However, in the case of the prospective <\/span><a href=\"https:\/\/www.northropgrumman.com\/what-we-do\/air\/b-21-raider\/\"><span>B-21 Raider<\/span><\/a><span> bomber, the \u201cB\u201d does not actually stand for \u201cBlackjack,\u201d the proximity of <\/span><a href=\"https:\/\/www.nellis.af.mil\"><span>Nellis AFB<\/span><\/a><span> to Vegas notwithstanding. And yes, it\u2019s a mere coincidence that the would-be warbird\u2019s moniker has commonality with the Las Vegas <\/span><a href=\"https:\/\/abcnews.go.com\/US\/sandra-douglass-morgan-speaks-black-woman-serve-nfl\/story?id=86743986\"><span>Raiders NFL franchise<\/span><\/a><span>. For the record, the plane was named for the immortalized <\/span><a href=\"https:\/\/www.19fortyfive.com\/2022\/07\/the-b-25-mitchell-darling-of-the-doolittle-raid-that-changed-history\/\"><span>Doolittle Raiders<\/span><\/a><span> of WWII. That said, the U.S. Air Force is apparently willing to take a gamble (c\u2019mon, you shoulda seen that bad pun coming from a mile away, even with stealth invisibility) on the B-21 Raider as being the next big thing in stealth bomber technology, quite possibly the direct successor to the original stealth bomber, <\/span><a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2022\/07\/14\/b-2-spirits-arrive-in-australia-for-bomber-task-force-rotation\/\"><span>the B-2 Spirit<\/span><\/a><span>. At least if the artist\u2019s rendering is an accurate indicator. Let\u2019s delve further into the known details and feasibility of this project.\u00a0<\/span><\/p>\n<p><b>Born From the Ashes of the F-22?<\/b>\n<\/p>\n<p><span>Several years after then-SECDEF Robert Gates\u2019s infamous decision to <\/span><a href=\"https:\/\/www.amazon.com\/Air-Power-Abandoned-Betrayal-Americas-ebook\/dp\/B013CJEBP0\/ref=sr_1_1?keywords=air+power+abandoned&#038;qid=1652812412&#038;sr=8-1\"><span>kill the F-22<\/span><\/a><span> Raptor, retired Air Force Chief of Staff General Norton Schwartz floated an allegation within the pages of his memoir that Gates had done so in order to make room in the USAF budget for the resurrection of <\/span><a href=\"https:\/\/www.thedrive.com\/the-war-zone\/20472\/retired-general-says-f-22-production-was-killed-so-that-a-new-bomber-could-live\"><span>the previously stillborn<\/span><\/a><span> Next-Generation Bomber (NGB) program. In <\/span><a href=\"https:\/\/www.airforcemag.com\/schwartz-in-memoir-says-f-22-was-traded-for-b-21-bomber\/\"><span>a 2018 review<\/span><\/a><span> of Gen. Schwartz\u2019s book, <\/span><i><span>Air Force Magazine<\/span><\/i><span> Editorial Director John A. Tirpak elaborated:<\/span>\n<\/p>\n<p><span>\u201c<\/span><i><span>Nevertheless, Schwartz and Donley believed there was a \u2018valid need\u2019 for a new bomber; an \u201cunquestioned requirement\u201d to provide such an option for a future president, \u2018both for warfighting and deterrence purposes.\u2019 Schwartz and Donley had to convince Gates the Air Force \u201cwould not repeat the experience of the B-2.\u201d They argued that USAF had to have 80-100 new bombers, and the service would swear to keep the cost as the prime consideration and not break a ceiling of $550 million in 2010 dollars. Moreover, they promised the aircraft would rely heavily on offboard sensors, jammers, and other capabilities to keep the cost down, as part of a system of systems\u2026\u2019We had to convince him of all of this, or like the [NGB], the long-range strike bomber would be dead in the water,\u2019 Schwartz asserted. Ultimately, Gates relented, apparently persuaded that \u2018we as an Air Force could field such a system with discipline.\u2019 Schwartz said he and Donley are proud of having \u2018succeeded in persuading Gates\u2019 the B-21 would be pursued with \u2018discipline like he had not seen, and so it\u2019s up to our successors to deliver on that promise. The Air Force has to, if it is going to bring this one home.