This injunction is not just a major blow to the Biden Administration, but also a major blow to the Left\u2019s most influential powerbrokers who have been funding groups that secretly set the agenda for Biden behind the scenes, namely George Soros and teachers unions.<\/p>\n<p><strong>Governing for Impact<\/strong><\/p>\n<p>In April of this year Capital Research Center (CRC) <a href=\"https:\/\/www.foxnews.com\/politics\/secretive-soros-funded-group-works-behind-scenes-biden-admin-policy-documents\">alerted <em>Fox News<\/em><\/a> to the existence of a secret organization called <a href=\"https:\/\/www.influencewatch.org\/non-profit\/governing-for-impact\/\">Governing for Impact<\/a> (GFI), which had received nearly $13 million exclusively from George Soros and had been working since 2019 to write new federal regulations for the Biden administration to issue. Hiding in the massive $1.7 billion <a href=\"https:\/\/www.influencewatch.org\/for-profit\/arabella-advisors\/\">Arabella Advisors<\/a> network (which CRC was also the first to expose), the group intentionally operated under the radar for years with a tight-knit circle of associates at its helm, writing dozens of complex policy memorandums and using high-level contacts within the Biden administration to get the government to act on \u201cmore than 20\u201d of its policy recommendations.<\/p>\n<p>One of GFI\u2019s focus areas for regulatory policy was education, particularly Title IX, the 1972 law passed to protect women and women\u2019s sports on college campuses. When rumors first surfaced that Biden\u2019s Education Department was eyeing Title IX reforms, <a href=\"https:\/\/www.foxnews.com\/politics\/bidens-title-ix-proposal-mirrors-soros-funded-group-gender-identity-rules\">CRC sounded the alarm<\/a>:<\/p>\n<blockquote>\n<p>Governing for Impact is the ultimate example of the \u201cdark money\u201d the Left pretends to hate. It works totally in secret, it\u2019s funded by one billionaire, it\u2019s run by that billionaire\u2019s cronies, and it directly influences policy from the shadows. The idea that a group so deeply in Soros\u2019s pocket is calling the shots on regulations that will affect the education and safety of almost every child in the country is deeply disturbing and should be investigated at once.<\/p>\n<\/blockquote>\n<p><strong>Title IX Weaponized<\/strong><\/p>\n<p>As predicted, the Biden administration <em>did<\/em> announce sweeping changes to Title IX, and the proposed changes seem to pull directly from GFI policy papers.<\/p>\n<p>As <em>Fox News<\/em> reported back in April:<\/p>\n<blockquote>\n<p>The Education Department is set to\u00a0<a href=\"https:\/\/www.washingtonpost.com\/education\/2022\/03\/30\/transgender-discrimination-title-ix-rule-students\/\">announce<\/a>\u00a0a new regulation that will change Title IX rules on anti-transgender bias in schools, reversing Trump-era guidance. GFI appears to have worked on the issue, as its site contains a November 2020 legal\u00a0<a href=\"https:\/\/govforimpact.wpengine.com\/wp-content\/uploads\/2021\/07\/04_Protecting-the-Rights-of-LGBTQ-Students-under-Title-IX.pdf\">memo<\/a>\u00a0on the matter.<\/p>\n<\/blockquote>\n<p>The Education Department, like GFI, wants to make two key changes to Title IX. First, it would change the rules for investigations of sexual assault allegations. Second, it would expand Title IX\u2019s protections for women to cover any discrimination against a student\u2019s gender identity. GFI has written policy papers <a href=\"https:\/\/governingforimpact.org\/our-work\/\">recommending both changes<\/a>.<\/p>\n<p><strong>Creating Kangaroo Courts<\/strong><\/p>\n<p>In \u201c<a href=\"https:\/\/govforimpact.wpengine.com\/wp-content\/uploads\/2021\/07\/01_Addressing-Sexual-Violence-Under-Title-IX.pdf\">Addressing Sexual Violence Under Title IX of the Education Amendments of 1972<\/a>,\u201d GFI advised the Education Department to repeal a Trump-era regulation that required colleges to provide students accused of sexual harassment with live case hearings, the opportunity to cross-examine accusers, and written summaries of the evidence presented against them.<\/p>\n<p>Education Secretary Betsy DeVos first issued the regulations in 2020 because, as KC Johnson, professor of history at Brooklyn College <a href=\"https:\/\/www.tabletmag.com\/sections\/news\/articles\/expect-the-title-ix-inquisition\">put it<\/a>: \u201cA well-intentioned policy initiative designed to ensure that survivors of sexual assault would not lose their access to education had wound up producing an entirely separate class of victims\u2014students who were punished after dubious or false findings of guilt.\u201d<\/p>\n<p>Biden\u2019s proposed, and blocked, rule changes would implement almost every action item in GFI\u2019s memorandum. If enacted, the changes would have reverted campus Title IX procedures back to glorified kangaroo courts. KC Johnson <a href=\"https:\/\/www.nytimes.com\/2020\/06\/25\/us\/college-sex-assault-rules.html\">and other academics<\/a> have warned the changes would create a \u201cTitle IX Inquisition\u201d on college campuses from which nobody would be safe.