The internal discussions come after Democratic Sen. Joe Manchin of West Virginia told party leaders last week that he opposes the plans to advance this month\u2019s significant economic package that includes billions of dollars toward slashing carbon emissions and promoting green energy.<strong><a href=\"https:\/\/dailycaller.com\/2022\/07\/15\/joe-manchin-drives-stake-democrats-economic-package\/\" target=\"_blank\" rel=\"noopener noreferrer\">(RELATED: Joe Manchin Drives A Stake Through Democrats\u2019 Economic Package)<\/a><\/strong><\/p>\n<p>White House Economic Adviser Jared Bernstein <a href=\"https:\/\/www.c-span.org\/video\/?521789-1\/white-house-daily-briefing&#038;live\" target=\"_blank\" rel=\"noopener noreferrer\">told<\/a> reporters at a press briefing Monday that Biden would work \u201caggressively to attack climate change.\u201d<\/p>\n<p>\u201cRealistically there is a lot he can do and there is a lot he will do,\u201d Bernstein <a href=\"https:\/\/www.c-span.org\/video\/?521789-1\/white-house-daily-briefing&#038;live\" target=\"_blank\" rel=\"noopener noreferrer\">stated<\/a>.<\/p>\n<p>\u201cUnilaterally declaring a climate emergency will not reduce emissions by one molecule,\u201d American Exploration &#038; Production Council CEO, Anne Bradbury <a href=\"https:\/\/twitter.com\/AnneBradburyDC\/status\/1549371528122449921\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> on Twitter Tuesday. \u201cIn fact, many of the policies that could follow from declaring a climate emergency would increase emissions while driving up costs for American families.\u201d<\/p>\n<p>Democratic lawmakers are also calling on Biden to use his powers to enact further climate policies amid <a href=\"https:\/\/dailycaller.com\/2022\/07\/15\/joe-manchin-drives-stake-democrats-economic-package\/\" target=\"_blank\" rel=\"noopener noreferrer\">failed<\/a> legislative action and the Supreme Court\u2019s recent decision to <a href=\"https:\/\/dailycaller.com\/2022\/06\/30\/supreme-court-epa-climate-congress-powers\/\" target=\"_blank\" rel=\"noopener noreferrer\">limit<\/a> the regulatory abilities of the Environmental Protection Agency.<\/p>\n<p>On Monday, Democratic Sen.
