s Department of Community and Economic Development is permitted to provide $45 million each year\u2014or $5.15 per registered voter\u2014to reimburse counties.<\/p>\n<p>Yet it limits the circumstances for use of the grants, such as \u201cpayment of staff needed<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Pennsylvania has banned public officials from receiving and using private election grants, including those from nonprofits, in a bid to boost election integrity by reducing outside influence.
