The agenda included revitalizing a nuclear deal with Iran, pursuing peace in Yemen, and desperately pleading to the Saudis for increased oil production.<\/p>\n<p>While the Biden administration has sought to <a href=\"https:\/\/thehill.com\/homenews\/administration\/3542560-biden-says-he-wont-ask-saudi-arabia-to-increase-oil-production\/\" target=\"_blank\" rel=\"noreferrer noopener\">throw cold water<\/a> on claims that his first trip to the Arabian Peninsula is an effort to produce more oil, the president himself nearly said as much in The Washington Post. In justifying his upcoming visit with the Saudi crown prince \u2014 the same prince the U.S. government says is responsible for the execution of Post journalist Jamal Khashoggi \u2014 Biden explained that the nation\u2019s \u201cenergy resources are vital for mitigating the impact on global supplies of Russia\u2019s war in Ukraine.\u201d<\/p>\n<p>\u201cThis trip comes at a vital time for the region, and it will advance important American interests,\u201d Biden <a href=\"https:\/\/www.washingtonpost.com\/opinions\/2022\/07\/09\/joe-biden-saudi-arabia-israel-visit\/\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>. Presidential pleas to ramp up oil output are an open secret, after <a href=\"https:\/\/thefederalist.com\/2021\/08\/13\/biden-begs-middle-east-for-oil-while-halting-oil-production-in-alaska\/\">repeated<\/a> calls for increased production were rebuffed by the Arab nation. <\/p>\n<p>The trip also represents an about-face from the president who campaigned in 2019 on making the Saudi state out to be \u201cthe <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/biden-meet-with-saudi-crown-prince-during-middle-east-trip-2022-06-14\/\">pariah<\/a> that they are\u201d over Khashoggi\u2019s killing the year before. Now Biden writes in the same publication for which Khashoggi worked, \u201cFrom the start, my aim was to reorient \u2014 but not rupture \u2014 relations with a country that\u2019s been a strategic partner for 80 years.\u201d<\/p>\n<p>The reality is that Biden is desperate to find global oil reserves ready for market consumption after 18 months spent shutting down American production. From his first day in office, Biden has followed through on his signature campaign pledge to \u201cend fossil fuels.\u201d <\/p>\n<p>Within six months of his inauguration, Biden <a href=\"https:\/\/thefederalist.com\/2022\/04\/14\/bidens-decision-to-stop-the-keystone-pipeline-absolutely-hiked-gas-prices\/\">shut down<\/a> the Keystone XL Pipeline, <a href=\"https:\/\/thefederalist.com\/2021\/06\/01\/biden-to-cancel-oil-and-gas-leases-in-alaskan-arctic-national-wildlife-refuge\/\">killed plans<\/a> to drill in the Arctic National Wildlife Refuge, and canceled oil and gas projects nationwide with an <a href=\"https:\/\/apnews.com\/article\/joe-biden-climate-change-environment-and-nature-business-9751c4909a8b1baba28f3bcff9d5fa6e\">illegal<\/a> suspension of new leases on federal lands. Even though the administration has resumed the oil and gas program under the Department of the Interior, the suspension lasted 18 months. Its <a href=\"https:\/\/thefederalist.com\/2022\/04\/21\/why-bidens-court-ordered-resumption-of-oil-and-gas-leases-wont-bring-down-prices\/\">return<\/a> featured an 80 percent drop in available acreage and a 50 percent spike in royalty fees, all while White House officials promised to resist new leases. <\/p>\n<p>\u201cPresident Biden remains absolutely committed to not moving forward with additional drilling on public lands,\u201d <a href=\"https:\/\/twitter.com\/HallieOnMSNBC\/status\/1516894901895667715?s=20&#038;t=IX0a6qJCZrhiXWR1lPeOPw\">assured<\/a> White House Climate Adviser Gina McCarthy on MSNBC. <\/p>\n<p>As the administration placed blame for rapidly rising oil prices on the Russia-Ukraine war in May, the Interior Department <a href=\"https:\/\/thefederalist.com\/2022\/05\/12\/as-gas-prices-set-new-records-biden-nukes-more-oil-and-gas-projects\/\">canceled<\/a> even more drilling projects from Alaska to the Gulf of Mexico.<\/p>\n<p>The persistent animosity toward U.S. oil and gas producers has been enough to chill Wall Street investment in the capital- and labor-intensive industry. The suppression of output due to this lack of capital now has Biden begging overseas nations to save the global economy from the entirely self-inflicted crisis of an energy-induced recession. Unsustainably high energy prices are fueling a new era of inflation that\u2019s rising at a 40-year high and growing worse, <a href=\"https:\/\/thefederalist.com\/2022\/07\/13\/another-month-of-historic-inflation-means-its-time-to-stop-believing-experts-who-say-the-economy-is-fine\/\">according<\/a> to new numbers out from the Department of Labor on Wednesday. A trip to Saudi Arabia, however, is unlikely to do the trick.