It\u2019s an administrative failure that undermines confidence in the state\u2019s election system, according to Republican state Rep. Seth Grove, chairman of the State Government Committee.<\/p>\n<p>That is one of numerous examples Grove described at the state capital building in Harrisburg during a July 19 press conference in which he released a 186-page report (<a href=\"https:\/\/www.repgrove.com\/Display\/SiteFiles\/418\/OtherDocuments\/2022\/Grove71922electiondoc.pdf\">pdf<\/a>) with the long title, \u201cElection Reform in Pennsylvania: Missed Opportunities and Continued Chaos-an Interim Report on The Status of Elections in the Commonwealth of Pennsylvania After the Veto of House Bill 1300.\u201d<\/p>\n<p>Grove is still advocating for something like HB 1300, which Gov. Tom Wolf vetoed in June 2021. It was a package of election reforms that called for voter identification and provided for early in-person voting; moved the voter registration deadline back from 15 days to 30 days before the election; established a state bureau of election audits; allowed for pre-canvassing of mailed ballots; and would have made it easier for older and disabled voters by moving them to the front of the line or providing curbside voting so they could remain in their car.<\/p>\n<p>The bill also introduced stiffer fines and longer possible prison terms for election tampering.<\/p>\n<p>But Wolf didn\u2019t go for it.<\/p>\n<p>\u201cThis bill is ultimately not about improving access to voting or election security, but about restricting the freedom to vote,\u201d Wolf said in a statement about the veto. \u201cIf adopted it would threaten to disrupt election administration, undermine faith in government, and invite costly, time-consuming, and destabilizing litigation.\u201d<\/p>\n<p>It didn\u2019t seem like Wolf read the bill, Grove said in his report.<\/p>\n<p>\u201cUnfortunately, Gov. Wolf vetoed the bill despite seeming largely unfamiliar with the contents.