<\/p>\n<p><strong>Destroying Women\u2019s Sports<\/strong><\/p>\n<p>In a second memo, \u201c<a href=\"https:\/\/govforimpact.wpengine.com\/wp-content\/uploads\/2021\/07\/04_Protecting-the-Rights-of-LGBTQ-Students-under-Title-IX.pdf\">Protecting the Rights of LGBTQ+ Students Under Title IX of the Education Amendments of 1972<\/a>,\u201d GFI also advises the Education Department to issue a clarification that it will interpret Title IX protections to extend to a student\u2019s gender identity. The administration has now proposed to do exactly that.<\/p>\n<p>Citing the same court cases, providing similar justifications, and using similar language as in the GFI memo, the administration\u2019s new policy proposal would spell disaster for women\u2019s sports and women\u2019s on-campus opportunities.<\/p>\n<p>In April 2022, Sarah Perry, senior legal fellow at the Heritage Foundation, warned that women\u2019s opportunities in college will be \u201cjeopardized by the inclusion of biological males in their chosen athletic programs. How backward it is to take a women\u2019s movement \u2018win\u2019 and subjugate it to a \u2018loss\u2019 to the agenda of the radical few.\u201d<\/p>\n<p>The materials from the GFI memos show that Perry\u2019s phrase \u201cagenda of the radical few\u201d is an apt description. The Biden administration isn\u2019t just enforcing an ideology. It\u2019s following written instructions.<\/p>\n<p><strong>Soros and Teachers Unions United<\/strong><\/p>\n<p>Although it worked in secret, GFI did not work alone.<\/p>\n<p>At the head of every single GFI education policy memorandum are two names: Governing for Impact and the <a href=\"https:\/\/www.influencewatch.org\/non-profit\/national-student-legal-defense-network\/\">National Student Legal Defense Network<\/a> (NSLDN). The NSLDN is a left-of-center advocacy group focused largely on college-debt forgiveness. The group helped GFI write <a href=\"https:\/\/govforimpact.wpengine.com\/wp-content\/uploads\/2021\/07\/05_Automating-the-Discharge-of-Federal-Student-Loan-Debt-for-Individuals-Who-are-Totally-and-Permanently-Disabled.pdf\">a policy memorandum<\/a> proposing student-loan forgiveness for the permanently disabled, which the Biden administration <a href=\"https:\/\/www.nytimes.com\/2021\/09\/10\/business\/student-loan-forgiveness-biden.html\">appears to have acted on<\/a>.<\/p>\n<p>It turns out, the NSLDN doesn\u2019t just work for students. It works teachers as well.<\/p>\n<p>In 2019, precisely when NSLDN began co-authoring education policy memorandums with GFI, the <a href=\"https:\/\/www.influencewatch.org\/labor-union\/american-federation-of-teachers\/\">American Federation of Teachers<\/a> (AFT), the country\u2019s second largest teachers union, paid the NSLDN $100,000 for \u201cadvocacy.\u201d A year later, the <a href=\"https:\/\/www.influencewatch.org\/labor-union\/national-education-association-nea\/\">National Education Association<\/a> (NEA), the largest teachers union, paid NSLDN another $150,000.<\/p>\n<p>During this period, we now know that NSLDN was hard at work alongside GFI secretly developing education regulations for the incoming administration. Meanwhile, the teachers unions were loudly calling for the exact same policy changes that GFI and NSLDN would co-create.<\/p>\n<p>In 2020, AFT president <a href=\"https:\/\/www.influencewatch.org\/person\/randi-weingarten\/\">Randi Weingarten<\/a> <a href=\"https:\/\/www.aft.org\/press-release\/afts-randi-weingarten-department-educations-title-ix-rule-changes\">publicly declared AFT\u2019s opposition<\/a> to the rule changes that reigned in the Title IX kangaroo courts, baselessly accusing Secretary DeVos of promoting a \u201cboys will be boys\u201d culture. The NEA also <a href=\"https:\/\/www.nea.org\/advocating-for-change\/new-from-nea\/title-ix-changes-put-students-at-risk\">strongly opposed the rule change<\/a> and, coincidentally, the group both unions paid a combined $250,000 helped write the very policy that repealed it.<\/p>\n<p>The AFT and NEA have also been vocal supporters of allowing transgender males to <a href=\"https:\/\/www.aft.org\/resolution\/support-rights-transgender-persons-aft-stands-unity-against-discrimination\">compete in women\u2019s sports<\/a> and <a href=\"https:\/\/www.nea.org\/student-debt-support\">cancelling student debt<\/a>, other areas that GFI policy memorandums have specifically addressed.<\/p>\n<p><strong>An Unholy Alliance<\/strong><\/p>\n<p>Biden\u2019s Title IX reforms have been years in the making and were developed through an unusual commingling of cash from teachers unions and George Soros.<\/p>\n<p>Reports of the Biden Administration allowing teachers unions to write the CDC\u2019s <a href=\"https:\/\/www.washingtontimes.com\/news\/2022\/mar\/30\/republican-report-shows-teachers-unions-helped-cdc\/\">school-reopening guidelines<\/a> during the COVID-19 pandemic have made Big Labor\u2019s domineering influence over the Biden administration common knowledge. But this combination of union and Soros influence is a new and disturbing development. Together, two of the most powerful forces on the Left have set their sights squarely on an important part of nearly every student\u2019s life. If not for the intervention of the courts, this pair of subversive influencers would have foisted dangerous gender ideology and rabid \u201c#metoo-ism\u201d upon students from college all the way down to pre-K.
