Pharmaceutical companies are the biggest funders of major regulatory agencies.<\/p>\n<p>The study found some national drug agencies are almost exclusively reliant on pharmaceutical money, serving as a \u201cprime example of institutional corruption,\u201d said sociologist Donald Light in <a href=\"https:\/\/www.bmj.com\/content\/377\/bmj.o1538\">the study. <\/a><\/p>\n<h2>Drug Industry-Funded Drug Regulator<\/h2>\n<p>\u201cOver the past decades, regulatory agencies have seen large proportions of their budgets funded by the industry they are sworn to regulate,\u201d wrote the study\u2019s author Dr. Maryanne Demasi, a medical investigative journalist.<\/p>\n<p>Her research on the United States, Canada, Australia, Europe, UK, and Japan found that industry money makes up more than 50 percent of drug regulators\u2019 annual budget.<\/p>\n<figure id=\"attachment_4569636\" class=\"wp-caption alignnone\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2022\/06\/30\/Picture4-1200x580.jpg\"><figcaption class=\"wp-caption-text\"><noscript><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-4569636 size-large\" src=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2022\/06\/30\/Picture4-1200x580.jpg\" alt=\"Epoch Times Photo\" width=\"640\" height=\"309\" \/><\/noscript><\/figcaption><\/a> Comparing major drug regulators on conflicts of interest, according to data by Maryanne Demasi. (The Epoch Times)<\/figure>\n<p>Out of the six countries, Australia\u2019s Therapeutic Goods Administration (TGA) was almost exclusively funded by the drug industry.<\/p>\n<p>The industry paid for 96 percent of TGA\u2019s budget from 2020 to 2021 and the agency approved more than 9 out of every 10 drug applications.<\/p>\n<p>Europe, the UK, and Japan very closely followed with over 80 percent of their agency\u2019s budget coming from industry money.<\/p>\n<p>The United States\u2019s Food and Drugs Administration (<a href=\"https:\/\/www.theepochtimes.com\/t-fda\">FDA<\/a>) and Canada\u2019s Health Canada (HC), had lower proportions of industry funding with 68 percent and 50.5 percent of their budget paid through the drug industry.<\/p>\n<p>Despite almost exclusively relying on the pharmaceutical industry, Australia\u2019s TGA \u201cfirmly denies\u201d that its funding is a \u201cconflict of interest (COI),\u201d wrote Demasi.<\/p>\n<p>The agency said \u201call fees and charges are prescribed in our legislation. To provide transparency, the TGA fees and charges are published on the TGA website.\u201d<\/p>\n<p>\u201cLike the FDA, the TGA was founded to be an independent institute. However, being largely funded by fees from the companies whose products it is charged to evaluate is a fundamental conflict of interest and a prime example of institutional corruption,\u201d said Light in Demasi\u2019s study.<\/p>\n<h2>External Independent Advisors Funded by the Agency<\/h2>\n<p>Concerns of COI are not just limited to those who work in the agency, but also external advisers on expert panels intended to provide expert advice to regulatory agencies.<\/p>\n<p><a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC4221752\/\">Studies have shown<\/a> several independent advisors for the FDA, TGA, and the UK\u2019s Medicines and Healthcare products Regulatory Agency (MHRA) have all had financial ties with pharmaceuticals. Further,\u00a0<a href=\"https:\/\/www.bmj.com\/content\/373\/bmj.n1283.long\">a 2021 study<\/a> found that several COVID-19 advisory members in the UK and the United States all had financial ties with vaccine developers, which the regulators judged as acceptable.<\/p>\n<p>Australia\u2019s TGA\u2019s members of the Advisory Committee on Vaccines are published on the agency\u2019s website, but \u201cforms for recording past and current financial and non-financial interests are not, however, made public,\u201d Demasi wrote.<\/p>\n<p>Documents provided to the BMJ under the Freedom of Information (FOI) Act in 2021 for financial relationships had the names and details of the disclosures redacted (<a href=\"https:\/\/doctors4covidethics.org\/wp-content\/uploads\/2021\/06\/FOI-2289-relevant-documents_Redacted.pdf\">pdf<\/a>).<\/p>\n<p>According to Demasi, the BMJ sought additional details from the released documents but the TGA indicated it was \u201cpersonal information\u201d and therefore exempt under the act.<\/p>\n<p>Committee members were also approached through emails asking if they will be willing to publish COI declarations but were instead referred back to the TGA which revealed that 5 of the 10 members disclosed COI but did not say which members or provide specific details, according to Demasi\u2019s report.<\/p>\n<p>\u201cOf the 6 major regulators approached by the BMJ, only Canada\u2019s drug regulators did not routinely seek advice from an independent committee, and its evaluation team was the only one completely free of financial COIs,\u201d Demasi wrote.<\/p>\n<p>European, Japanese, and UK regulators publish full declarations online with public access while the FDA judges COIs on a meeting-by-meeting basis.<\/p>\n<h2>Data Transparency<\/h2>\n<p>Another major concern is the lack of transparency in the approval process in evaluating the safety and efficacy of certain treatments.