<\/span><\/i><span>\u2018\u201d<\/span><\/p>\n<p><b>Raiding the Congressional Purse Strings?<\/b>\n<\/p>\n<p><span>So, fast forward to the present year, and whilst the B-21 has survived Bob Gates\u2019s budget ax, it\u2019s not yet wholly smooth sailing (yes, I\u2019m using naval slang for an Air Force project, so sue me) for the B-21 program for the Raider. As noted in a <\/span><i><span>Popular Mechanics<\/span><\/i><span> article penned <\/span><a href=\"https:\/\/www.popularmechanics.com\/military\/aviation\/a40106218\/b-21-delayed-to-2023\/\"><span>by Kyle Mizokami<\/span><\/a><span> two months ago:<\/span><\/p>\n<p><em><span>\u201cThe B-21, the Air Force\u2019s first new heavy strategic bomber in more than three decades, was originally forecast to fly in late 2021, then the date slipped into 2022, and now 2023. Despite the delay, the aircraft is reasonably on track and has stayed within its budget\u2014a modern miracle for expensive defense programs.\u201d<\/span><\/em>\n<\/p>\n<p><span>So far so good. But, given the much-publicized <\/span><a href=\"https:\/\/www.extremetech.com\/author\/jhall\"><span>teething issues<\/span><\/a><span> of the F-35 Lightning II, some eyebrows are almost certainly still going to be raised about the Raider potentially becoming another seemingly interminable money pit. These concerns would be amplified by the fact that the B-21 is competing for DOD a<\/span><a href=\"https:\/\/www.airforcemag.com\/house-armed-services-chair-raises-concerns-about-f-35-and-ngad\/\"><span>nd Congressional dollars<\/span><\/a><span> with another ambitious USAF 6th-Generation warbird project, the Next-Generation Air Dominance <\/span><a href=\"https:\/\/www.19fortyfive.com\/2022\/07\/ngad-sixth-generation-will-it-happen\/\"><span>(NGAD) program<\/span><\/a><span>.\u00a0<\/span>\n<\/p>\n<p><span>Air Force Secretary Frank Kendall <\/span><a href=\"https:\/\/news.northropgrumman.com\/news\/features\/secretary-of-the-air-force-opens-afa-conference-confirming-five-b-21-test-aircraft-in-flow\"><span>remains optimistic<\/span><\/a><span>. During his State of the Forces address last September, Mr. Kendall announced, \u201cAs I speak, there are now five test aircraft being manufactured on the B-21 production line at Air Force Plant 42 in Palmdale, California. This investment in meaningful military capabilities that project power and hold targets at risk anywhere in the world addresses my No. 1 priority,\u201d<\/span>\n<\/p>\n<p><span>If the program continues to proceed as planned, the B-21 will indeed be an impressive bomber. It will have sufficient range to reach Red China itself if necessary, with the capability to strike adversaries with conventional long-range cruise missiles, the B61-12 nuclear gravity bomb, and the <\/span><a href=\"https:\/\/www.popularmechanics.com\/military\/weapons\/news\/a27925\/america-stealthy-nuclear-cruise-missile\/\"><span>AGM-86B<\/span><\/a><span> nuclear cruise missile alike.<\/span>\n<\/p>\n<p><span>The most hopeful sign yet for the viability of the B-21 program \u2014 at least for the short-term \u2014 was the July 14, 2022, passage by the U.S. House of Representatives of the FY23 National Defense Authorization Act (NDAA). The passage, among other things, recommends full funding for the B-21 Raider program. As <\/span><a href=\"https:\/\/wittman.house.gov\/news\/documentsingle.aspx?DocumentID=3723\"><span>Congressman Rob Wittman<\/span><\/a><span> (R-Virginia, 1st District), stated in an official press release, \u201cChairman Courtney\u2019s mark also continues essential future development funding for the Columbia ballistic missile submarine and the B-21 bomber\u2014both essential components to our nation\u2019s nuclear deterrence.\u201d\u00a0<\/span>\n<\/p>\n<p><span>Stay tuned, dear readers.
