Royal Australian Navy Photo<\/p>\n<\/div>\n<p>Australia is developing long-range strike weapons, remains intent on building a nuclear-powered submarine force and is ramping up its area access denial capabilities in cooperation with the United States\u00a0as it watches China \u201ctrying to shape the world around us,\u201d its deputy prime minister said.<span id=\"more-95746\"><\/span><\/p>\n<p><a href=\"https:\/\/www.csis.org\/events\/us-australia-alliance-aligning-priorities-indo-pacific-deputy-prime-minister-richard-marles\">Richard Marles,<\/a> who also serves as defense minister, said Canberra\u2019s defense posture and force structure reviews for the government that took office this spring are expected to be delivered early next year. While not formal national security white papers, they will answer key questions of \u201cwhere we\u2019re at\u201d and \u201cwhere we need to go,\u201d\u00a0he said.<\/p>\n<p>\u201cWe worry about the use of force\u201d by China in the South China Sea and also by Russia in its invasion of Ukraine as direct attacks on the established rules of order that prizes dialogue over military action,\u00a0Marles said at the Center for Strategic and International Studies Monday.<\/p>\n<p>In this changed security environment great powers like Beijing and Moscow expect weaker neighbors to act as vassals or be considered as enemies, he added.<\/p>\n<p>Allies such as Australia and the United States \u201ccannot afford to stand still\u201d as these threats grows,\u00a0he said.<\/p>\n[embedded content]\n<p>\u201cWe see [a new strategy] as a prudent response,\u201d especially to the massive build-up of Chinese forces and its advances in hypersonics, cyber and space.<\/p>\n<p>\u201cIt is completely changing the security environment in the Indo-Pacific,\u201d\u00a0Marles said.<\/p>\n<p>Australia wants to see more American involvement, including troop, ship and aircraft presence,<span> like the recent flight of American B-2 bombers from their Missouri base to demonstrate alliance solidarity,\u00a0he said.\u00a0<\/span><\/p>\n<p>Marles said the force structure review includes ways for Australia to work with the United States. He added Canberra sees as its duty in \u201csharing the burden of [being] a strategic force\u201d with the United States in the Indo-Pacific. Other allies and partners he mentioned as vital to preserving a \u201cglobal rules-based order\u201d for security and economic development in the Pacific included New Zealand, Japan, India, France and South Korea.<\/p>\n<p>On tensions between China and Taiwan, he said, \u201cwe want to ensure there is no change in the status quo.\u201d Although Australia maintains a \u201cone China policy,\u201d he added, \u201crobustly defending the rules-base order\u201d will be its focus in the dispute over Taiwan\u2019s future.<\/p>\n<p>Marles dismissed the idea that alliances such as ANZUS [Australia, New Zealand and Australia] and NATO were \u201cCold War relics.\u201d Instead, the pacts allow nations \u201cto pool their resources\u201d to combine their strengths and extend their capabilities to defend themselves. Their value can be seen in the response to the Russian invasion of Ukraine and NATO\u2019s support for Kyiv. He also noted Australia\u2019s shipment of aid to Ukraine and backing tougher economic sanctions on the Kremlin .<\/p>\n<p>The agreement between the <a href=\"https:\/\/news.usni.org\/2022\/06\/22\/navy-submarine-peo-goggins-to-lead-american-aukus-effort-says-secnav\">United States, United Kingdom and Australia [AUKUS]<\/a> is at the center of Canberra\u2019s move to becoming a strong regional strategic force, Marles said.<\/p>\n<p>\u201cWe intend to re-pay\u201d the confidence Washington and London showed in working out this security sharing arrangement of high technology and building the infrastructure, training workers and sailors to field, operate and maintain a nuclear-powered submarine force,\u00a0he said.<\/p>\n<p>After \u201crepeated false starts,\u201d Marles said Australia was \u201cbehind the eight-ball\u201d in modernizing its submarine fleet.<\/p>\n<p>\u201cIt will be a huge national project to pull this off,\u201d\u00a0Marles said.<\/p>\n<p>It also includes accounting for the long-term costs in the budget. An assessment of where the different parts of AUKUS stand will also be completed early next year,\u00a0Marles said.<\/p>\n<p>Although it will be a challenge, Australia will meet it, he said.<\/p>\n<p>The larger goal in AUKUS is to \u201cmove beyond interoperability\u201d to interchangeability in integrating defense technologies under the agreement. Marles said Australia \u201cwants to be a trusted second source\u201d for guided munitions and weapons \u201cto maintain that competitive edge against potential adversaries.<\/p>\n<p>In answer to a question about the impact of a new security accord between the Solomon Islands and China, Marles said although it was \u201cof a different character\u201d than other arrangements Beijing has made with Pacific Island nations, it was \u201cnot inevitable\u201d that it would lead to a military base being built there.<\/p>\n<p>The lessons for Australia particularly and the United States from this changed arrangement is: \u201cwe need to remind ourselves the Pacific matters\u201d and \u201cwe don\u2019t have exclusive rights to friendship.\u201d<\/p>\n<p>Marles said it should also be a reminder for Canberra, Washington and others to look to these island states\u2019 needs for development, especially now as sea level rises. He added it also offers an opportunity to help them enforce their exclusive economic zone rights by inviting \u201cship-riders\u2019 aboard U.S. Coast Guard cutters as a way to meet their needs.