<\/p>\n<p>Last month, French President Emmanuel Macron tried to warn the president that the major oil-rich Arab countries are already producing at capacity. <\/p>\n<p>\u201c[The] Saudis can increase by 150 [thousand barrels per day] \u2014 maybe a little bit more. But they don\u2019t have huge capacities before six months\u2019 time,\u201d Macron said on the sidelines of the G7 summit in Germany. <\/p>\n<figure class=\"wp-block-embed is-type-rich is-provider-embed-handler wp-block-embed-embed-handler wp-embed-aspect-16-9 wp-has-aspect-ratio\">\n<div class=\"wp-block-embed__wrapper\">\n<span class=\"a8Q\"><\/p>\n[embedded content]\n<p><\/span>\n<\/div>\n<\/figure>\n<p>A Bloomberg <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-07-10\/biden-s-quest-for-saudi-oil-faces-reality-check-of-slim-capacity\">analysis<\/a> published on Sunday confirms Macron\u2019s warning of slim capacity in the Middle East. <\/p>\n<p>\u201cSaudi Arabia and the United Arab Emirates are the only members of the Organization of Petroleum Exporting Countries [OPEC] with significant volumes of unused output. Together they currently have a buffer of about 3 million barrels a day, official data from the countries indicate,\u201d Bloomberg reported. \u201cThat\u2019s about 3% of global oil output. \u2026 But the margin of emergency supplies could be even narrower than official figures indicate.\u201d<\/p>\n<p>\u201cThe obvious thing for Biden to do is massively ramp up oil and gas production in the U.S. both for domestic use and export,\u201d environmental author Michael Shellenberger explained in a <a href=\"https:\/\/michaelshellenberger.substack.com\/p\/why-biden-is-putting-us-in-danger?utm_source=%2Fprofile%2F2255433-michael-shellenberger&#038;utm_medium=reader2\">Substack post<\/a>. \u201cIt would be a win for American energy firms and workers, as well as for our allies in Europe and Asia.\u201d <\/p>\n<p>Biden, however, has refused and instead opted for a trip to the Middle East after his \u201c<a href=\"https:\/\/thefederalist.com\/2022\/04\/01\/joe-biden-is-doing-everything-possible-to-avoid-unleashing-american-energy-production\/\">unprecedented<\/a>\u201d releases from the U.S. emergency petroleum reserves have failed to keep gas prices from reaching record highs. Last month, the nationwide average for a gallon of regular unleaded <a href=\"http:\/\/Saudi Arabia and the United Arab Emirates are the only members of the Organization of Petroleum Exporting Countries with significant volumes of unused output. Together they currently have a buffer of about 3 million barrels a day, official data from the countries indicate.   That\u2019s about 3% of global oil output, and roughly equivalent to the amount of Russian oil that could be kept off the market by sanctions at year-end, according to the International Energy Agency. But the margin of emergency supplies could be even narrower than official figures indicate.\">eclipsed<\/a> $5. American firms, meanwhile, are <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-07-07\/high-power-costs-force-us-industrials-factories-to-shut\">struggling<\/a> to cope with high electricity prices as they near <a href=\"https:\/\/www.eia.gov\/outlooks\/steo\/data\/browser\/\">new peaks<\/a>, according to the Energy Information Administration. <\/p>\n<p>Nearly 1 million barrels from the emergency stockpile <a href=\"https:\/\/thefederalist.com\/2022\/07\/08\/biden-sold-oil-from-emergency-reserves-to-chinese-gas-giant-tied-to-his-scandal-plagued-son\/\">landed<\/a> in China after the Biden administration hampered U.S. refining capacity. While shutting down leases for new drilling operations this spring, the president also <a href=\"https:\/\/www.epa.gov\/vi\/refinery-st-croix-us-virgin-islands\">blocked<\/a> a permit for a major refinery in the U.S. Virgin Islands in March. <\/p>\n<p>A visit with the crown prince of Saudi Arabia has become an option of last resort for a president desperate to bring down energy prices ahead of the fall midterms. The November elections are already expected to favor Republicans in a cycle that\u2019s historically hostile to the party in the White House, especially in an environment where the president has a <a href=\"https:\/\/www.realclearpolitics.com\/epolls\/other\/president-biden-job-approval-7320.html\">39 percent<\/a> approval rating. <\/p>\n<hr class=\"wp-block-separator\" \/>\n<p>\n  Tristan Justice is the western correspondent for The Federalist.