<\/p>\n<p>Though <a href=\"https:\/\/clinicaldata.ema.europa.eu\/web\/cdp\/home\">Europe\u2019s EMA<\/a>, <a href=\"https:\/\/clinical-information.canada.ca\/search\/ci-rc\">Health Canada<\/a>, and <a href=\"https:\/\/www.pmda.go.jp\/PmdaSearch\/iyakuSearch\/\">Japan\u2019s PMDA<\/a> all publicize substantial amounts of clinical data from drug sponsors, the FDA and Australia\u2019s TGA remain largely untransparent in their approval process.<\/p>\n<p>In 2020, the FDA was sued by a group of 80 clinicians and professors to publicize Pfizer\u2019s vaccine data following expedited approval through emergency use authorization.<\/p>\n<p>Since 2021, <a href=\"https:\/\/phmpt.org\/pfizers-documents\/\">documents<\/a> on the Pfizer vaccine trials have <a href=\"https:\/\/www.theepochtimes.com\/fda-releases-first-set-of-pfizer-covid-19-shot-safety-data_4354591.html?utm_source=ai&#038;utm_medium=search\">gradually been released<\/a>, with shocking findings in the documents of increased disorders in the nervous system, cardiac system, and blood system <a href=\"https:\/\/maryannedemasi.com\/publications\/f\/experts-weigh-in-after-suing-fda-for-access-to-pfizer-trial-data\">when compared to influenza vaccines<\/a>.<\/p>\n<p>While FDA staff have at least evaluated documents submitted by pharmaceutical companies, TGA\u2019s FOI request has shown that the agency has not seen the source data for the COVID-19 vaccine trials, rather the agency evaluated the manufacturer\u2019s data in summary form. The agency does not have individual data on participants in regards to the COVID-19 vaccine trials either (<a href=\"https:\/\/doctors4covidethics.org\/wp-content\/uploads\/2021\/06\/FOI-2289-relevant-documents_Redacted.pdf\">pdf<\/a>), which are held by the vaccine manufacturer.<\/p>\n<h2>Accelerated Drug Approvals<\/h2>\n<p>Demasi argued the prevalent expedited approvals are also harming the safety of consumers.<\/p>\n<p>With 68 percent of drugs approved in the United States passing through the accelerated approval process, and 50 percent in Europe, these put consumers at greater risk of harm.<\/p>\n<p><a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC5815036\/\">Previous studies have shown<\/a> accelerated approval processes have resulted in new drugs being more likely to be withdrawn due to safety concerns and more likely to carry black box warnings.<\/p>\n<figure id=\"attachment_2128709\" class=\"wp-caption alignnone\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2016\/07\/30\/GettyImages-3123241-1200x802.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"lazy size-medium wp-image-2128709\" src=\"https:\/\/www.theepochtimes.com\/assets\/themes\/eet\/images\/white.png\" data-src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/07\/GettyImages-3123241-600x401-1.jpg\" alt=\"Bottles of antidepressant pills, (L-R) Wellbutrin, Paxil, Lexapro, Effexor, Zoloft and Fluoxetine, photographed in Miami, Fla., on March 23, 2004. (Joe Raedle\/Getty Images)<\/figure>\n<p>\u201cThe accelerated approval pathway explicitly changes the underlying efficacy \u2018standard\u2019 in that it allows approval based on changes to a surrogate (non-standard) measure that is not well validated, and is only reasonably likely to predict clinical benefit,\u201d says Prof. Aaron Kesselheim from Harvard Medical School and Brigham and Women\u2019s Hospital in the study.<\/p>\n<p>Kesselheim also said accelerated approvals generally have a lower standard for proof of efficacy.<\/p>\n<h2>Regulator\u2013Industry Revolving Door<\/h2>\n<p>A revolving door mechanism between regulators and industry also contributes to the corruption of drug regulators, according to the study.<\/p>\n<p>Nine out of 10 past FDA commissioners between 2006 to 2019 went on to secure positions in pharmaceutical companies.<\/p>\n<p>FDA\u2019s 24th and the most recent past commissioner, Stephen Hahn, is currently working for Flagship Pioneering, a company that invests in new biopharmaceutical companies.<\/p>\n<p>The current FDA commissioner, Robert Califf, was rehired to the position he previously held under the Obama administration, though some senators argued that his ties to the pharmaceutical industry made him unfit.<\/p>\n<figure id=\"attachment_4540198\" class=\"wp-caption alignnone\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2022\/06\/17\/robert-califf-3-1200x800.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"lazy size-medium wp-image-4540198\" src=\"https:\/\/www.theepochtimes.com\/assets\/themes\/eet\/images\/white.png\" data-src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/07\/robert-califf-3-600x400-1.jpg\" alt=\"Epoch Times Photo\" width=\"600\" height=\"400\" \/><figcaption class=\"wp-caption-text\"><noscript><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-4540198\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/07\/robert-califf-3-600x400-1.jpg\" alt=\"Epoch Times Photo\" width=\"600\" height=\"400\" \/><\/noscript><\/figcaption><\/a> Food and Drug Administration Commissioner Robert Califf speaks to members of Congress in Washington on June 16, 2022. (Joe Raedle\/Getty Images)<\/figure>\n<p>Califf previously worked at Verily Life Sciences and <a href=\"https:\/\/www.documentcloud.org\/documents\/21173865-califf\">financial disclosure forms<\/a> showed he was paid $2.7 million by the company.
